A hurried decision to bring ANVC cadres to mainstream ahead of last Assembly elections coupled with red tape have delayed any immediate solution to the long pending peace pact with the ANVC and ANVC-B, reports The Shillong Times. It was on January 5, 2012, the Government signed a draft peace pact with both ANVC and ANVC-B. The Centre had sought clarification on how forty seats will be allocated in the new empowered district councils as per the demand of the ANVC. At present all the three district councils in the state comprise of 30 seats each and the ANVC wanted an increase of ten more seats which was included in the draft peace pact.

The breakaway faction of the Achik National Volunteer Council (ANVC-B) on January 2 s¬aid that three of its cadres, including two women, have gone missing while they were coming back to the camp after shopping for the “new year feast”, reports The Shillong Times. The ANVC-B also called upon all its ‘officers’ and cadres to report to the camp before January 7. “This is an emergency call. Those who fail to report will be listed as absconding or as deserters and action will be taken as par the organization’s law,” the ANVC-B leader Doang Shira said.

A new militant outfit has been formed in the Garo Hills under the name of A’chik National Co-operative Army (ANCA), reports The Shillong Times on January 4. The members of the new outfit, who claimed to have recently celebrated Christmas with the elders and youth, said that the organization has been formed to fight for the rights of the Garos.“We hope and believe that our people will continue to remain united in the fight for the cause of our motherland so as to overcome all obstacles,” said ANCA ‘publicity secretary’ Bilgrak A Sangma in a press release.

The GNLA cadre identified as Johny A Marak alias Goera (21) was arrested while he was trying to extort money from businessmen on January 4.SFs recovered from his possession one 7.65 pistol, 5 live ammunition, demand note, and cell phones. The arrestee OWGs were identified as Gendaram Sangma, Nipin Marak, Krishna Subba and Cherak Sangma, all residents of Mandalgre.

Garo National Liberation Army (GNLA) ‘commander-in-chief’ Sohan D Shira has ordered the closure of all dry fish markets in Williamnagar town in East Garo Hills District for non-payment of the amount demanded from them, reports The Shillong Times on January 7. Sources have informed that the GNLA is demanding INR 300,000 from each of the dry fish sellers which they are unable to pay. Other business persons too have received extortion notes but have refrained from giving any information to the police for fear of retribution from GNLA. However police are in the know since most dry fish shops have decided to down their shutters. Further, additional police forces have been deployed in Williamnagar Market to instil confidence among the dry fish merchants, reports The Shillong Times. Police have been patrolling the bazaar area during business hours. It is also learnt that representatives of the dry fish merchants and other business persons deliver the extorted amount to the family members of Sohan.

The A’chik Tiger Force (ATF), a newly formed militant outfit from Garo Hills, has threatened of retaliatory actions against a GNLA for alleged unprovoked killing of some of its cadres in Songsak, Napak A’pal village in East Garo Hills District, reports The Shillong Times. .ATF also issued a stern warning to tainted politicians and Government officials who were involved in the practice of nepotism. The outfit also announced in its statement that it would be entering Songsak region in East Garo Hills in the current month of January and warned other militant groups not to provoke it adding that it was ready to take on any kind of offensive action carried out by them.

It was for this reason that the Ministry allowed the ANVC-B to be part of the agreed text of settlement,” Lyngdoh said. When asked as to why the ANVC-B was allowed to be part of the agreed text of settlement when the group was not part of the tripartite ceasefire agreement which was signed in 2004, Lyngdoh said that its cadres were made part of the agreement after receiving the necessary directive from both the Centre and State Government.To a question whether they will adopt the same yardstick in case the Garo National Liberation Army (GNLA) wants to be part of the text of settlement especially when the outfit ‘commander in chief’ Sohan D Shira was a signatory to the tripartite agreement, Lyngdoh said the inclusion of GNLA in the agreement which had already been signed, is now out of question.

The Times of India reports that Meghalaya, on January 27, got central clearance to form its very own special multi-task Police force, which will be called ‘Special Force 10’, to deal with internal security challenges ranging from militancy to disaster management. The strength of the force will be 1,795 including the supporting staff. One company of the battalion will be fully reserved for women. Chief Minister Mukul Sangma said, "It was stressed that the State Government must invest adequately to ensure that we are capable of addressing internal security issues."

Security Forces (SFs) on Janaury 29 arrested five militants of the Garo National Liberation Army (GNLA), Lasting G Momin, Arnesh G Momin, Bosco Momin, Fedrick Rongrin and Jaro S Sangma at Dorangre village in West Khasi Hills District, reports Nagaland Post. SFs recovered two .32 pistols, two magazines along with seven rounds of live ammunition, three mobile phones along with three Indian SIM cards, 21 numbers of dry cells from the militants. “We have arrested five GNLA rebels from Dorangre village this morning in the wake of the ongoing combing operation to flush out the rebels from the area,” Sylvester Nongtnger, the Superintendent of Police of West Khasi Hills, said. “All the five rebels were prized catch for us as they were involved in extorting money from coal exporters to Bangladesh and drivers of coal-laden trucks in the area,” he said.

The Shillong Times reports that Border Security Force (BSF) troops of Kachuadogri Border Outpost in South West Garo Hills arrested one overground worker, identified as Kanu Koch of National Democratic Front of Bodoland (NDFB) and United Liberation Front of Asom (ULFA) on January 29 while he was trying to crossover to Bangladesh in a stolen Bajaj Pulsar. Koch is also a linkman between two terror groups and is a resident of Sherpur District in Bangladesh. He has confessed of his membership.
