Four Garo National Liberation Army (GNLA) militants surrendered on January 2before West Garo Hills Superintendent of Police (SP) in-charge Bruno A Sangma, reports The Shillong Times. The surrendered cadres were led by Banang G Momin and the rest were identified as Tapseng M Sangma alias Rakchak, Walgrik A Sangma, and Damseng Ch Marak. He was the only member to surrender with a weapon. Banang G Momin handed over a 7.65 pistol with some ammunition.

Chief Minister Mukul Sangma on January 6 stated that the objective for appointing interlocutors to hold talks with militant groups in the state was to facilitate them to come overground but not discuss their ideology or demand, reports The Telegraph.The State Government had appointed three interlocutors to hold parleys with various splinter groups operating in the Garo hills region except the terrorist outfit, Garo National Liberation Army (GNLA). The three interlocutors were drawn from among church leaders in the Garo hills to hold talks with various splinter groups. The other "militant outfits", which had declared their presence in the Garo hills, include the United A'chik Liberation Army (UALA), A'chik Songna An'pachakgipa Kotok (ASAK), A'chik National Unit Force (ANUF), A'chik National Liberation Army (ANLA), A'chik Tiger Force (ATF), A'chik National Central Liberation Army (ANLCA) and A’chik Matgrik Elite Force (AMEF). Asked if the same formula is being applied to proposed parleys with the Hynniewtrep National Liberation Council (HNLC), Sangma said, "The same strategy would be followed, but since the HNLC is a banned outfit, the state has to jointly decide with the Centre."

Hynniewtrep National Liberation Council (HNLC) on January 7 reiterated its readiness for talks but made it clear that it was not ready for demobilization and disarmament, reports The Shillong Times. The militant formation was reacting to Chief Minister Mukul Sangma’s statement that the Government was willing to talk peace with any outfit but would not discuss the ideologies of the outfit. In a statement e-mailed to media houses, the HNLC ‘publicity secretary’ Sainkupar Nongtraw said their main agenda in coming forward for peace talks was to achieve a political solution to the burning problems.“Simply surrendering without any dialogue will take us back by ten years. We do not want to end up like the surrendered cadres who along with the help of the police department were resorting to extortion and elimination of our cadres,” HNLC ‘publicity secretary’ Sainkupar Nongtraw said in the statement. Demanding equal treatment [Khasi and Garo militants], the outfit said that the Chief Minister should avoid being one-sided to prevent disunity among the people of Meghalaya. We deserve to be treated as equal as the HNLC was born out of A’chik Liberation Matgrik Army (ALMA) and Hynniewtrep A’chik Liberation Council (HALC). The A’chik [Garo homeland] and the Hynniewtrep [Khasi-Jaintia homeland] should not be divided politically but they should remain united for lasting peace in the region,” Nongtraw said.

The first formal peace talks and the preceding informal deliberations between representatives of the State Government and the United A’chik Liberation Army (UALA), brokered by the Church body, did not feature Norok Momin. A two-day bilateral meeting between the Deputy Commissioners of the border Districts of Meghalaya and Bangladesh will begin in Shillong on January 12 (today), reports The Shillong Times. Sources informed that the Deputy Commissioners of six border Districts of Bangladesh – Netrokona, Sunamganj, Sherpur, Mymensingh, Sylhet and Kurigram – and all the districts of Meghalaya sharing international border with Bangladesh will participate in the meeting. The Deputy Commissioners of six border Districts of Bangladesh – Netrokona, Sunamganj, Sherpur, Mymensingh, Sylhet, Jamalpur and Kurigram – and all the districts of Meghalaya sharing international border with Bangladesh had participated in the meeting on January 12. The Garo National Liberation Army (GNLA) has made an announcement on Facebook, a social networking site, that its ‘chairman’, Champion Sangma who is in Shillong jail since 2012, had resigned from the outfit reports The Telegraph. It also said the outfit is yet to receive any official letter from Champion Sangma on his resignation from the outfit. GNLA is a Meghalaya based outfit fighting for a separate Garoland State. The information was made public by the ‘public relations secretary’, Garo Mandei Ch. Marak. The post also says the outfit had constituted a 15-member committee of which three are serving jail terms. The chairman's post has been kept vacant. The post on Facebook said the outfit would appoint a chairman if it is invited by the state government or the Centre for peace talks. The 15-member committee is being termed as "decision-making Body". The key members include "vice-chairman" Mikim Marak, "commander-in-chief" Wegara Shira alias Sohan D. Shira, "deputy commander-in-chief" Toding Marak, "general secretary" Raka Marak, "finance secretary" Rakkam Ch. Marak, "foreign secretary" Millam Marak, "political secretary" Bikdot Nikjang Marak, among others. Wegara, alias Shira, has been heading the outfit after Champion's arrest.

A heavy exchange of fire took place between Security Forces and the Achik Matgrik Elite Force (AMEF) militants at Pakgregittim under Rongjeng Police Station in the East Garo Hills District on January 19, reports The Shillong Times. However, there was no report of any casualty or injury. A walkie-talkie, three mobile phones and some documents were recovered from the site of the operation. Superintendent of Police Davis Marak said the AMEF militants, led by its ‘deputy chief’ Goran, had abducted four traders from Mangsang area but were later released. Meanwhile, the Police have arrested a resident of the village in connection with the kidnapping case and for allegedly harboring the militants. “He used to bring food and utilities to both the people kidnapped as well as the militants,” he said.

He no longer bears any qualities to become a leader of GNLA or the people of Garoland,” said Garo Mandai Marak, the GNLA Facebook account holder, on January 20.The armed rebel outfit, which once stood firm by the side of their ‘chairman’ following his arrest in Bangladesh and subsequent ‘deportation’ to India, no longer has the same views. Following the ‘chairman’s alleged sudden resignation from the group through a Facebook announcement, the GNLA has been going hammer and thongs against their former leader for ‘betraying’ their cause.

He was abducted, in the month of December 2014, taken across the international border and held captive in Bangladesh by the criminal gang consisting of both Garo and Bangladeshi Muslims, informed South Garo Hills Police. The aged victim was escorted out of captivity by three non-Garo Bangladeshi nationals who dropped him off near Fakirkona border outpost. Laloo announced that a "comprehensive mechanism" to deal with influx and illegal immigration would be put in place at the earliest. Thanking civil society organisations for "productively" engaging with the government in structuring an appropriate, practical and comprehensive mechanism, he appealed to all eminent citizens of the state and stakeholders to extend necessary co-operation and support to the government in this endeavour. In relation to the inter-state boundary dispute with Assam, Deputy Chief Minister R.C. Laloo said that the government was "committed" to address and resolve the long-pending contentious issue. are at least 12 areas of difference between Assam and Meghalaya including Langpih, Upper Tarabari, Gizang reserve forest, Hahim, Borduar, Boklapara, Nongwah-Matamur, Khanapara-Pilangkata, Deshdemoreah, Blocks I and II, Khanduli-Psiar and Ratacherra. They cover an area of around 2,700 square km, of which the two blocks cover around 1,500 square km.
