Unidentified assailants killed one Ismail Ali, reports The Shillong Times. His body was recovered on September 3 from an isolated spot at Alotgre locality of Tura in West Garo Hills District. He was abducted on July 28 from the same area and the abductors had contacted his family and demanded a ransom of INR five million, which was negotiated to INR 50,000 by the family. The victim was killed even though the ransom amount was paid.

According to South Garo Hills Police, the victim was released sometime on September 20 night by the gang and he later came to Baghmara for medical treatment. His family reportedly paid a ransom of INR 150,000 for his safe release. The involvement of cross-border criminal gangs operating from Bangladesh with active support of some locals and the militant group A’chik Songna An’pachakgipa Kotok (ASAK) have not been ruled out by Police.

According to latest Union Ministry of Home Affairs (UMHA) figures, kidnappings, a staple insurgent activity in the North-East, has seen a significant decline this year, with the worst-affected state of Assam showing a nearly 70 per cent drop in kidnapping incidents even as the recently banned Khaplang faction of National Socialist Council of Nagaland (NSCN-K) outfit resorted to maximum abductions for any outfit in 2015, reports The Economic Times on September 22. The figures show that 182 kidnappings have been reported this year from the seven northeastern states compared to 250 in the same period last year and 369 in all in 2014. Assam has seen the biggest drop - from 125 in 2013 and 94 in 2014 to only 24 so far this year, kidnappings in Meghalaya are down from 110 last year to 45 so far this year and the same is down to 24 in Arunachal Pradesh from 49 last year. The maximum kidnappings by any outfit in the North-East this year, 34, have been done by the just-banned NSCN-K outfit in Nagaland and Arunachal Pradesh, followed by 24 by Khole-Khitovi faction of NSCN (NSCN-KK) in both these states and 15 by the Isak-Muivah faction of NSCN (NSCN-IM) - with which a framework agreement was signed recently. In fact, Nagaland has now overtaken Assam as the state worst affected by kidnappings, reporting 55 cases already compared to 65 in all in 2014. The Naga outfits in Manipur along with NSCN-K have meanwhile emerged as the most violent North-East outfits this year, resorting to 65 incidents of terrorism and inflicting 27 casualties on Security Forces (SFs) this year through ambush attacks in Manipur and Nagaland on convoys of Army and Assam Rifles (AR) - the total casualties of SFs this year have hence jumped almost 300 per cent to 40 from only 12 in 2014. Civilian casualties are however down to a record low at only 32 casualties this year compared to 114 in the same period last year. The IB officer, Bikash Singh (32) hailing from Patna in Bihar, was abducted along with a cloth merchant Kamal Saha at gunpoint between Ampangre and Panda reserve forest on September 23. The victims were travelling in a public vehicle towards Baghmara, the District headquarters of South Garo Hills, from Rongara, he said. “By all accounts, we fear the officer has been killed. But we are yet to recover his body,” said a senior Meghalaya Police official.

Taking to media persons on the sidelines of a programme in Shillong on September 26, the Union Minister said that there was no sign of improvement as far as situation in Garo Hills is concerned. Rijiju said that the Centre was willing to provide more assistance “if the State Government wants for tackling militancy in the Garo Hills region.” Reacting to a query about the reported killing of the Intelligence Bureau (IB) officer Bikash Kumar Singh, he said that though there was no concrete evidence “but reports indicate that he has been eliminated.” Singh, a new recruit posted as assistant central intelligence officer (ACIO) of the IB at Baghmara, the District headquarters of South Garo Hills, was abducted along with a trader identified as Kamal Saha while they were travelling in Sumo along with other passengers from Rongara village to Baghmara on September 24. Moreover, on continuation of peace talks with the National Socialist Council of Nagaland-Khaplang (NSCN-K), he said the Government of India wanted to continue with the peace talks with NSCN-K. “It is the NSCN (K) which has abrogated the peace talks,” he added.

A hardcore militant of the Garo National Liberation Army (GNLA) was shot dead in an encounter after Police raided their forest hideout near Patalgre village of East Garo Hills District of Meghalaya on September 27, reports The Shillong Times. Special Weapons And Tactics (SWAT) commandos of Meghalaya Police had launched an operation in the area following intelligence reports about the presence of a large number of militants in the forests near Patalgre village. While scouting the dense forests a GNLA militant on sentry duty spotted the approaching Police commandos and opened fire leading to a gun battle. During the battle, a senior militant identified as Katrak D Shira was shot dead and an AK rifle recovered. The rest of the militants fled into the forests.

Yesterday, the AMEF had sent an email to the media saying members of the outfit who had deserted the ranks were involved in the abduction. Five cadres of the AMEF had recently deserted the outfit. They are Basrang M. Sangma alias Asilang from Hatimarini village, Niksrang Ch Marak alias Rarik from Lower Sambrak, Sengrak Marak alias Saljatchi from Rimrangpara Gagagre, Chiseng Sangma alias Guare, also from Lower Sambrak, and Beltush Sangma from Rongmatchu village. The militants stopped the bus and asked everyone to disembark before choosing 16 targets, all of them from a particular community. Of the 16, seven were allowed to go. Sources said the bus driver reported the matter to the Police at Rongmil in North Garo Hills, who later visited the spot. The next day, the driver also reported the incident at Wageasi outpost. The conductor of the bus, identified as Avinash Ray, was among those abducted and released. Another source claimed that there were two Security Force (SF) personnel on the bus, including a Border Security Force (BSF) trooper. However, this could not be confirmed. Suspected militants abducted an assistant engineer, identified as Wassem Ahmed (25), of a private construction company from Samanda in East Garo Hills District on September 29, while nine bus passengers were abducted at Wageasi in North Garo Hills on September 28, reports The Telegraph. These incidents come at a time when Police have launched a massive combing operation to rescue abducted Intelligence Bureau (IB) official Bikash Kumar Singh and Kamal Saha, a local trader. Singh and Saha were abducted on September 24, from South Garo Hills. The militants abducted Ahmed while he was returning to Samanda, 6km away, from the construction site at Rongapgre in East Garo Hills. Ahmed, who hails from Rajouri in Jammu and Kashmir, was associated with a Hyderabad-based construction company, BSC-C&C JV, which is executing the Shillong-Nongstoin-Williamnagar-Tura National Highway 44.
