NSCN-R while reiterating its demand for establishing Sub-office in Dimapur, has appealed to Khole-Khitovi faction of NSCN (NSCN-KK) not to take this issue “exceptionally” as it would create misunderstanding and differences between the “two brothers”, reports Nagaland Post on December 2. In a release, NSCN-R ‘secretary’ ‘Ministry of Information & Publicity (MIP)’ said Sub-office was needed in order to contact with all agencies including non-governmental organizations (NGOs), and for which it had conveyed it to the Ceasefire Supervisory Board (CFSB). Appealing the public not panic on this issue, the NSCN-R, said it had not come to Dimapur, “for war, but for peace” and to resolve any misunderstanding with Kehoi camp brothers, as it believed that both parties have one common issue and that unity was “inevitable”. Therefore, NSCN-R humbly prayed that all Naga brothers reason together instead of violence again one another. NSCN-R also appealed other Naga NPGs to refrain from all kind of violent activities while “real peace” was dawning among the Naga people.

Naga National Council (NNC) said it was conscious of Government of India’s “extreme difficulties” with regard to Naga sovereignty, but asserted that the Nagas cannot let go their sovereignty given to them by their history and resolutely defended by them at great cost, reports Nagaland Post on December 7. A joint statement titled “position of NNC against the backdrop of recent political development”, signed by several NNC/FGN leaders, said it has now become “sufficiently clear” that the framework agreement of August 3, 2015, being negotiated, would essentially be another Accord signed between the Government of India and “some Nagas”, which also would not be recognition of sovereignty. Affirming that the Naga sovereignty remained the central stand of NNC, the joint statement said the 16-point agreement, the first ceasefire of 1964 ending in the abrogation of the rounds of talks, the revolutionary government, the Shillong Accord, and now the “next awaited settlement” from the Framework Agreement, have revealed India’s inability to discuss sovereignty with the Nagas. The NNC leaders contended that Naga struggle cannot be categorised and treated as secessionist and anti-India because it was launched long before the British left, reaffirmed before India became independent, and sacrificially defended ever since.

Pursuing with efforts to get all stakeholders on board for a broad-based agreement within the concept of the ‘framework agreement’ signed between the Government of India and the Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) leadership, R.N.Ravi who is the Interlocutor, held separate consultative meetings of Khole-Khitovi faction of NSCN (NSCN-KK) and Singnya-led Naga National Council/ Federal Government of Nagaland (NNC/FGN) on December 7 at Chumukedima Police Complex in Dimapur District, reports Nagaland Post. Ravi described the meeting with both the groups as “very positive” during which the Naga Political Groups (NPGs) had made their state position. Ravi expressed optimism about getting others on board.

The NSCN-IM on December 7 issued a clarification on the reported abduction of a 60 year old woman in connection to a land dispute case at Eralibill Village in Dimapur, reports Morung Express. ‘Kilonser’ and ‘Central Administrative Officer (CAO)’ of Union Territories-1, Khoselie Nagi said that the case in question was on the issue of a plot of land sold twice by the landowner. The NSCN-IM has asked the general public “not to misunderstand and protest against the government without knowing the real reason.” It also informed that the case was yet to be settled.

Unidentified assailants allegedly hurled two improvised explosive device (IED) bombs inside Yimchungrü Akheru Arih-ako (YAA) golden jubilee memorial hall in Shamator in Tuensang District on December 11, reports Nagaland Post. According to Police sources, one bomb exploded while the other one which failed to go off was later defused by the Assam Rifle (AR) bomb expert team. Police said some rounds were also fired at nearby residence. The Police also recovered some round of empty shells of automatic weapons. There was no report of any casualty or injury. Reliable sources stated these ‘heinous act and unscrupulous activities’ were an attempt to disrupt the celebration of YAA golden jubilee slated for January 2016. The security has been beefed up across the town to thwart any armed confrontation and to create a congenial peaceful atmosphere.

Addressing the 38th general conference of the Rengma Students Union (RSU) hosted by Chogin Range Students’ Union (CRSU) at Sendenyu Village, Acharya said that developing the state needed permanent peace and reiterated that all work in unity so that Nagas will finally achieve permanent peace by 2016. The Naga Hoho (the apex body of the Nagas) condemned the murder of Ritika Mehta, proprietor of Apna Hotel at Dimapur on December 14 at her Hotel premises, reports Morung Express reports on December 17. “Killing of any human life in whichever form is not acceptable in any civilised society…,” said a press note from the Naga Hoho. Meanwhile, the Naga Hoho also appealed to all the Naga Political Groups, Assam Rifles, Para Military, etc to “abstain from creating and implanting fear psychosis to the citizens and avoid unwanted scenes and to maintain maximum restrain even in the face of confronting one another.”

This is the first time that the Government has used the term “framework agreement” for the peace accord. Rajnath Singh, who is attending the three-day Director General of Police (DGP)s’ conference in Rann of Kutch in Gujarat, mentioned this during the opening session speech he delivered in the presence of Prime Minister Narendra Modi and around 250 top Policemen of the country. R.N Ravi, who is the interlocutor for Naga peace talks, said “We never said it was a peace accord, some people loosely refer to it as an accord. It is a framework agreement and the minor details are still being worked out. We have agreed on the basic fundamental ground on which the accord would be signed.” The Twitter handle of Rajnath Singh posted, “HM expressed hope that the Framework agreement between NSCN-IM and the Centre would help in resolving the Naga problem.” Rajnath Singh also said Security and Police forces had controlled the insurgency situation in the North-East. There had been the least terrorism problem in Assam this year (2015), he said. The Security Forces (SFs) arrested 231 armed terrorists and more than 300 conspirators, he added.

Khole-Khitovi faction of National Socialist Council of Nagaland (NSCN-KK) welcomed twenty four members from various Naga Political Groups (NPGs) for joining the group on December 16, reports Nagaland Post. In a release, NSCN-KK ‘Ministry of Information & Publicity (MIP)’ said those members were welcomed at a brief programme held at council headquarters, Khehoi designated camp near Dimapur. NSCN-KK condemned the frequent raids carried out by Assam Rifles (AR) at the residence of its members, reports Nagaland Post on December 20. In a release, NSCN-KK ‘MIP’ said, many at times it raised the issue of “random” raids and “tortures” meted out to its members but AR still continues. Recently AR “tortured” the family members of Imyapanga Ao, ‘deputy kilonser’ of Law & Justice, NSCN-KK. With no evidence, but speculations that ‘Kilonser’ of possessing two.32 hand guns, the AR raided the residence for more than one and half hour but nothing was found, MIP said.

A statement issued by the joint council of the outfit said the agreement also says "land and its resources of both below and above the earth totally belong to the Nagas". "The Nagas will have the right to exercise their sovereign power over their territories. Nagas are the master of their land. Our identity needs to be recognized. The government of India has now recognized the unique identity of the Nagas, which is a bold step forward," it said.

One cadre of the Khaplang faction of National Socialist Council of Nagaland (NSCN-K), was killed in a gunfight with troops of 18 Assam Rifles (AR) in general area of Zhutovi village in Dimapur District on December 30, reports Nagaland Post. After receiving inputs of presence of NSCN-K cadres, two patrols of AR personnel were sent to the area. When the troops reached a rubber plantation area, three persons were reportedly carrying extortion from truckers, AR stated. As the AR personnel approached the spot and began to question the trio, AR said two of them fled from the area while the other one took out a pistol and fired at the AR troops. In the exchange of fire, the patrol leader shot the suspected NSCN-K cadre, AR sources informed. One 9 mm pistol along with cash was recovered from the deceased, while the body was later handed over to Police, AR said.
