Nagaland Post reports on June 4 that NSCN-Khaplang (NSCN-K) ‘People’s Army of Nagaland’ ‘Lieutenant General’ Niki Sumi has blamed the State Government agencies, “especially the police and bureaucracy” for victimizing “hundreds of NSCN workers” merely on grounds of law and order situation. In a statement, Niki said, polarization of “Naga political groups” and “diabolic cease-fire engagement” of Centre with various groups regardless of authenticity of their stand on the Naga political issue, has created significant “anti-incumbency environment” in the “Indo-Naga” political standoff. He said the State Government was only a facilitator and not a party to Ceasefire agreement between Government of India and NSCN. However instead of facilitating, the State Government and its agencies without discretion victimized hundreds of workers.

Nagaland Post reports on June 6 that Naga National Council (NNC) has terminated the militants identified as ‘2nd lieutanant’ Vekuvo and ‘captain’ Thomas who were involved in the May 29 killing of an individual identified as Chivoveyi Nienu in Phek District. In a press release NNC state that it did not direct its cadres to assault the civilian and that the culprits alone were responsible for the crime.

The Telegraph reports on June 8 that the Myanmar-based National Socialist Council of Nagaland-Khaplang (NSCN-K) led by S.S. Khaplang has sought Statehood for the Naga people in Myanmar. According to a source, the outfit has already submitted a proposal for statehood to the Union Government of Myanmar. A former senior functionary in the NSCN-K, Kughalu Mulatonu, said Khaplang had already submitted a Statehood proposal to the Myanmar government for the Naga people. “Khaplang has submitted a statehood proposal to the Myanmar government,” he said. Mulatonu had recently deserted the NSCN-K and joined the NSCN-Khole-Kitovi (NSCN-KK) along with a few cadres. The NSCN-K signed a bilateral ceasefire with the Myanmar Government in May 2012 and a peace process is under way. Naga people live in Sagaing division, but after signing of a ceasefire agreement, the Myanmar Government has granted the Nagas self-administrative autonomy. The Government there has assured rapid development in the Naga-inhabited areas in Myanmar. The rival outfits in Nagaland have said Khaplang, a Naga from Myanmar, is contemplating to resolve the Naga issue with Myanmar. There are now only a few hundred cadres of the NSCN-K in Nagaland. They have two designated camps, one at Suruhoto in Zunheboto District and the other at Mon District. Though the Indian Government had also signed a bilateral ceasefire with the outfit on April 28, 2011, talks have not started. But the Centre has ruled out talks with the NSCN-K till issues are resolved with the NSCN led by Isak Chishi Swu and Thuingaleng Muivah (NSCN-IM).

There were conflicting reports on the figure, with some reporting that ten UPLA cadres arrested along with arms and ammunition. It was believed that Assam Police may have arrested another person based on information in their jurisdiction. According to Assam Police, UPLA’s ‘foreign secretary’ Bali Rongphar was also arrested. UPLA letter pads and money receipts were recovered from the militants. Based on information from the arrested militants in Nagaland, the Assam Police recovered huge quantity of arms and ammunition from a hideout near Baithalangso town, Hamren. The weapons cache included several rocket launchers, Universal Machine Guns, two Self Loading Rifles, one 303 rifle, 300 rounds of assorted ammunitions, two improvised explosive devices, High Explosive Bombs and many other weapons. Nagaland Post reports that Naga National council (NNC) conducted meeting with senior members, central executives council and regional authorities on June 27 to reorganize national council platform. At the meeting, the house elected new team of members headed by Temjenyanger Aier as ‘president’, Bendry Yanthan as ‘vice president’ and Ameto Chishi as ‘general secretary’. In a press release, NNC stated that oath of allegiance would be scheduled as earliest as possible. The house also resolved to elect retired senior member from eastern Nagaland as ‘vice president’ and ‘joint secretary’ from Angami region. NNC newly elected members have appealed to the Naga people to support for common cause.
