A militant of National Socialist Council of Nagaland-Reformation (NSCN-R) identified as ‘corporal’ Mankub Phom and three civilians were arrested for procession of illegal arms and ammunition from Longleng in Mokokchung District on April 1, reports Nagaland Post. The arrested civilians were identified as Taushong Phom, Nganom Phom and Phamugee. Nine muzzle loading rifles, one 12 bore rifle, one .22 rifle and pistol with magazines, ten live AK-47 rounds, 12 live 12 bore rounds, 46 live .22 rounds, 27 live 7.35 rounds, 50 grams gun powder, brown sugar and opium worth INR 1,15,000 and INR 30, 742 were recovered from the arrested individuals.

Move by National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) to recognise Zeme, Liangmai and Rongmei as separate tribes, who were earlier clubbed together as Zeliangrong Is being opposed, as Zeliangrong public consultative meeting expressing its opposition to the move, reports Nagaland Post on April 4. Zeliangrong public consultative meeting held on April 3 at Zeliangrong Baudi Hall, Jalukie Peren district adopted five-point resolution, signed by Zeliangrong Baudi (AMN) president, Athuan Abonmai; All Zeliangrong Students’ Union president, Nchahing Kompoing and Zeliangrong Youth Front president, Titus Kamei. They stated that NSCN-IM decision to trifurcate the three tribes without prior consent of the people was completely contradictory to “Zeliangrong Tribe” as recognised by the ‘naga nation in all platforms.’ The meeting also demanded a rollback of NSCN-IM decision by April 30, 2018.

Joint Secretary, Union Ministry of Home Affairs-North East (MHA-NE) Shambhu Singh, signed on behalf of GoI while C.Singson, Supervisor of Cease Fire Supervisory Board (CFSB) signed on behalf of the GPRN/NSCN. The Central government and Naga armed groups are said to have finalised the substantive portions of the peace accord which is likely to be signed before the monsoon session of Parliament, reports Indian Express on April 26. The accord, according to officials does not change the boundary of states; provides autonomous Naga territorial councils for Arunachal and Manipur; a common cultural body for Nagas across states; specific institutions for state’s development, integration and rehabilitation of non-state Naga militia and the removal of the Armed Forces Special Powers Act. RN Ravi the Government Interlocutor stated that ‘Yes, we are pretty close to finalising the (Naga Peace) accord’. Talks between Ravi and Naga bodies, the Naga National Political Groups (NNPGs) — comprising the representatives of six influential Naga rebel groups — and NSCN-IM are currently taking place in Delhi. One issue still being negotiated is a “symbolic one”, wherein Naga groups are demanding a separate flag for the state. The Centre has, however, made it clear to the Naga groups that it will not be able to concede that demand in the peace accord.Besides Manipur, there will be an autonomous Naga territorial council in Naga-majority areas of Arunachal Pradesh but not for Assam. The accord also provides for a common cultural body for Nagas across states which will be statutory in nature. This body, which is envisaged as a socio-political platform, with “no political role”, will have representatives from all Naga tribes. The Naga armed groups will stand disbanded after the accord and the non-state armed militia who are eligible will be absorbed in central or state forces. Those who are not eligible will be rehabilitated by the government. The accord also promises the removal of AFSPA from Nagaland as a logical consequence of these actions.The accord does not involve any change in the boundaries of the states, thereby allaying fears in Manipur about the deal. It preserves the paramountcy of the Manipur state government while providing for an autonomous Naga territorial council in the state. Besides Manipur, there will be an autonomous Naga territorial council in Naga-majority areas of Arunachal Pradesh but not for Assam. The accord also provides for a common cultural body for Nagas across states which will be statutory in nature. This body, which is envisaged as a socio-political platform, with “no political role”, will have representatives from all Naga tribes.The more substantive issue before the Centre pertains to fears of a violent reaction in Manipur Valley where there is a genuine sense of insecurity about the deal, report Indian Express. The Centre and Manipur government are exploring ways to assure residents of Manipur Valley (which has 60 percent of state’s population with 10 percent of state’s land) that their land will be secure. As of now, while anyone can buy land in the Valley, the sale of land is restricted in the hills, an area dominated by Nagas. A law for Manipur restricting the sale of land in the Valley could be announced simultaneously with the signing of the accord.

Union Minister of State for Home Kiren Rijiju said Armed Forces (Special Powers) Act, 1958, will continue in Nagaland as it is a “special case” and the “peace agreement” hasn’t been finalized, reports Nagaland Post on May 1. Apart from eight police stations in Arunachal Pradesh, where ASFPA continues to be imposed, Nagaland, Manipur and Assam are the only three States in the North East that continue to be under AFSPA. Last year, the Home Ministry gave up its power and asked the Assam government to take a decision on continuing AFSPA in the State. The Union Minister stated that ‘revocation of AFSPA in Meghalaya is definitely related to improvement of the security scenario in the NE. AFSPA is imposed both by the State and the Centre. It was withdrawn by Tripura (in 2015). It is a joint effort by the State government and the Centre. Security is a subject where both the Centre and the State should come together without any politics. In Assam also the situation has improved, that is why the Home Ministry withdrew it but it is imposed by the State government. Nagaland is a special case…the peace agreement has not come about yet. There are many underground factions as well. There are issues like rivalry among different factions…I cannot say about the future policy’.
