Sentinel reports that the stage has been set for the next round of highest-level talks between the Government of India and National Socialist Council of Nagaland--Isak-Muivah (NSCN-IM), scheduled for next week. According to NSCN-IM sources from Delhi, informal talks between the two parties to prepare the ground works and other formalities for the highest level talks, concluded on July 9. During the two-day informal talks, NSCN-IM leaders held discussions with Home ministry officials and Centre’s interlocutor of the peace talks. A high-ranking NSCN-IM functionary said that the talks have entered a “crucial stage” and “critical” stage. Both ‘chairman’ Isak Chishi Swu and ‘general secretary’ Thuingaleng Muivah will take part in the highest-level talks. Besides Swu and Muivah, other NSCN leaders including the group’s former “chief of army staff” and steering committee convenor, VS Atem, have been camping in Delhi since third week of June.

Khaplang a Burmese national and asked him not to interfere in Naga affairs, states The Telegraph. The Khole and Kitovi group accused Khaplang, the Myanmar-based ‘chairman’ of NSCN-K, of active involvement in the elections in Myanmar for his own benefit. Sources said the cadres had come close to Tuensang town, about 350 kilometres from Kohima District, in an effort to capture their lost turf after the split into Khole-Kitovi and Khaplang factions on June 7. The Khole-Kitovi faction said the intruders were mostly non-Nagas from Myanmar and were currently camping at Tuensang village. The Khole-Kitovi group had termed Khaplang a Burmese national who should not interfere in Naga issues.

The meeting reviewed the law-and-order situation in Dimapur and deliberated on measures to check the menace of extortion. The Home Minister spelled out the genuine concerns of the business community and said that they have genuine grievances and grounds and justification for their outrage. He asked the law enforcing agencies and Security Forces to act with more effort. The decision was taken on July 22 at a high level official meeting where it was decided that henceforth, the Nagaland Police will not provide security escorts to Naga militant leaders unless the State Government is specifically directed by Government of India with specific purpose, location and occasion. So far, the state Police have been providing security escorts to them on the requisition from the ‘chairman’, Ceasefire Monitoring Group (CFMG) but henceforth we’ll stop it, said State Home Minister Imkong L. Imchen who convened the high level meeting at his office chamber.

Also, the militant outfit has coined a new term "shared sovereignty" and discussions are going on in this regard. Sources said that the NSCN leadership is now demanding "shared sovereignty" but the new term has not yet been described properly. The Nagas in Myanmar and the Forum for Naga Reconciliation (FNR) have decided to strengthen and take forward the ongoing process to bring together all warring Naga groups on the basis of their historical and political rights. The decision was taken at a three-day meeting (July 27-29), attended by people and church leaders representing the common aspirations of the Nagas in Myanmar and FNR leaders. The FNR had initiated the reconciliation process between the warring Naga groups. As part of the bid, two factions of the National Socialist Council of Nagaland (NSCN-Khaplang and Isak-Muivah) and the Naga National Council (NNC) had signed the "Covenant of Naga Reconciliation" in Thailand in June 2009. The aim was to bring an end to factional killings among them.
