The National Socialist Council of Nagaland–Isak-Muivah (NSCN-IM) has reportedly threatened to pull out of the cease-fire agreement if the Union Government continued to insist on cadres surrendering arms. A statement issued by the NSCN-IM on April 4 said the ‘Nagas will never lay down three things from their hands—their arms, their freedom and their territories. There should be no illusion whatsoever.’ The outfit reminded the Union Government that it gave a ‘commitment to negotiate only with NSCN-IM, and warned that ‘failure to honor the commitment… may therefore be disastrous and it could bring the end of everything’. The NSCN-IM is holding peace talks with the Union Government following a cease-fire in 1997.

Media reports of April 10 said unidentified gunmen killed two security force personnel—Captain V Tirupathi, and Havaldar V T Kuriyan––of the Indian Army, after abducting them while they were heading from Dimapur to Zakhama, Nagaland on April 8. Reports said both belonged to the intelligence wing of the Army and their dead bodies were found near Vidima village, on April 9. Reports added that Tirupathi carried out numerous operations in Kohima and Dimapur leading to the large-scale recovery of arms, ammunition and narcotics. Meanwhile, police recovered a Maruti car said to have been used by the killers, in Nagagaon colony, Diphupar police post-limits, Dimapur. A massive manhunt has been launched in the area to arrest the killers.

A report, on April 18, indicated that the National Socialist Council of Nagaland (NSCN-I M) has demanded a clarification from the Union Government over the reported statement of chief interlocutor K Padmanabhaiah, who said the outfit would be disarmed before an agreement is signed to resume the "preparatory talks". The report quoted a senior functionary of the group as saying that, "The (NSCN-IM’s) leadership indicated as much during the last round of talks in Geneva on April 7". He further said, "Unless the Government of India clarifies the statement by Padmanabhaiah, we cannot say when the next round of talks will be held. Arms and the organisation are inseparable as we are fighting for Naga sovereignty. This has been stated by our collective leadership". He added, "In this kind of atmosphere and the statement of our collective leadership, it is difficult for us to continue negotiations with him (Padmanabhaiah)."

Padmanabhaiah said, on April 22, that the last round of peace talks with the National Socialist Council of Nagaland––Issac-Muivah [NSCN-IM] leadership, in Amsterdam, went well. But the outfit announced that it would not resume the peace talks until the Government clarified a statement attributed to Padmanabhaiah. He is reported to have said that that all cadres of the NSCN-IM would be disarmed before any peace agreement is signed. A report on April 29 indicated that the National Socialist Council of Nagaland- Isak Muivah (NSCN-IM) leaders Isak Chishi Swu and Thuingaleng Muivah are unwilling to visit India for further peace talks. The NSCN-IM leaders informed the same to the Union Government’s emissaries K. Padmanabhaiah and Intelligence Bureau (IB) Director K.P. Singh and also asked the Government to continue talks in a third country like Thailand or the Netherlands. They also reiterated their demand of greater Nagaland. However, they added that the cease-fire between the Government and the group would continue as per the agreement.
