Mizoram Home Minister R Lalzirliana on September 4 asserted that the State Government would not agree even if the Manipur-based Hmar People's Convention- Democracy (HPC-D) continued to demand a separate Autonomous District Council (ADC) comprising areas adjoining Manipur, in the ongoing peace talks, reports Morung Express. Lalzirliana said that he wished that the current peace talks between the State Government and the HPC-D would be successful in solving the insurgency problem hitting the north eastern part of the State for years. The negotiation between the two sides was held on August 10 in Aizawl and the second round is scheduled to be held during mid-September or third week of this month when the HPC-D delegation comprising overground Hmar leaders are slated to table their political demands.

Shafqat Malik, Additional Inspector General (AIG) of the Bomb Disposal Squad (BDS), on September 7 said that IEDs have become the most common weapon to be used by militants in Khyber Pakhtunkhwa (KP) and Federally Administered Tribal Areas (FATA), reports Dawn. Around 70 per cent of terrorist attacks in KP have involved the use of IEDs, he said, informing that 5,228 incidents of IED blasts took place from 2009 to 2015 in the Province. Another 210 cases have already been recorded this year. Malik further suggested, “The government needs to establish an inspectorate to keep a check on factories that are using explosive material for commercial purposes”.

A teenager, identified as Suliman Sheikh and his two friends, identified as Jittu Rishi (32) and Balseng (28) who were abducted from Kherapara in Dalu in West Garo Hills District on August 27 were killed even after the ransom was paid, reports The Shillong Times. Their decomposed bodies were found in a jungle on September 8, Police said.The three youths had gone to Kherapara market on August 27-morning to buy goats. Police said the kidnappers told the teenagers that they were goat-sellers and lured them with a good deal. The kidnappers had called Suliman’s parents and demanded INR 30 lakh, but scaled down the amount to INR 3 lakh when his father told them about the family’s economic condition. The kidnappers’ gang came to Daranggre area near Chunmati in Tura, West Garo Hills on September 4 afternoon to take the ransom amount and promised to release the trio on the same day. However, the abductors stopped communicating with the family after receiving the money.

The three were stabbed to death with daggers and their bodies were left in the forests of Diplipara near Dumnikura in South Garo Hills District. Three surrendered Garo National Liberation Army (GNLA) cadres, identified as Nobin D Sangma, Salgra D Sangma and Sengsang R Marak who were planning to rob petrol pumps on the National Highway were arrested along with arms from East Khasi Hills District on September 8, reports The Assam Tribune. According to SP, M Kharkrang, the trio led the Police to the Ward’s Lake in Shillong and hidden beneath a rock under a bamboo grove were the weapons for the attempted robbery. A cadre of a newly-floated militant outfit, A'chik Revolutionary Army (ARA) was killed in an encounter at Selbagre village near Rongram in West Garo Hills District on September 9 afternoon, reports The Telegraph. A cadre, identified as Bachan M. Marak was also arrested after the gun battle between the militants and Meghalaya Police. "The police team exchanged fire with the militants. In the encounter, one of the cadres was killed," said Mukesh Singh, West Garo Hills Superintendent of Police (SP). Singh said the outfit's ‘commander’ William A. Sangma, who was also taking shelter at Selbagre, managed to escape during the exchange of fire. A 9mm pistol, magazine and live rounds were recovered from him.

Ishmail Ali, Monosh Gogoi, Firoz Khan, Raju Lama, and Hamidul Ali during a surprise raid at Rangsakona in 15 Mer under Byrnihat Police Outpost in Ri Bhoi District on September 11, reports The Shillong Times. Police recovered 57 fake notes of INR 500 denomination, a bundle of sealed carbon paper showing INR 1000, 59 bundles of plain papers cut to the size of INR1000 notes, 25 fake carbon notes of INR 1000 denomination, 2 bundles of white paper and one trolley box. Police also recovered three vehicles in the possession of the accused.

Shillong Police recovered a huge cache of explosives hidden in a suitcase and a school bag from Umsohlang in Upper Shillong in East Khasi Hills District on September 13, reports The Shillong Times. Superintendent of Police (City) Vivek Syiem said that some boys who had gone to the stream at Umsohlang for fishing saw the suitcase and informed the village headman who contacted the Jhalupara Beat House. A Police team from Jhalupara went to the spot and took possession of the suitcase and the school bag. 85 gelatin sticks, 90 electronic detonators, one shotgun, seven live cartridges, 135 LEDS pellets and water bottles, among other things were recovered.

Armed Garo National Liberation Army (GNLA) militants killed a former cadre, identified as Tiangsil G Momin at Rongsakgre in West Garo Hills District on September 20 night, reports The Shillong Times. Police suspect that GNLA ‘commander-in-chief (C-in-C)’ Sohan D Shira was also present at the time of the killing. The group, comprising more than 20 militants entered the village at night and chased 28-year-old Tiangsil G Momin till they caught and executed him. The incident occurred around 7.30pm when Chinabat was abuzz for Wednesday was the weekly market day. A group of armed men, suspected to be GNLA militants, came down from the surrounding hills and forcibly took away Bijoy Khandu (32) and Rajesh Mahanta (33) at gunpoint from Rongram market. “Our intelligence reveals that it was the handiwork of the GNLA. Our teams are on the job trying to locate and rescue the two abducted traders,” said District Police chief Mukesh Kumar Singh.Earlier, in another incident, a trader, identified as Bapi Saha from a village in South Garo Hills District, was abducted on September 19 morning, adds The Shillong Times. However, Police have failed to make any headway in this abduction case. The militants might have taken their victim deeper into the densely forested hills that extend beyond Chokpot and into the Durama Hills of East Garo Hills, report said.

Meanwhile, one United Liberation Front of Asom (ULFA) cadre, allegedly a close associate of the outfit's "deputy commander-in-chief" Drishti Rajkhowa, was arrested from West Garo Hills District September 21, reports The Telegraph. Following a tip-off about infiltration of a militant with arms and ammunition into the Indian territory from Bangladesh, an intelligence team of the Border Security Force (BSF)'s Meghalaya Frontier, deployed in Tura, had laid a trap and arrested the ULFA cadre from Kachhuadogri, a BSF official said. He said the ULFA cadre disclosed his identity as Peramisom Marak (19) hailing from Sherpur District of Bangladesh. A 9mm pistol, two 9mm magazines, eight 9mm live rounds and a cell phone with Bangladeshi SIM card were recovered from him, the official said."Marak told the BSF that he has been working with ULFA in Bangladesh since the last three years and remains in close association with ULFA's deputy ‘commander-in-chief’ Dristhi Rajkhowa and his bodyguards. He also transports arms for them and assist ULFA cadres, residing at Badagazni village in Bangladesh, to cross over to India and vice-versa with the help of some Indian associates," the official said. He added that Marak was wanted for illegal activities in Bangladesh. The Badagazni area, the official said, is a safe haven for Indian insurgents as they disguise themselves as local tribals living there to avoid arrest. "These cadres have a good number of sympathisers in that village. The BSF is now trying to figure out the Indian associates who are providing assistance to these cadres in the border areas," the official said. Marak was later handed over to local Police.

The Meghalaya Police counter insurgency team along with the aides of the Central Armed Police Forces (CAPF) launched ‘Operation Hill Storm-4’ to purge out the last remaining leaders and cadres of the proscribed Garo National Liberation Army (GNLA) in the five Districts of Garo Hills, reports The Sentinel on September 23. After a series of success in the past eight months that led to surrender of more than 130 GNLA cadres before the law enforcing agencies, the State Police team launched its fresh vigorous search, combing and fighting operations to neutralize the last hard core GNLA militants on Wednesday (September 21) and Thursday (September 22) morning (under Operation Hill Storm-4), revealed by the Director General of Police (DGP) SK Jain on September 23. While disclosing about the Police major exercise to annihilate the outfit that has been trying to raised its ugly head after a series of setbacks, the DGP said, “In Operations Hill Storm-4 six additional companies have been inducted to the existing combating forces that aims at neutralizing the core commander’s group of the outfit who are trying to activate their abductions and extortion activities in Garo Hills.”Notwithstanding the setbacks, the ‘self-styled Commander-in-Chief (C-in-C)’ Sohan D Shira, his core commanders identified as Rupanto, Baichung and Biltush are still trying to muster themselves up with at least 40-50 cadres with adequate weaponry. There are also over ground workers which are aiding the finance team of the GNLA. Making it known that the operational men on the field knew about everything particularly in taking these bunch of armed criminals, Jain said, “Our endeavor in this operations is to smash their network and unlawful activities”. “The impact will be seen because of our careful analysis of the past aberrations in reaching our hands to these criminals”, stated Jain with a firm conviction that more results is on the anvil in the days to come. While there were talks about complacency within the Police force after the six –seven months of successful operations against the GNLA, the DGP categorically said that there is nothing of that sort. “In the past two months we silently work and forced the GNLA leadership to go on the run,” he said.

While there were no casualty on either side, Police sources confirmed that some militants may have been injured in the firefight as blood stains were found near the site of the encounter. According to Police sources, a raid was undertaken based on inputs of the presence of a camp with the ‘commander in chief (C-in-C)’ of the outfit, Sohan D Shira suspected to be amongst those within the camp.The Sentineladds that the four day ‘Operation Hill storm-4’ nearly got hold of self style Commander-in-Chief (C-in C) of the GNLA Sohan D Shira, if not for the human shield that he has always taken to escape the Police counter insurgency operations. “There was a heavy exchange of fire between our men and the 20 odd militants before they escaped with incriminating weapons”, stated the Superintendent of Police (SP) East Garo Hills, D N S Marak while adding that one of the fleeing militants is suspected to be the GNLA chief. One Chinese made carbine rifle, 80 detonators and an improvised explosive device (IED) remote control detonator was recovered from the abandon make shift camp of the GNLA. “The fleeing militants could have been apprehended or killed if not for their tactical moves through the human habitat,” stated the SP.

According to Police, of the nine traders, six were identified as Akhirul Islam (21) and Saiful Islam (30) of Shantipur, Jiarul Islam (28) of Bortol and Monirul Islam (30), Mofidul Islam (25) and Anowar Islam (35) of Kushimara. The traders, all from Mankachar town in South Salmara District of Assam, were on their way to Silkigre weekly market, which is around 14 kilometers from Chokpot town, in three pick-up vans when a group of suspected GNLA militants armed with rifles and pistols stopped the last vehicle near Songotagre village around 5.30am on September 29. Police found the abandoned vehicle near the village. “Our teams are already on the job and a search operation has been launched. We are hopeful of a breakthrough on the matter. We suspect the kidnapping to be the handiwork of the GNLA,” said South Garo Hills Superintendent of Police (SP) Anand Mishra.However, some unconfirmed reports said that the number of abductees is 12 and not nine. The reports also said two among the abducted traders escaped during the melee.

According to Police, there were around 20 militants of the GNLA at the time of the encounter which took place around 5:30 am. Police recovered an INSAS in cocked condition, five magazines, 49 live rounds, five live 7.62 mm sniper ammo, 15 .303 live ammo, AK ammo, empty case of .303, blank cartridge, 4 charger clips, a hand grenade, seven 3.7 volt LI/ion battery and GNLA ID card of Morek Ch Marak from the site.“The militants were taking shelter there and the encounter between the SWAT team and GNLA cadres lasted for about 15-20 minutes. The cadres fled after the encounter and the police have launched combing operations to track them,” said Police, adds The Assam Tribune.

Hailing the Centre and the Army for the surgical strikes in Pakistan occupied Kashmir (PoK), Chief Minister Mukul Sangma on September 30 said the Government should act tough against militants in the Northeastern states, reports The Shillong Times. Speaking to media persons, Sangma said similar situation exists in the North East and beyond the international boundaries of the region. “The Centre should deal with the installations of anti-national elements on foreign soil since going beyond the international boundary is not a state subject,” the Chief Minister said. Sangma said the surgical operations were appropriate in dealing with terrorists and the Centre should continue to be aggressive in this regard. Stating that such operations were conducted even in the past without sharing it with the media, Sangma said any effective measure resorted to by the security agencies in the interest of the nation has to be welcomed and appreciated.
