The Union Ministry of Home Affairs (UMHA) has brought down the range of 'disturbed area' under the controversial Armed Forces [Special Powers] Act (AFSPA) 1958 in Meghalaya and Arunachal Pradesh following improvement in the law and order situation, reports The Times of India. A notification issued by the UMHA on October 1 said areas under the 'disturbed area' tag in Meghalaya along the border with Assam has been reduced to 10 kilometers from the previous 20 kilometers under Section 3 of AFSPA up to March 31, 2018. The notification came into effect from October 1. On August 4 this year (2017), the UMHA declared the areas falling within the 20 kilometers wide belt in Meghalaya on the Assam border as 'disturbed area'. In Arunachal, the notification said areas under the jurisdiction of 11 Police stations in eight districts bordering Assam have been declared to be "disturbed area" up to March 31, 2018.

Police recovered sophisticated arms along with ammunition from the forest in Dosogre Chipitgittim area of South Garo Hills District on October 2, reports The Assam Tribune. The Garo National Liberation Army (GNLA) cadre, Bande Ch Marak who was arrested on September 29 from South Garo Hills District led to the recovery of arms and ammunition which the GNLA cadre had hidden in the village from where he was arrested. “SGH police along with SF 10 commandos recovered one AK 56 rifle with one magazine, one SLR rifle with one magazine, 76 rounds of AK ammo and 13 rounds of SLR ammo kept buried by GNLA in the forest in Dosogre Chipitgittim area,” said Superintendent of Police (SP) Abraham T Sangma.

A 17-year-old cadre of Hynniewtrep National Liberation Council (HNLC) from Lakadong village in East Jaintia Hills District surrendered without arms before Meghalaya Police on October 3, reports The Shillong Times. The surrendered youth regretted that his stint at the HNLC camp was “almost like waste of time”. “It was a different story altogether when I reached there. I intended something else and I was made to do something else,” he said. “I have the heart to fight for the rights of the Khasi community which prompted me to join HNLC. But I differed from their objective/intention, so I left,” he added. When asked on his disagreement, the teenager informed that the cadres were made to work in betel nut plantations, do household chores like cooking and washing clothes, and as he puts it, “We felt like servants.” He shared anecdotes on life at the camp, he said, “As per the rules of the organisation, we had to wake up at 5 am and sleep at 9 pm. We get up….take tea, go to work and after coming from work, we cook, etc…. it all ends there.”Interestingly, although, he could not specify much, he claimed that some cadres who were there in Bangladesh had their own betel nut plantations whereas he did not. “They (HNLC) said that they work for the indigenous community. Even if they are there (in Bangladesh), they can still think for the community,” he added. At the camp, he was taught to handle AK and 9 mm pistols by trainers. They trained in one place and received basic training. Stating that he fled from Puticherra, Bangladesh, he said, “I don’t know how many of them are there as I am not too familiar with them. I stay with another person.”

Meanwhile, the surrendered Garo National Liberation Army (GNLA) cadres under the banner, United People’s Welfare Society (UPWS), on October 3 expressed concern over the delay in providing rehabilitation packages to cadres even after more than a year, reports The Shillong Times. In a statement, Anurag Sangma, general secretary of UPWS, on behalf of the surrendered cadres said on October 3 that they had not received the promised financial or logistic aid from the State Government or the Centre and this has led to hardships. “The delay in providing packages to surrendered cadres might derail the very peace process and further course to bring back the remaining cadres,” Sangma said.Moreover, the leader of the surrendered cadres said only the names of a few former GNLA members have been shortlisted for financial package. “Hence, we reiterate our demand and urge both the State and the Centre to provide the due packages without discrimination and the government should show sincerity in this regard,” Sangma said. Sangma also said that at least 150 cadres who had surrendered since May last year (2016) are facing hardships due to the apathy of the Government. “The chief minister had assured that a seed money would be provided to each surrendered cadre so that they can stand on their feet, but till date, nothing has been done in this regard,” he added. The Government had initiated steps to provide package only to 30 surrendered GNLA cadres, while others were neglected, he added.

Garo National Liberation Army (GNLA)’s ‘commander-in-chief’ Sohan D Shira is reportedly undergoing treatment at Mymensing-Sherpur area in Bangladesh for an infection on his legs, reports The Shillong Times. Sources from the Border Security Force (BSF) said the paramilitary force had received inputs that Sohan D Shira was initially treated by medical practitioners in South Garo Hills District. According to the report, BSF has already shared the inputs about the presence of Shira in Bangladesh to Border Guard Bangladesh (BGB).

Surrendered A’chik National Volunteer Council-Breakaway faction (ANVC-B) cadres who are yet to receive their rehabilitation package have expressed disappointment over the Meghalaya Government’s delay to act on the matter, reports The Shillong Times on October 6. Pointing out that those cadres who are yet to receive the package are finding it difficult to start a new life, they urged the government to speed up the process of releasing the same. The cadres have also sought the intervention of NGO and Church leaders on the matter.

Five United Liberation Front of Asom-Independent (ULFA-I) and Garo National Liberation Army (GNLA) militants were arrested during an operation carried out recently by Meghalaya and Assam police, reports The Shillong Times on October 8. The two ULFA-I militants were identified as Simanta Rabha and Kusha Rabha of Rongjuli area of Goalpara District and were arrested from the same area. The GNLA cadres are Pillar Sangma, Philip Sangma and Nobin Sangma, the trio was arrested from Williamnagar in East Garo Hills. The modus operandi was such that GNLA Overground Workers would identify potential victims, in this case coal dealers and other businessmen, in the Nangalbibra-Jadigittim coal region of South Garo Hills and they were directed to deliver the money in Assam. “These militants were running the extortion racket in this manner to avoid detection in Garo Hills because many a time the delivery of extortion money was intercepted by us,” said Meghalaya Director General of Police SB Singh.

ULFA’s ‘deputy commander-in-chief’ Manoj Rabha alias Dristi Rajkhowa is reportedly trying to import ULFA cadres from neighbouring Assam and even Bangladesh to strengthen the group. According to Meghalaya police, as many as three cadres based in Bangladesh have crossed over and joined the ULFA ranks in GNLA hideouts.

The 48km India-Bangladesh riverine border on the Brahmaputra in lower Assam has become the focal point of vigil by the Border Security Force (BSF) to prevent possible infiltration by Rohingya refugees from Myanmar via Bangladesh, reports The Telegraph. Security officials said that a committee formed by the Centre would visit Dhubri tomorrow and inspect the steps taken by the BSF to keep the riverine border under watch. During their four-day tour, the team will inspect the border in Dhubri tomorrow followed by the same in Silchar and in Meghalaya.

The duo had had buried two clay more boxes in the village for the future use of GNLA. GNLA has tied up with the Independent faction of United Liberation Front of Asom (ULFA-I) to carry out large scale extortion in parts of Garo Hills targeting businessmen and coal dealers. The State Government will keep vigil in the run-up to the Assembly polls in the wake of recent reports of United Liberation Front of Asom-Independent gaining ground in Garo Hills with the support of Garo (GNLA), reports The Shillong Times. Chief Secretary Y Tsering said though Police have control of law and order in Garo Hills, the Assam-based militant groups, especially ULFA-I, may become more active during the polls. “If the militants are more active, we have to be more vigilant”, he said. The chief secretary said police level meetings between Assam and Meghalaya would be held for better co-ordination and also to check the cross-border movement of ULFA-I to Garo Hills during the polls. “Police are active to thwart any attempt of ULFA-GNLA to disrupt the elections,” he said.

Under the new initiative, the members of AWA along with the villagers of Chirimdare plan to start joint efforts of plantation programmes beginning from the first week of June next year till their dream of ‘clean and green’ is achieved.

The Border Security Force (BSF) Meghalaya Frontier Inspector-General (IG) P.K. Dubey on October 25 said that fencing was necessary for the security of border residents, reports The Telegraph. "In areas where fencing has been completed, we have been able to put a more effective check on smuggling and militancy. It (fencing) will help in border surveillance," he said. Informing that about 90km of unfenced areas remain in the Khasi and Jaintia Hills, Dubey said around INR 110 crore has been deposited with the Meghalaya Government for the purpose of acquiring land for fencing.
