Nationalist Socialist Council of Nagaland- Isak Muivah (NSCN-IM) on April 2 claimed that 32 Assam Rifles on April1 arrested its ‘steering executive member’, Zaremo Murry along with his wife and a lady ‘helper’ from his residence at Burma Camp in Dimapur District, reports Nagaland Post. A ‘press note’ from the ‘ministry of Information and publicity’ (MIP) of the NSCN-IM ‘condemning’ the act further claimed that Murry was “falsely accused as a member of Khaplang group.” “He was forcibly made to sign as a worker of Khaplang faction of NSCN [NSCN-K]. It may be noted that Zaremo joined the NSCN/GRPN in 2016 after discharging himself from Reformation faction of NSCN (NSCN-R),” it informed.

Nagaland Tribes Council (NTC) reacted on the speech of the Chief Minister (CM) and Naga People's Front (NPF) President, Dr. Shürhozelie Liezietsü, which he delivered during the Kohima Division NPF convention held recently in Kohima and expressed support to the August 3, 2015, ‘Framework Agreement’ signed between Government of India (GoI) and Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM), reports Eastern Mirror on March 4. ‘When the party President, who is also the CM of the State, is so confident in expressing such unconditional support to an exclusive agreement between GoI [Government of India] and NSCN-IM, NTC believes that the state leadership knows the contents of the agreement and feels contented with the provisions in it,’ NTC ‘media cell’ stated. It urged the State leadership to divulge the contents of the agreement for the people of Nagaland to know and understand, adding the State leadership has first to satisfy the stakeholders before he lends support to such an important deal.

Last week, at a meeting of leaders of the ruling Naga People's Front (NPF) in Kohima, the CM said that though his party and Government support the August 3, 2015, framework agreement between the Central Government of India and the NSCN- Isak-Muivah faction (NSCN-IM), it does not mean that the party and State Government support a single faction of the Naga underground.

However, the leader declined to comment when asked if he has received any indication from Paresh Baruah for the peace talks. The ULFA ‘general secretary’ also expressed concern at the alleged “apathetic attitude” of the Central Government towards the peace talk process with the ULFA-PTF.

Earlier, six Naga ‘political groups’ – ‘Government of the People’s Republic of Nagaland (GPRN)’/ National Socialist Council of Nagaland (NSCN), ‘Federal Government of Nagaland (FGN)’, Naga National Council (NNC) (parent body), ‘National People Government of Nagaland (NPGN)’ / NNC- Non Accordist faction (NNC-NA), NSCN- Reformation faction (NSCN-R) and NNC/‘Government Democratic Republic of Nagaland- Non Accordist faction (GDRN-NA)’- united and formed an ‘interim platform’ by the name ‘Working Group’ on December 13, 2016. Union Government announced on April 18 about the extension of the ceasefire with two Naga armed groups — National Socialist Council of Nagaland-Reformation fraction (NSCN-R) and National Socialist Council of Nagaland-Neakpao-Kitovi fraction (NSCN-NK) till April 27, 2018, reports The Morung Express. The decision was taken during a meeting between Union Home Ministry officials and the Ceasefire Supervisory Board of both the Naga factions in New Delhi. Meanwhile, a press release from the ‘ministry of information & publicity (MIP)' of the NSCN- Isak-Muivah faction (NSCN-IM) informed that its Cease-fire Review Committee met with the GoI on April 17 discussing and reviewing “important issues”, added The Morung Express. “After minute discussions and thorough deliberations, decisions were made in an accommodative spirit,” stated the press release, and that the meeting concluded with a “very progressive result.”

In the press release they informed that ‘employee tax’ had been reduced from the existing 24% to 12%. Both the NSCN-IM and NSCN-K run parallel ‘governments’ in areas they dominate in Nagaland, neighbouring States and Myanmar added the report. The National Investigation Agency (NIA), on April 26, arrested three senior officials of the Nagaland Government for their alleged role in large-scale extortion and illegal ‘tax collection’ on behalf of the National Socialist Council of Nagaland - Khaplang faction (NSCN-K) from various Government organisations, reports The Telegraph. An NIA source said that, the accused - the joint director of the social welfare department, Tulula Pongen, the joint director of the land resources department, Alienba Pangjung Jamir, and a cashier of the land resources department, K. Lashito Shequi - were arrested from Kohima in connection with case registered at its Guwahati branch last year (2016). The NIA had registered the case number RC-01/2016 following the arrest of an NSCN-K member, S. Khetoshe Sumi, in Dimapur on July 31 last year (2016). The subsequent probe revealed that at least 12 Government departments in the State regularly paid money to members of the NSCN-K and other militant organisations like the NSCN -Isak-Muivah faction (NSCN-IM) and the Naga National Council (NNC).
