Congress Legislature Party (CLP) leader, Tokheho said Congress legislators would explain their stand on why they want to “pave the way” and resign before any solution between Government of India and Isak-Muivah faction of NSCN (NSCN-IM) was arrived at. Tokheho farther said that Congress legislators have made their stand clear to Naga People’s Front (NPF). He said the “little difference” between the two political parties was that Congress has decided to “pave the way” and “sacrifice” before solution but the NPF said it would resign only when solution was achieved or was at hand.

Kitovi Zhimomi on December 9 said that legislators of Nagaland appear to think they have achieved something by claiming to act as “facilitators” for solution as factional killings continue to claim more lives, reports Nagaland Post. Kitovi asked “what are they facilitating for, has it brought peace and solution?” In the light of continued factional killings, Kitovi said acting as facilitators has brought no positive outcome anywhere. Kitovi also criticised the resolution adopted by the Sumi Hoho (apex body of Sumi tribe) and Konyak Union (apex body of Konyak tribe) by which each undertook to retrieve and return the dead body of any cadre of any faction killed within their jurisdictions to the other.

Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) has taken strong exception to the summons being served to its leaders by the National Investigation Agency (NIA). In a joint meeting of its 'steering committee' and 'cabinet' on December 10, the NSCN-IM termed the summons as "not only an insult to the Naga people but a naked assault on the successive Prime Ministers of India who have been consistently striving to bring about an honourable political solution to the more-than 15-years-long political negotiation." The outfit advised the Centre to restrain the "so-called" NIA officials from further damaging the hard-earned Naga peace process. If it doesn't do so, "it will be an indirect indication that the Centre is not interested in solving the problem and is trying to bind the Nagas under the Indian legal system against the spirit of peace process". Sources said the NIA has summoned some NSCN-IM leaders as part of its investigation into various militancy-related cases in the northeast. The outfit has been under ceasefire with the Centre since 1997 and is currently in a political dialogue to end the decades-old Naga insurgency.

In a statement issued by NCP state unit secretary (admin) Miathou Krose, state NCP president, Neiba Ndang said that the July 19 JLF resolution was received with great expectations. However, he argued that after the JLF trips to Delhi, it was evident that all was not well even within the JLF. State excise department personnel would finally be armed with rifles and sten gun supported by several rounds of live ammunitions following handing over of those guns and ammunition to officers in-charge of the department at its directorate on December 10. The arms and ammunitions were purchased by the excise department from Police Headquarter, Kohima through State home department. This comes nearly after forty nine years of the establishment of excise department. Disclosing this to Nagaland Post, excise commissioner Maongwati Aier said, 47 rifles and 17 sten guns with 1000 live round of ammunitions were allotted to the State excise department for manning quarter guard in the directorate and interstate check gates – Khuzama and Newfield.

According to sources, the NSCN-K’s attempt was unsuccessful following the intervention of Assam Rifles (AR) personnel who reportedly fired back on the attackers. No lives were lost during the seven-hour exchange of fire that began before 4 am. However, an NSCN-K cadre, identified as “second lieutenant” Azheto sustained serious injury when the mortar intended to be fired on the camp hit him accidentally. NSCN-K 7th Battalion camp commander ‘Colonel’ Akaho said the camp could have been overrun had not the AR intervened.

In Kiphire, two NSCN-K cadres, identified as ‘lieutenant’ Among of Anatonger village and ‘2nd lieutenant’ Tholo Pochury of Phongkhuri, village were shot dead by NSCN-KK cadres early morning. According to sources, a group of NSCN-KK cadres attacked NSCN-K members numbering around 30 to 40 camped in the village. The exchange of fire began at around 5.45 am and lasted till 6.30 am. In what seemed to be like a retaliatory act, NSCN-K armed cadres of Mobile 5 unit led by commander “colonel” Kuruchu reportedly killed four NSCN-KK functionaries in Meluri in the afternoon. Sources said the slain NSCN-KK functionaries included “major” Isur, his attendant and two others from the region’s civil authority.

The ‘MIP’ pointed out that 2012 has been accepted as the “most crucial stage” of the political negotiation as people have been waiting for the Government to announce the basis for Naga political solution. Two Imphal-bound rice-laden trucks from Dimapur were set ablaze by supporters of the 72-hour bandh (general Shutdown) called by the United Naga Council (UNC) in the state’s Naga-inhabited areas from midnight of December 26, reports The Telegraph. Barring these two incidents, the four Naga-dominated hill districts of Ukhrul, Chandel, Tamenglong and Senapati, which were affected by the bandh, remained peaceful. However, all shops and marketplaces remained closed and vehicles remained off the roads in these districts. “It is a total bandh,” a source close to the UNC said. The UNC has called the bandh to protest alleged attacks on Nagas in the valley during the State-wide indefinite general strike called by the two artists organisations, Film Forum Manipur and the Manipur State Shumang Leela Council from December 21.
