In another incident, one person identified as Aloto Kiba was arrested by Dimapur Police from Church Road while collecting illegal tax in the name of the Federal Government of Nagaland (FGN) from business establishments on June 3. An amount of INR 18,000 of the illegally collected tax money was recovered from his possession, Police said. On interrogation, Police said the accused revealed he was directed by one “Sergeant Major” Victo of Non Accordist faction of FGN (FGN-NA), residing at Ekranipathar, to collect the illegal tax from the business establishments.

Nagaland Post reports on June 4 that a ‘tax collector’ for betel leaves syndicate was arrested by Dimapur Police (Dimapur District) for collecting illegal taxes from all the Gumti (shops) dealing in betel leaves and betel nuts. The accused has been identified as one Abdul Hasim (34). According to Police, the proceeds of the illegal tax collected were handed over to the syndicate. It was revealed that the syndicate was run under the patronage of some senior underground functionaries, which was being investigated, Police said. Further, Police also seized incriminating documents along with list of shops and ‘tax’ collection records from his possession.

Meanwhile, civil society organizations, including students and the business community, have taken a strong stand against the silence of NSCN-IM with regard to its demand seeking cooperation of the outfit to stop rampant illegal ‘taxation’ in Dimapur by various rebel outfits, reports The Times of India. The civil societies under the banner of Action Committee against Unabated Taxation (ACAUT) under the aegis of Naga Council Dimapur, on June 5, decided to call a bandh (shut down strike) on June 10 in protest against the rebel outfit's silence. In its memorandum to Ato Kilonser (prime minister) of NSCN-IM, the Naga civil society organizations and business community sought the cooperation of the outfit with regard to the public demand for only one ‘tax’ payable per rebel faction. It also sought abolishment of the multiple ‘taxes’ imposed on single items at New Field check gate, godowns and shops by rebel groups. It said that the yearly ‘tax’ payable to different rebel factions should not be increased arbitrarily under any circumstances and amount payable be kept same as 2012. Asserting that no individual can be ‘taxed’ twice in a year, the memorandum said a salaried person or businessmen once taxed cannot be imposed household tax or vice-versa. It said that only authorized personnel of Naga rebel groups should be allowed to collect ‘tax’ and asked Naga rebel outfits to bring out a "Tax brochure" to streamline taxation.

Nagaland Post reports that two Nationalist Socialist Council of Nagaland (NSCN) militants were arrested from Wokha while they were “extorting money” from passenger buses proceeding towards Longleng District on June 5. According to Sub-Divisional Police Officer (SDPO) Wokha Kenesa, the accused have been identified as Pinymthung Shitiri (18) of NSCN-Khaplang (NSCN-K) and Thungjamo Kikon (19) of NSCN-Isak-Muivah (NSCN-IM). Police said one 7.65 country made pistol with three live rounds, two mobile phones, collection slip/note and some cash were seized from the accused.

Meanwhile, alarmed over rampant and unabated taxation, leading to price rise of all essentials commodities in Zunheboto (District), a committee formed, headed by Sumi Hoho and representatives from all Non Governmental Organizations (NGOs), student bodies along with unions associated with business/commercial establishments decided to approach the top leaders of all the underground factions to resolve the issue at the earliest. The committee was formed on June 5, at a meeting including district administration, NGOs, students’ body, chamber of commerce, business unions, truck and taxi unions, HoDs and several others at Deputy Commissioner Conference hall, Zunheboto. Also, welcoming the “bold and strong affirmation” of Naga Students Federation (NSF) and Eastern Naga Students Federation (ENSF) on total ban on any form of ‘taxation’ on the teachers by different factions, the All Nagaland Schools’ Teachers’ Association, (ANSTA) Zunheboto, said that it would reciprocate to the gesture of the students by living to the expectation in molding the human resources.

Naga National Council / Federal Government of Nagaland (NNC/FGN), United Sangtam Region (USR) has informed all head of departments and its sub-ordinate officers posted under United Sangtam Region to be in their respective place of posting under USR jurisdiction, reports Nagaland Post on June 8. ‘Kilonser [minister]-cum-supervisor’, NNC/FGN, USR, T. T. Sangtam in a release said that despite previous notification, most of the officers posted under USR were found absent and neglecting their assigned duties, leading to untold problems among the general public. In this regard, the Kilonser has in a new notification to the officers warned that it would conduct surprise checking in all the departments, and serious action would be initiated against the absentees.

Nagaland Post reports that Chief Minister Neiphiu Rio, on June 7, reiterated that his Government was totally against all illegal ‘taxes’ being imposed by various underground groups on various items which have caused harassment on the people, but blamed it on the Government of India’s (GoI) failure to formulate a policy to provide sustenance for the outfits. Rio said after signing cease fire agreement, the undergrounds were not provided with any sustenance for their survival and so were compelled to impose various ‘taxes’ on the people. He said a central sustenance policy for the undergrounds, who were under cease fire with the GoI, would mitigate the suffering of the people of Nagaland from the unabated illegal taxes imposed upon business. He appealed to the GoI, to come out with a policy to support the underground groups for their survival, as they were under cease-fire agreement with the Centre. ACAUT in a statement signed by secretary Solomon L. Awomi and co-convener L. Supong Ao further informed the public and the business community “not to pay any form of taxes” to any groups till the issue was resolved for the common interest of all. It may be recalled that ACAUT representing Dimapur civil societies and business community and NSCN-IM held a five-hour long marathon meeting on June 8 at Central Headquarter Church, Camp Hebron but failed to arrive at a conclusion with NSCN-IM asking for more time to deliberate on the issues. The NSCN-IM has in fact issued a 17-point ‘Rules and guidelines for protection of the general public against illegal tax, 2013’ with the first point saying, “Every Naga and others residing in Nagalim shall pay tax to the Nation for the national cause.” The State Government however said it cannot let anybody impose illegal “taxes” on the people. “However it is for the Centre to do something because the NSCN (IM) is talking directly to the Centre,” state Home Minister G Kaito said in Kohima.

The Shillong Times reports that a 12-hour Bandh (shut down strike) enforced by the Action Committee Against Unabated Taxation (ACAUT) under the aegis of the Naga Council in Dimapur, the Kohima Town Traders Union (KTTU) and Zunheboto Chamber of Commerce and Industries (ZCCI) respectively, has affected the normal life of this capital town of Kohima, Dimapur and Tuensang since June 18 morning. According to sources, all business establishments and shops, including medicine shops, chemists and druggists are keeping their shutters down to protest against ‘unabated taxation’ in Nagaland. This is the first stage of agitation as planned by the ACAUT. Schools and other educational institutions in Kohima, Dimapur and Tuensang also remain closed to show solidarity. ACAUT has reasserted that its symbolic Dimapur bandh on June 18 would be “just a pointer of things to come” unless “some concerned organisations and authorities” accede to its demands to curb unabated taxation through dealership and multiple taxations by undergrounds (UGs) causing price rise, addas Nagaland Post. Naga Students’ Federation (NSF), voicing concern over the recent spate of inter-factional clashes in civilian populated areas of the State and the life attempt on Kesosul Christopher, NSF ‘assistant general secretary’ on June 25 by militants, has appealed all take part and cooperate in the protest rally on June 28 (today) at the Old MLA Hostel Junction Kohima town. NSF also appealed all educational, institutions, Government offices and business houses in Kohima town to cooperate and express solidarity by closing down their establishments during the ‘Rally Period’. NSF ‘president’ Tongpang Ozukum informed that they were compelled to take the path of agitation since the law enforcing agencies and paramilitary forces remained deaf to their demands. He said the agitation will be held in three phases-- submission of representation to the State Government, followed by a protest rally and the third phase would be total bandh in all Naga inhabited areas of Nagaland, Manipur, Assam and Arunachal Pradesh.

Union Ministry of Home Affairs (MHA) wrote to the Nagaland Chief Secretary to stop Nationalist Socialist Council of Nagaland-Isac Muivah (NSCN-IM) from levying ‘tax’ on common people, saying that such action by the Naga insurgent group is leading to price rise of commodities and this cannot be allowed to continue, reports Sangai Express. In the letter, the MHA stated that there has been a serious situation following NSCN-IM’s declaration that every Naga as well as others residing in ‘Nagalim’ shall ‘pay tax’. MHA Director (North-East ), J P N Singh, in his letter, said NSCN-IM has been arrogating itself the responsibility of finding a political solution on behalf of Nagas in general of which it clearly is not the sole representative. The outfit is not only not observing the ceasefire ground rules, but also violating all the existing laws rules and regulations, he said. Singh further said, “You may kindly agree that this is a situation in which the mere argument of having ceasefire with the government of India is no excuse to go on a rampage and destroy the public confidence in the state. It is high time that the state takes its responsibility seriously and starts looking after the interest of its subjects. Unbearable pressure of rising prices cannot be allowed to continue adding to the miseries of the people. You are requested to initiate measures to stop what is going on and also ensure security of the office bearers of ACAUT (Action Committee against Unabated Taxation).” The NSCN-IM has justified the system of ‘taxation’ and asserted that it was the only outfit mandated by the Nagas for holding political talks with the Government of India for resolving the Naga political issue.
