The Telegraph reports that the Hynniewtrep National Liberation Council (HNLC) on September 2 came out in support of the pressure groups which are demanding the implementation of the ILP in Meghalaya. “The HNLC gives its full support to all the groups that are fighting for the implementation of the ILP in the state as this is the only mechanism which can safeguard our indigenous population,” HNLC “publicity secretary” Sainkupar Nongtraw said. At the same time, the HNLC demanded scrapping of the Indo-Nepal Treaty of Friendship, 1950, and repatriation of Bangladesh refugees living in the city. He also said the threat to the indigenous population of Meghalaya is not so much from “foreigners”, but from inter-state migrants.

The Telegraph reports that the much-awaited peace pact with the A’chik National Volunteers’ Council (ANVC) has cleared all necessary hurdles, with the exception of one, before it is brought to the Union cabinet for approval. A Meghalaya Government official, on September 3 said the Agreed Text for Settlement with the ANVC and its breakaway factions has received clearance from all Union ministries with the exception of the law ministry. “All hurdles have been cleared, and it is lying with the Union law ministry now for its comments. Maybe once the pact is signed and implemented, constitutional amendments will be required,” the official said.

The meeting analysed the report of the High Level Committee (HLC) on Influx which favoured implementation of ILP. However, the MUA rejected the recommendation of the Committee. In a statement issued on September 22, the publicity secretary of GNLA, Pantera Singgasik, said that instead of giving any attention to the demands of the GNLA, the Government is launching intensive operations against them. A separate State for Garos within the framework of the Indian Constitution is the key demand of the GNLA. The GNLA also ruled out any surrender with arms but added that they were ready to abjure violence at any time after positive political dialogue with the Government. Supporting the separate Statehood movement of the Non Governmental Organizations (NGOs) under the banner of the Garo Hills State Movement Committee (GHSMC), the GNLA leader wanted to know why the Government had sent as many as 23 democratic protesters to jail.

The seized explosives include 400 gelatin sticks, 39 coils fuse wire and 48 boxes containing 100 detonators each. During interrogation, the arrested women revealed that the explosives were meant to be transported to Dimapur from Pyrdung of Jalaphet village in East Jaintia Hills. They also claimed that the explosive materials were meant to be used in road construction work in Dimapur, Police said. After a preliminary investigation, Police arrested another person, identified as Pranai Kr Purkayastha, a coalmine supervisor, from Pyrdung, Jalaphet village of Jaintia Hills District.
