After the signing of Peace accord, on August 3, security apparatus in Nagaland has been put on maximum alert, reports The Sentinel. A security source stated that "Khaplang faction of National Socialist Council of Nagaland (NSCN-K) advisor Niki Sumi is understood to have directed his cadres to attack security forces in the run-up the Independence Day celebration. There is also a possibility of attacks on Independence Day functions,”. Times of India further adds that ‘chairman’ of NSCN-K SS Khaplang has recuperated from his illness and is back at Taga in Sagaing District in Myanmar and that at least 20 militants have already infiltrated from Myanmar, since the retaliatory attack by Indian Army on June 9 .NSCN-K has three brigades and two ceasefire monitoring offices in Hkamti and Lahe in Sagaing and has a strength of 800-900 cadres spread in its camps in Myanmar Naga Hills (MNH).

Further, the lone Lok Sabha (lower house of Indian Parliament) member from Nagaland and former Chief Minister of Nagaland Neiphiu Rio ON August 3 stated that even though the historic Naga accord was signed between the Indian government and the NSCN-IM, both sides were yet to take a decision on demands like the right to retain weapons in areas of the northeast, reports The Sentinel. He stated that "The Naga accord should not be seen as an immediate settlement between the government and the NSCN-IM. There still are demands from the NSCN-IM to be allowed to carry arms, especially in areas where it has a presence. He also refuted reports that the government did not accept the NSCN-IM's demand to redraw the state's border to incorporate Naga-inhabited areas of Assam, Manipur and Arunachal. He stated that "The demand for Greater Nagaland is the main demand of the NSCN -- irrespective of which faction it is. The question of dropping that demand does not arise as this is what the conflict is all about."

NSCN-IM will set up a panel to define the "shared sovereignty" and "special relationship between India and Nagas" with Government of India (GoI) that the "secret" peace accord is believed to have committed, reports The Telegraph on August 4. A panel, comprising six or seven members, including senior leaders V.S. Atem, Rh. Raising and A.K. Lungalang, will flesh out a Memorandum of Settlement with GoI. Although sources have said that the accord protects the territorial integrity of Nagaland's neighbouring states with substantial Naga populations, GoI and NSCN-IM has shied away from making any announcement. NSCN-IM sources said that said that "decommissioning of arms" cannot take place unless Government fulfils all its obligations. An NSCN-IM leader stated that "It is a 'framework agreement' - an arrangement where it has basically acknowledged the unique history of the Nagas. The Nagas' uniqueness will be reflected in all the competencies. Relationship between Indians and Nagas will be based on sharing of sovereign powers to provide a new relationship and peaceful coexistence between the two entities."

Separately, GoI made it clear that the agreement signed with NSCN-IM was not only an accord with the militant group, but an agreement on the political issues of the Naga people as all the stakeholders were taken on board before signing of the same, reports The Assam Tribune on August 4. Highly placed sources in the Union Ministry of Home Affairs (UMHA) stated that it was not a preliminary agreement as suggested by certain sections. It was a carefully drafted one after detailed talks not only with the leaders of NSCN-IM but also with all sections of Naga people. Sources revealed that as per the agreement, the government could go for devolution of more powers to Nagaland under provisions of Article 371 (A) of the Constitution of India. Moreover, the government will take all possible steps for the cultural integration of Naga people living in any part of the world. However, the details on both the issues remain to be worked out, reports The Assam Tribune.

Further, Nagaland Chief Minister (CM) Zeliang appealed to Nagas to come together to share their feelings, views and aspirations so that they could collectively work to find a better and effective way to facilitate the Naga peace process so as to arrive at a settlement that was honourable and acceptable to all, reports Nagaland Post on August 5. On the finer prints of the Peace Accord, Zeliang admitted that no one was yet aware of the contents but appealed to party men against harbouring any negative thinking, either on the Prime Minister or NSCN-IM leadership.

As the neighbouring states bordering Nagaland continue to be wary of the contents of the "peace accord" signed on August3, Government sources have said that the accord is a "preliminary" one that will pave the way for a final settlement of the Naga issue. The sources also said that the NSCN-IM's most contentious demand - the creation of Nagalim or Greater Nagaland comprising all Naga-inhabited areas of the Northeast - has been "set aside for now". The accord is "more of an economic package", which includes enhanced funding for infrastructure and communication projects, reservation in medical and engineering institutions, besides concessions and subsidies in certain sectors.

Singson said “it has nothing to do with us as it (Peace Accord) is for Muivah”, reports Nagaland Post. They also added that the group has no problem with “Naga Peace Accord” if the agreement was “good for Mr. Muviah and Southern Nagas”. Alezo claimed that Isak-Muivah faction of NSCN (NSCN-IM) “several occasions” has ruled out integration and during one of the meetings has made it clear that he was seeking “a solution for Southern Nagas”. He also added that political solution was such that NSCN-K had to settle for a solution for Eastern Nagas settled in Myanmar as there is an international boundary that has separated the Nagas.

The recruitment drive was started immediately after the Naga accord was signed. NSCN-IM ‘ministry of information and publicity’ (MIP) admitted that the recruitment was on, but said it was “completely on a voluntary basis”. According to sources NSCN-IM was conducting its recruitment drive in its stronghold Tuensang District.

Fifty six Nagaland legislators and over 50 members of Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) held a closed- door marathon 3rd consultative meeting for over five hours at Chumukedima Police Complex in Dimapur District, on August 26, reports The Sangai Express. A senior legislator said that most of the legislators spoke about solution that should be honourable and acceptable and inclusive of all sections of the people. It was also learnt that during the meeting, legislators also raised concerns over non involvement of other Naga Political Groups (NPGs) in the ongoing talk. The legislators had reportedly suggested that before inking the final agreement, all NPGs should be taken on board for lasting and peaceful solution.

Interlocutor, R.N. Ravi on August 27 stated that Naga Peace Accord was to be a ‘division of power’, with Nagas having absolute power, reports Nagaland Post. He cited the case with Article 371(A), contained in the 16-Point Agreement. He said though Nagaland enjoyed absolute safeguard as per the Article, the Centre would have ‘eminent domain’ and overriding power. Ravi said the first point in sharing sovereign power was that Nagas will be the ‘master’ and secondly, in case of minerals and resources “whatever is below and above land” will belong to Nagas. Ravi said sharing sovereign power will not be mere semantics or playing with words but that there will be a “genuine devolution” where Nagas will become “almost sovereign-like.” He said this was what Government of India translated in terms of uniqueness of Naga history. When asked if the issue of Article 371(A) only covered Nagas of Nagaland, Ravi replied that both the entities were “talking about Nagas comprehensively” and not only about Nagas of Nagaland. He said that the GoI was serious about other groups joining the consultations and for which invitations were sent. Ravi also made it clear that there will be just one Interlocutor and one talk for the Naga issue. He said having several interlocutors and several talks could result in several solutions which would only make a “mockery of the Naga issue”. He further reiterated, that settlement was not restricted to the NSCN-IM but with entire Nagas. Asked if any positive steps were taken to include other NPGs, Ravi revealed that he had not invited other groups only after signing August 3 agreement but he had sent invitations prior to it, reports Nagaland Post. He said as far as government of India was concerned, it has made a “very definite approach”.

Amidst conflicting reports, it has been reported that at least six militants of Khaplang faction of National Socialist Council of Nagaland (NSCN-K) and two civilians were killed , when troops of 23 Assam Rifles and 21 Para commandos reportedly laid an ambush along the Pangsha International Trade Centre area, bordering Myanmar in Tuensang District, reports Nagaland Post. While information from various sources reported that the NSCN-K team was ambushed, Public Relations Officer (PRO) of AR however claimed that NSCN-K had fired upon Security Forces (SFs). Sources said six of the fatalities were NSCN-K and two were reportedly civilians. Two women and an Army trooper were injured too. Though it could not be confirmed, sources said one of the injured woman is the wife of NSCN-K functionary and ‘PRO’, ‘colonel’ Isak Sumi. Kanglaonline further adds that large quantity of arms and ammunition were recovered and that one soldier was injured. The militants, according to IGAR PRO were from the NSCN-K camp located at Ponyu Village inside Myanmar and belong to the group headed by ‘lieutenant general’ Niki Sumi.
