This was disclosed by 40 Assembly Constituency Bhandari Member of Legislative Assembly (MLA) Mmhonlumo Kikon, on August 14, after he met the Union Minister of State (MOS) for Home Affairs Kiren Rijiju and apprised him of the situation at Uriamghat-Ralan sector in Nagaland-Assam border area. According to a statement issued by Mmhonlumo Kikon, he requested the Centre to place Central Reserve Police Force (CRPF) under the joint command of Nagaland Police and Assam Police so as to strengthen the hands of the neutral force in enforcing their duties with efficiency and neutrality. The MLA opined that the action would be instrumental in deterring illegal migrants from settling in the border areas. Meanwhile, tension continues to simmer in Ralan area along the Assam–Nagaland border even as a joint meeting between the administration and Police of the Golaghat and Wokha Districts along with the neutral force (CRPF) manning the disturbed area belt (DAB) was held at the CRPF camp, Rengmapani on August 13, reports The Sentinel. The joint meeting agreed to promulgate 144 CrPC on both sides of the border to check further eruption of violence and arson. The night curfew (6 pm to 6 am), which came into effect in the evening of August 13, will remain in force till return of normalcy in the area.

Tripathi stated that the recovered bodies were related to indiscriminate firing and arson by miscreants from Nagaland in eight villages in Golaghat District along the disputed boundary on August 12. Miscreants torched about 200 houses following which over ten thousand people fled their houses to take shelter in ten relief camps in Uriamghat area of the District. The number of inmates in relief camps swelled to over ten thousand with about 400 more people fleeing their villages and taking shelter in the camps on August 14.No fresh incidents of violence have been reported after August 12. Assam Government would pay ex gratia of INR 800000 to the next of kin of the victims. Meanwhile, Central Reserve Police Force (CRPF) arrested three arsonists from an unspecified location when they allegedly made attempts to torch some abandoned houses in one of the affected villages, reports The Hindu on August 15. Also, Assam Home Commissioner G.D. Tripathi stated that eight new pickets had been set up by the CRPF in vulnerable villages. The two States also agreed that the historical problems causing the recurring incidents in the disputed belt should be resolved. Assam Chief Minister Tarun Gogoi and Nagaland Chief Minister T.R. Zeliang arrived at this agreement in the presence of Union Minister of State for Home Kiren Rijiju at a meeting held on the sidelines of the two-day Conference of Chief Ministers of North Eastern States at the Assam Administrative Staff College. Rijju promised the Centre’s help to contain the situation. Gogoi and Zeliang said both the States expressed dissatisfaction with the Central Reserve Police Force (CRPF) posted in the Disturbed Area Belt (DAB) as a neutral force. Rijiju said the Centre was ready to reinforce the Central forces in disturbed areas along the boundary. IPFT president Narendra Debbarma made a case for a separate State citing statistical data. “The Autonomous District Council-ADC area encompasses 68.10 per cent of the state’s geographical area and is home to more than 33 per cent of the total population, where 95 per cent are from indigenous communities. Where is then the objection to converting the ADC area into a separate state?” he asked. Debbarma sought to dispel the impression that the new state would be against any community or culture. “A full-fledged state is meant for all. There may be separate land laws for the backward people as in many other states but it can be home to all,” he said.

Nagaland Post reports on August 31 that a hideout suspected to be a training camp used by Communist party of India-Maoists (CPI-Maoists) to train militant Adivasis under the banner of All Adivasi National Liberation Army (AANLA) was reportedly busted by a special team of Police. However, there was no further report on how many suspected AANLA activists were arrested including weapons or any other incriminating materials. When probed for further information and to find out if a special team of Nagaland or Assam Police was involved in the busting the camp, Police sources remained tight lipped and refused to confirm or deny the report.
