According to media reports on August 1, thousands of Nagas have left their homes in the Imphal valley out of fear of communal conflict with the dominant Meitei community in the valley, due to differences of opinion about the Naga cease-fire. They are supposed to have shifted to the hill districts of Manipur ––Ukhrul, Tamenglong and Senapati, which are Naga-dominated. Some have taken refuge in Kohima and Dimapur in Nagaland.

Advani said the phrase "without any territorial limit" has been deleted from the June 14 Bangkok Agreement between the NSCN-IM and the Union government. A statement issued by the "ministry of information and publicity" of the NSCN-IM said, if the statement was not disowned, the Union government would be held responsible for all eventual consequences.

On August 1, the new round of cease-fire between the Union government and the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) entered into force. The cease-fire is to last for a year, till July 31, 2002. The cease-fire is effective only in Nagaland and not in the Naga-inhabited areas in other States in the Northeast. According to a Union Home Ministry spokesperson, the Cease-fire Monitoring Group (CFMG), comprising representatives of the Union government, security forces and the Naga terrorist groups, would ensure that the truce ground rules modified in January, 2001 were followed in letter and spirit. While the NSCN-IM has denied that it had agreed at its recent negotiations with the emissary of the Union government, K. Padmanabhaiah, to the territorial restriction of the cease-fire, the Union government seems to be keen to continue the process of dialogue with the NSCN-IM. According to media reports, K. Padmanabhaiah and the Director, Intelligence Bureau, K. P. Singh would leave for Amsterdam on August 4, to continue negotiations with the NSCN-IM Chairman Isaac Chisi Swu and General Secretary T. Muivah.

On August 2, the apex tribal council of the Nagas, the Naga Hoho, and the Nagaland Baptist Church Council (NBCC), said they would combine forces to work towards a final and peaceful settlement of the Naga political problem. Expressing their commitment to the Naga peace process, Hoho president M. Vero and NBCC Director (peace affairs) Rev. Kari Longchar, in a joint statement, asked the Union government and the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) to refrain from taking "any hasty and precipitate action." They expressed their readiness to meet the neighbouring communities for a better understanding and extended solidarity with those living in the Naga-inhabited areas outside Nagaland. They also asked Naga bodies like the United Naga Council (UNC) and the Nagaland Youth Front (NYF) to restrain from extreme forms of protests. The UNC and the NYF have recently launched economic blockade of national highways and bandhs (total shutdown) in the hill-districts of Manipur.

We demand a clear-cut stand and greater transparency by the leadership." NSF President VipopalKintso added, "The NSCN-IM cannot hope to represent all Nagas." The Naga Youth Front (NYF) has called an indefinite economic blockade on the Imphal-Dimapur National Highway No. 39 from August 11. The purpose of the blockade is to demand extension of the ceasefire between the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) and the Union government to Manipur. Security forces are on full alert. According to police sources, while a few private buses were operating to and from Imphal, no trucks carrying food and other essentials were plying due to the economic blockade. An earlier economic blockade of National Highways 39 and 53 called by the NYF and the Zeliangrong Youth Front was in force till August 6 and resulted in scarcity of essential commodities and petroleum products.

The outfit also asked people not to participate in the ‘Indian Independence Day celebration in any form’. The release added, "It is time for the Nagas to express resentment against the Government of India". The Naga Students’ Federation (NSF) has also decided not to participate in the Independence Day and directed all its federating units to ensure that no educational institution under their respective jurisdiction take part in the celebration. The Dimapur Naga Students’ Union (DNSU), a federating unit of the NSF has also threatened to call for a 72-hour strike in Dimapur if the district administration compels the students to participate in the Independence Day celebration.

Following the clashes, a group of 500-600 youths decided to attack the terrorist camps in retaliation. However, following the intervention of Lotha Hoho, the apex body of the Lotha tribe, a meeting was planned for August 15. Details on what transpired at the meeting are awaited. Some of these youths later ransacked the office of the Deputy Commissioner of Wokha district.

The Union government, which, on June 14, had agreed to removing territorial limits on the application of the treaty, had withdrawn this clause on July 27, and restricted the treaty to the State of Nagaland. In a statement released on August 14, NSCN-IM’s Chairman, Isak Chishi Swu, said that the Government of India, by its action, created confusion over the issue of cease-fire.

Earlier, All Manipur United Clubs Organization (AMUCO) advisor R.K. Anand claimed that that the UCM –– a constituent of the UCM –– had started negotiations with the Naga Hoho to resolve the problem of the ongoing indefinite economic blockade along National Highway 39. In a press release on August 27, the NYF stated that it was temporarily suspending its economic blockade in response to an appeal by the Naga Hoho, church organizations and other bodies of Nagaland. The on- going economic blockade has been called by the NYF in protest against the decision of the Union government on July 27 to restrict its cease-fire with the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) to Nagaland only. This was a reversal of an earlier decision taken by the Union government on June 14 to extend the cease-fire territorially to all Naga-inhabited areas in the North East. The economic blockade has resulted in shortage of essential commodities in Manipur.
