Nationalist Socialist Council of Nagaland-Khole-Kitovi (NSCN-KK) ‘kilonser [minister] of Ministry of information and Publicity’ (MIP) Akato Chophy refuted the allegation that the outfit made a bid on the life of NSF leader in Kohima and asked NSF to prove the allegation. NSF has issued a 5-point demand in the form of ultimatum that included awarding a befitting punishment on ‘lieutenant’ Amento Kiba and also to clarify the reason for the alleged assassination on the life of NSF leader Kesosul Christopher. However, NSF expressed shock and amazement while terming NSCN-KK’s statement as not only “misleading but also ambiguous in nature.”

NSCN-KK reacting to Naga Council Dimapur (NCD) and Naga Women Hoho Dimapur (NWHD) wherein both had asked the State Government to declare incidents involving Naga Under Ground (UG) cadres as “pure law and order problem” without any hesitations, NSCN-KK, Kilonser, Akato Chophy on July 1 slammed the demand and invited NCD and NWHD explain their statement “face to face” with NSCN-KK. Elsewhere, NSCN-Khaplang (NSCN-K) discharged ‘Lieutenant’ Nagaho Ayemi of ‘7th Battalion Naga Army’ of Suruhuto designated camp from ‘service’ on medical grounds. Also, Naga National Council-Non-Accordist (NNC-NA) has terminated the service of one ‘sergeant major’ Aloho Swu from ‘active National Service’ due to misuse of power. Further, Federal Government of Nagaland (FGN) has termed State Youth and Sports Minister Merentoshi Jamir’s statement mentioning Nagaland as well as other Northeastern States as integral part of India as ‘misleading’.

Mozamo Ngullie have left for Chiang Mai in Thailand to attend a meeting on reconciliation. It may be mentioned that NSCN-Khole-Kitovi (NSCN-KK) leaders, including convenor of Joint Working Group (JWG) and supervisor cease-fire supervisory board (CFSB) Kilonser C Singson and envoy to collective leadership NSCN-KK, Alezo Venuh also left Chiang Mai recently to attend a seminar on reconciliation. Last round of Naga reconciliation meeting was held in the month of March, 2013. Convenors of JWG of the signatories to the Covenant of Reconciliation (CoR) include VS Atem of NSCN-IM, Naga National Council/Federal Government of Manipur NNC/FGN ‘vice president’ Zhopra Vero and C. Singson of NSCN-KK.

Terming the incident as an “inhuman and barbaric act by unruly armed cadres”, STH said the “brutal” assault was a complete violation of human rights and an extreme violence against women. The Sangai Express reports that the 12-hour dawn to dusk bandh (general shutdown) called by the Naga Students Federation (NSF), apex students body, to protest inter-factional clashes and harassment meted out to the public by armed Naga underground groups in the State hit the normal life on July 1. All educational institutions and government establishments, business establishments were closed while vehicles are off the roads, the Police said. NSF, ‘president’, Tongpang Ozukum said that the bandh is being observed in Nagaland and three neighbouring Naga inhabited states – Assam, Manipur and Arunachal Pradesh. In addition, Eastern Naga Students’ Federation (ENSF) also extended support to the NSF’s bandh and declared a total bandh on July 1 across Eastern Nagaland, reports Nagaland Post. The decision followed an emergency executive meeting held on June 30 at DUDA Guest House, Kohima and a deliberation on NSF request for support as Eastern Nagaland did not fall within the jurisdiction of NSF.

Nagaland Post reports that normal life came to a standstill throughout Nagaland, including Naga inhabited areas in Manipur, Arunachal Pradesh and Assam, on July 1, during the 12-hour bandh (shut down strike), called by the Naga Students’ Federation (NSF) in protest against factional clashes and harassment meted out to public by underground groups. The total bandh was observed without any incident, at the time of filing this report. NSF ‘vice-president’ Joseph Nguori who monitored the bandh in Dimapur, said it was called to show “strong resentment” against those not maintaining peace, which was the need of the hour. NSF ‘finance secretary’ Shikavi Achumi pointed out that the federation had already submitted a five-point charter of demands to the State Government on June 26 and demanded a response within seven days. According to a communiqué issued by Public Relations Officer, Nagaland House, New Delhi, Kuolie Mere, the PM had stated this in response to an appeal made by Chang to solve the Naga political issue. The Prime Minister had reportedly enquired about the collective leadership of the NSCN-Isak-Muivah (NSCN-IM) form Chang. Chang had urged the Prime Minister to resolve the Naga political issue during his (Dr Singh’s) tenure and leadership. He told the Prime Minister that Nagas were “expecting solution before the next general elections (2014)”. Chang further told the PM that the Naga people longed for a permanent settlement that was “honourable and acceptable to the Nagas”. During his meeting, Chang also requested the Prime Minister for more funds for Nagaland. In response, the PM informed Chang that more funds would be granted to Nagaland in September 2012 and that additional funds would be provided to all North East States during the current financial year [2013]. The joint meeting held at Hotel Saramati in Dimapur was convened to discuss and chart ACAUT’s next course of action on the issue of unabated ‘taxation’ levied by militant groups and Government agencies alike. During the ten-day period, the local chambers of commerce will consult their respective apex tribal body as well as women and youth/student organizations to discuss the formation of a body/committee similar to ACAUT. Sources said that at the end of 2012 it was found that a group of police officers were involved in handing over of huge quantities of ammunition of AK series rifles and SLR to the militants belonging to the Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM). On Police records, it was shown that the ammunition was used in the firing ranges, while, the live cartridges given to the militants were replaced by the empty shells provided by the ultras.

That Eastern Nagaland People’s Organization (ENPO) has withdrawn the non cooperation movement imposed against Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) in connection to April 19 incident where in three cadres claiming to be NSCN-IM cadre assaulted former speaker of Eastern Naga Students' Federation (ENSF) Throngse Yimchunger and also abused the image of Eastern Naga leaders. A press release issued by Chingmak Chang, president and NT Thamlong Phom, general secretary, ENPO on July 19 said the non cooperation movement was lifted after the three accused--- Panka Lotha, Chipo Lotha and Akheto Sema tendered unconditional apology on July 11 for hurting sentiments of Eastern Naga people in general and Eastern Naga leaders in particular.

It said that ACAUT members not only “believe in political sovereignty, we also believe in economic sovereignty of Naga people.” The ACAUT was formed by several organizations under the aegis of Naga Council in May 2013 in an effort to abolish the rampant illegal ‘taxation’ by various Naga underground factions and the menace of syndicate system.
