Nagaland Chief Minister Neiphiu Rio, in an interview on the peace process between New Delhi and the NSCN-Isak-Muivah (NSCN-IM) says that elections are fought on party lines and this divides the Nagas. This is the time when Naga undergrounds (rebels) have come closest to the Government. If we lose this opportunity, we will have to start from zero, he said. The undergrounds were fighting for sovereignty but they have realised, reconciled that the situation is such that now we have to live in the Indian Union. That is why this is the closest moment for the Nagas and the Indian government …this is the time for a solution, he said. He however further said that a piecemeal settlement for the Nagas may not be good. Whether we are integrated or not integrated, Naga interests should be protected wherever they are.

Nagaland Post reports that one National Socialist Council of Nagaland-Khaplang (NSCN-K) cadre was killed in the wee hours on June 5 at DC hill Zunheboto area in the District. According to Police, residents of the area found an unidentifiable body with hands tied at the back and got the information around 4 am. and rushed to the spot. The body was later identified by the relatives and friends as one “sergeant” of NSCN-K Ghukishe Awomi. Police stated that the “sergeant” was reportedly held in the night of June 4 and killed supposedly by NSCN-Khole-Kitovi. Talking to Nagaland Post over phone, NSCN-K “kilonser” (minister) Ministry of Information and Publicity (MIP), Wangtin Naga confirmed that one of their cadres was killed by NSCN-Khole-Kitovi. Blaming rival NSCN-Khole-Kitovi for the “bloodsheds”, Wangtin alleged that NSCN-Khole-Kitovi might have “ulterior motive” against Nagas who he said were “struggling for sovereignty”.

The Sangai Express reports that Security Forces (SFs) arrested seven Nationalist Socialist Council of Nagaland-Khole-Kitovi (NSCN-Khole-Kitovi) cadres near Shamatore in Tuensang District and recovered a large quantity arms, ammunition and warlike stores on June 5. The recovered items include four sophisticated rifles, one lathode (grenade launcher), 376 rounds of ammunition, seven live grenade rounds and other warlike stores.

Nagaland Post reports that in a suspected case of mistaken identity, a local taxi driver, identified as one Nevohu Rhakho, was injured when unidentified gunmen fired upon him with small arms in Kohima District on June 7. The incident took place at around 10:30 a.m. near petrol pump, Mohonkhola when at least three armed assailants arrived and fired upon the victim while he was waiting for a passenger who had gone to exchange LPG cooking gas from a nearby gas agency. Police rushed to the spot and recovered three M 20 and one .9mm empty cases. Case was registered with the South Police Station and investigation is on.

C.Singson, NSCN-Khole-Kitovi supervisor CFSB asserted that there was a need for the representatives of Government of India and NSCN-Khole-Kitovi to jointly implement cease-fire ground rules (CFGR) to control the situation. Also interacting with media after the meeting, CFMG chairman N. George revealed that his “intention” at the meeting was to convey the message that groups should refrain from blaming each other and thrash out issues through talks to maintain peace. Asserting the need for media in providing a platform for public pressure on the groups, George proposed that NSCN-Khole-Kitovi and NSCN-K sit across the table and give “certain commitments” to refrain from violence.

Wangtin Naga, minister for information and publicity of the NSCN-K, said the split in the outfit on June 7, 2011, was because of differences in political ideologies regarding talks with the Centre among the top brass. He said Kitovi Zhimomi, ‘general secretary’ of NSCN-Khole-Kitovi, wanted to enter into dialogue with the Government of India without ‘chairman’ S.S. Khaplang as New Delhi did not want to talk to the latter, who is from Myanmar. He said Kitovi also wanted to settle the issue of Nagas in Nagaland only, which was opposed by some leaders of the outfit. The NSCN-K had claimed that the Khole-Kitovi faction wanted to settle for an economic package, compromising the sovereignty of Nagaland, which has been pending for over 60 years. The rival faction also reportedly wanted the Centre to increase the number of Assembly and parliamentary seats in Nagaland. The outfit (NSCN-K) would not compromise on the sovereignty of Nagaland though Khaplang was not against any group or faction who wants to settle for financial or economic packages or an autonomous council, Wangtin said, while cautioning Indian Government that talk with one or two groups would not permanently solve the Naga problem.

AR source said on June 17 in Kohima that the cadres have been identified as ‘Lieutenant’ Awok Konayk and his bodyguard, Honlem alias Alem Konyak. Both the individuals are residents of Chenwetnyu village in Mon District. During the operation, the Security Force had seized one pistol, one 12 bore rifles, several live rounds of various calibers, explosives and many other warlike stores. 3000 kg of rice was also recovered. The interrogation revealed that the recovered rice was actually meant for people from ‘Below Poverty Line’ which is being supplied to the State under Government scheme, the source added.

Sangtam confirmed that the two deserters had joined a Naga outfit but did not disclose the identity of the outfit. But sources said on June 6, havildar Hotrong Chang deserted with one 9mm pistol, 10 live rounds and one radio set and on June 18, havildar Neiphukhrie deserted with one AK rifle, 47 rounds of live AK ammunition and some rounds of 9mm ammunition and a radio set. The sources said the duo had joined a certain outfit based near Dimapur. In the past, several Naga police personnel had deserted with arms and ammunition to join militant outfits. In April, Assam Rifles arrested police constable Enyimi Chakhesang for allegedly supplying ammunition from the police central store, Chumukedima, to members of the NSCN-Isak-Muivah (NSCN-IM). The subsequent special investigation team probe led to implication of six Police personnel, including a superintendent of Police.

According to the church, some politicians use the militants as puppets and the election process has nothing to do with the aspirations and pursuits of the militants. “Their involvement has been annoying because by using arms and threats they have been stealing the rights of the general public,” the NBCC said. Over the last 15 years, militants have had a major impact on elections. Working for candidates or parties of their choice, they have been involved in booth capturing, issuing threats, assaults and even murders. Militants in Nagaland have been fighting for sovereignty for over 60 years. The NBCC, expecting things will take a turn for the worse in the next elections, has launched the “clean election” campaign.

Nagaland Post reports on June 30 that the National Socialist Council of Nagaland-Khaplang (NSCN-K) expressed dismay over the Government of India’s (GoI) attitude towards the cease fire agreement (cfa) between the outfit and Government of Myanmar. Reacting to the Myanmarese Government declaration that it would “even” go up to the extent of scrapping its cease-fire deal with NSCN-K if the latter was found violating cfa by sheltering other Indian insurgent groups in the Naga autonomous region in Myanmar, NSCN-K viewed that signing the cfa has no negative feelings towards the GoI. NSCN-K Ministry of information and Publicity (MIP) secretary Sangso Mongzar Naga said that the uniqueness of Naga problem lies with Governments of both India and Myanmar. He said solution with GoI would not benefit the Nagas of Myanmar and vice-versa. “As for the NSCN entering into ceasefire with Myanmar authority for the Nagas of Myanmar side, it is because the NSCN wants a simultaneous solution with both from GOI and Myanmar government,” he said.
