Government of India (GoI) is still in the dark about the perpetrators of an ambush on the Army in Arunachal Pradesh on April 2 as it continues a unilateral ceasefire with Khaplang faction of National Socialist Council of Nagaland (NSCN-K), reports The Telegraph on April 4. An intelligence officer stated that “It is unclear if the Khaplang group was responsible as some are suspecting other factions. The government of India still has a unilateral ceasefire with NSCN -K." Earlier this month, the Myanmar-based S.S Khaplang declared that the ceasefire with the Union government was abrogated. He also "expelled" two senior leaders, Wangtin Naga and the Arunachal-based V. Tikhak. NSCN-K already has a ceasefire agreement with the Myanmar Government - ironically, with Wangtin, an Indian, as one of the signatories. If New Delhi repeals the ceasefire officially and enters into a peace agreement with Wangtin's proposed outfit, the NSCN (K) would become a Myanmar outfit with a handful of Indian elements. Chinwang Konyak, the adviser to the Eastern Naga People's Organisation (ENPO) a body of tribal representatives from what is called "eastern Nagaland", stated that "This is a blessing in disguise as the Khaplang group will be left in Myanmar. Let them deal with Myanmar Government, it is better to part ways peacefully." Besides Nagaland, the NSCN groups have a presence in Tirap, Changlang and Longding. The Districts are of interest to the rebels as they share the border with Myanmar and are near China. The area has routes leading to the rebel camps in Myanmar.

In a press release, ‘ministry of information and publicity’ (MIP) of NSCN-K stated that “True to his nature as con artist and master fraudster in no less than a week after his expulsion from the GPRN, Wangtin Naga has started issuing notices to Head of Departments (HoDs), business community and sympathisers all over Nagaland to pay him donations and taxes usually levied by the NSCN/GPRN”.

Times of India on April 5 reports that ‘general secretary’ of Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM), Th Muivah stated that the Naga sovereignty and integration are still on the talks agenda. He stated that "The NSCN had neither intentionally nor consciously given up on these issues as they remained the inherent rights of the Nagas. We have not endangered the Naga people's aspirations on sovereignty and integration and neither will we in the days to come." Muivah informed the Nagas and all others that 'the Government of India (GoI) and the Nagas, represented by the NSCN, are in the process of working out an honourable political solution acceptable to both.' However, he noted that in a political negotiation, no party can expect cent per cent victory. "Political negotiation is a process of give and take between two entities or parties and we are moving forward positively."

Reformation faction of National Socialist Council of Nagaland (NSCN-R) under the leadership of Y Wangtin Naga and P. Tikhat has rebutted the “unfounded allegations” levelled against its leader Y. Wangtin Naga by Khaplang faction of NSCN (NSCN-K) saying Y. Wangtin Naga has not asked not even a single penny from anyone till date, reports Nagaland Post on April 7. Earlier NSCN-K had accused Wangtin Naga of issuing notices to business community and others to pay “taxes and donations”. Also, Y. Wangtin Naga, ‘co-convener’ of NSCN-R stated that top posts of the outfit were yet to be filled up and that some senior people were expected to join, reports The Telegraph on April 7. He also stated that NSCN-R would have to now sign a ceasefire agreement with Government of India (GoI). "I will write to the chairman of the Ceasefire Supervisory Board (CFSB), Lieutenant General. (retd) N.K. Singh, tomorrow to explain the status of the new organisation and also about the ceasefire. He will then have to take up the matter with the government". Asked if a division between the Nagas of Myanmar and India was now a foregone conclusion after the exit of senior leaders from the Indian side from India were still with Khaplang.

During the current year, 60 incidents occurred as compared to 140 incidents in 2014. There has been a considerable decrease in the casualties in the first quarter of this year as 54 people were killed during the three months while 179 were killed in 2014. The analysis has shown that only one incident of suicide bombing occurred as compared to five such incidents during the same period of last year. Similarly, nine attacks of rockets and hand grenades took place this year while 23 such incidents had taken place last year. There was a major decrease in the incidents of explosions through Improvised Explosive Devices (IED). About 22 IED explosions occurred this year as compared to 74 incidents last year. The overall incidents of terrorism have reduced by almost 60 per cent.

The Union Ministry of Home Affairs (UMHA) will soon impose night curfew along the border for an indefinite period and will allow movement of people only through designated routes. According to the Assam Rifles, so far it has not started any operation against NSCN-K. On April 25, an Assam Rifles trooper, identified as Rifleman Vijay Singh Rathore was killed after being fired upon with a 9 mm calibre, near Classic Island-- Raj Bhavan road in Kohima, by Khaplang faction of National Socialist Council of Nagaland (NSCN-K) militants, reports Nagaland Post. When chased by the AR party, the fleeing gunmen lobbed a grenade but it failed to explode. Kohima Police and AR party rushed to the site and recovered the unexploded grenade reported to be of Chinese make along with 11 empty shells of 9 mm calibre. A team from the Bomb Detection and Disposal Squad (BDDS) also rushed to the site and later diffused it. Soon after the incident, a massive combing operation was launched in the capital by Kohima Police and AR. Security forces have confirmed the involvement of NSCN-K in the incident.
