NNC-NA ‘Naga Army’ wing supervisor, as per the approval of its ‘president’ and ‘ministry of defense’, has assigned “lieutenant colonels” of 2nd brigade, Naga Army wing as commanders on various commands, rescinding the present commanders under 2nd Brigade, reports Nagaland Post on November 30. In a press release, NNC Non-Accordist ‘Naga Army wing supervisor’ “brigadier” LXK Achumi stated that “lieutenant colonel” S.A.Chishi has been assigned as 2nd brigade commander, “lieutenant colonel” Apam Thangkhul as town commander, “lieutenant colonel” Kheveto Yeptho as highway commander, “lieutenant colonel” Khenito as Northern Sumi Command, “lieutenant colonel” Hukiye as Zuhneboto Town commander, “lieutenant colonel” Honito as UT-I commander, “lieutenant colonel” Mao Yimchunger as border command. That three Nationalist Socialist Council of Nagaland-Khaplang (NSCN-K) cadres were killed while one was injured in a factional related clash, reportedly by NSCN-Khole-Kitovi (NSCN-KK) cadres at Sikiu ‘A’ under Shamator sub-division, Tuensang District on December 2. The individual was arrested after an operation was launched on specific information regarding presence of illegal arms in a house in general area Sumi Baptist Church, Golaghat Road on the night of December 3 and 4. During search of the house, the items were recovered from the accused identified as one James Chishi, resident of Agnato, Zunheboto District.

Kaito Aye at Hotel Saramati Dimapur on December 5, reports Nagaland Post. According to ACAUT ‘convenor’ L. Subong Ao and ‘secretary’ Solomon Awomi, most functionaries of Naga Political Groups (NPGs) at the senior, mid-level and lower levels collect tax from the business community with impunity since they know that if any action was contemplated, they could defect to other faction(s) and become virtually untouchable and free to enjoy the “ill-gotten money”.

A meeting with Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) leaders was “deferred” by Prime Minister, Manmohan Singh this week but hopes of a break-through remain alive ahead of 2014 general elections, reports The Sangai Express on December 7.Cancellation of the meeting, which was scheduled for December 4, has raised questions whether the move followed fears of disturbances in Manipur. Sources, however, said that the meeting was “cancelled” after warnings from security agencies that it could affect peace in Manipur but the NSCN has dismissed the suggestion. “The meeting was not cancelled, only deferred as chair- man (Isak Chisi Swu) is in Dimapur. Once he is back, the meeting will take place,” an NSCN source said. “We were promised that there will be something before the 2014 elections,” he added. Swu is in Dimapur for his son’s wedding and is likely to return soon.

ACAUT has lauded the village councils of Naharbari, Padumpukhuri, Darogapather and Purana Bazar under East Dimapur for their joint resolution not to pay tax to any NPGs under their jurisdictions as per the October 31 public resolution, reports Nagaland Post on December 7.In a statement, ACAUT also congratulated the village councils for having formed a local ACAUT unit under their jurisdictions and asked every village/colony in Nagaland to emulate the same. ACAUT also re-emphasized that unless “One Government One Tax” became a reality of the Nagas, people would “continue to suffer.”

On December 7 that Action Committee Against Unabated Taxation (ACAUT) has lauded the village councils of Naharbari, Padumpukhuri, Darogapather and Purana Bazar under East Dimapur for their joint resolution not to pay ‘tax’ to any ‘Naga Political Groups’ (NPGs) under their jurisdictions as per the October 31 public resolution. In a statement, ACAUT also congratulated the village councils for having formed a local ACAUT unit under their jurisdictions and asked every village/colony in Nagaland to emulate the same. According to ACAUT media cell, its volunteers succeed in restraining the law enforcement and government agencies from collecting taxes at both check gates. It said even the Naga Political Groups (NPGs) “gladly complied” but not the lessees manning the Dimapur Municipal Corporation (DMC) toll booth at New Field check gate. ACAUT said the lessees at New Field check gate “utterly disregarded” the stand of ACAUT volunteers that such toll tax collections were responsible for rising prices which was also against the stand of the citizens of Dimapur and Naga people. Further ACAUT requested all truck and vehicle union, transport unions etc to extend their cooperation and not to pay any form of tax in any of the toll gates.

Pandey, who was also a former Chief Secretary of Nagaland, resigned. Pandey has recently joined the BJP to contest the next Lok Sabha elections. The source said R.K. Singh, former Union Home Secretary, is likely to replace Pandey as the Centre’s interlocutor. Sources from Zunheboto said heavy exchange of fire is still on between the cadres and the group of people despite intervention by the Sumi Hoho (apex organisation of the Sumi community). Thousands of people attacked the ‘ZB battalion’ of the outfit Zunheboto district after the militant group refused to hand over errant cadres to the authorities. In a press release, NH ‘president’ P. Chuba Ozukum, NMA ‘president’ Abei-u Meru and NSF ‘president’ Tongpang Ozukum said the joint meeting once again strongly condemned the December 21 incident near Zunheboto and also the threat and violence meted out by Karbi militants to Rengma Nagas in Karbi Anglong. The three organizations also met NSCN-IM top leaders at Cease-fire Monitoring Cell, 4th Mile Dimapur and demanded to hand over the “culprits” involved in the December 21 incident to the administration through the civil societies in order to prevent the situation from further flaring up. However it was quiet unfortunate that the NSCN-IM leaders could not give any “positive response” to the demand, rather they have referred the matter to the collective leadership, said the three organizations. Nagaland Post reported sources claiming that the Assam Rifles (AR) team recovered five dead bodies reportedly that of Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) cadres from the disbanded Mukalimi camp in Zunheboto District on December 30. Four bodies were found buried inside the camp while the other one, suspected to have died of fatal injuries, was found in the nearby jungle. The discoveries were made after thousands of Sumi volunteers representing various Sumi villages, ended the three-day siege on Ghathashi camp (‘Zasibituo Battalion Headquarters’) of the NSCN-IM’s ‘Naga army’ at Mukalimi village, with a final push at 11.32am. The clash between Sumi volunteers and NSCN-IM started after cadres of the NSCN-IM molested two women missionaries on December 21 at Aghuyito near Zunheboto town and the outfit refused to hand over the culprits to District authorities. However, refuting reports of recovery of five bodies by Assam Rifles (AR) inside the Mukalimi camp, the NSCN-IM ‘convenor’ of Cease-Fire Monitoring Cell (CFMC) Kraibo Chawang said, “Let them bring out the dead bodies in public” and added that if at all there were any such dead bodies; NSCN-IM would not hide them as it would be a violation of human rights, reports Nagaland Post on December 31. He then claimed that only one NSCN-IM cadre sustained minor injury during the standoff and has been administered first aid. He added, “With mutual understanding with Delhi, conditionally we have left the camp. There is no victory on the other side”.

The Central Government is closely monitoring the situation in Nagaland following clashes between NSCN-IM militants and local Sumi tribals that led to the killing of seven persons, throwing the ongoing peace talks in tatters, reports Times of India on January 1, 2014. Official sources said the violence in Nagaland’s Zunheboto District may spread to other areas as locals have been protesting against the collection of so-called “taxes” by NSCN-IM in many parts of the state.
