The Union Ministry of Home Affairs (UMHA) has said that there has been a sharp decline in violence, extortion and attacks on security forces in the Northeast in the last three years, reports The Indian Express on June 2. As per data available with the UMHA, only 484 such incidents were reported in 2016 as compared to 1,025 in 2012 and 732 in 2013. It further noted that the number of abductions have come down from 329 in 2012 and 307 in 2013 to 168 in 2016. Only 28 such cases were registered till March this year. However, the number of security personnel killed in Manipur shows an upward trend with 24 being killed in 2015 and 11 in 2016 as compared to 8 and 5 deaths in 2012 and 2013, respectively.The I.K. Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS) suffered a setback with more than 900 cadres being arrested and nearly 55 being killed in security operations, according to the UMHA note. The number of such incidents in Assam jumped to 50 in 2016 as compared to 21 in 2013, the UMHA note stated.The number of militants surrendering saw a decline with 267 such surrenders taking place in 2016 as compared to 1,161 in 2012, as per official data. Arms recovery was not significant despite a crackdown as 698 arms were recovered in 2016 as compared to 1,856 in 2012.As many as 1,202 militants were arrested in 2016 as compared to 2,145 in 2012. Of this, the highest number of arrests in 2016 has been made in Manipur (518) and Assam (366) while maximum abduction cases were reported from Nagaland (51) and Meghalaya (52).

A Major of the Territorial Army, identified David Manlun, and a civilian, identified as Rajendra Gupta, and three militants were killed in the encounter of June 6, which happened in a place in between Lapa Lempong and Oting villages near Tizit subdivision of Mon District with a group of suspected militants, reports The Assam Tribune. Three militants of Independent faction of United Liberation Front of Asom (ULFA-I), which were killed in the encounter were also identified and they are ‘second lieutenant’ Phanindra Asom (35), Bipul Asom (32) and Dikom Konwar (35). Apart from that, three jawans (troopers) were also critically injured in the encounter. The encounter took place when a joint team of the 164 Territorial Army and 12 Para launched an operation in the area based on information about the presence of a combined group of ULFA-I and Khaplang faction of National Socialist Council of Nagaland (NSCN-K) militants. Earlier, the killed militants were reported as NSCN-K militants inSATP from a different source. Two AK-56 rifles, an AK-47 rifle, nine magazines, 277 rounds of ammunition, two hand grenades, four mobile handsets, medicines, blankets, sharp weapons and other warlike stores were also recovered from the encounter spot.

At least three militants of the Khaplang faction of National Socialist Council of Nagaland (NSCN-K) and an Assam Rifles (AR) officer were killed in an encounter in Mon District of Nagaland on June 6, reports The Times of India. Three AR jawans were also injured in the encounter that took place at Lappa in Tizit circle on June 6-night. One of the injured commandos was in critical condition, sources said. AR personnel raided Lappa at around 11pm following information that NSCN-K militants were moving through that area and an encounter ensued, a defence spokesman said. The encounter continued for several hours. Later, bodies of the three militants were found, the spokesman said.

Recently, on June 6, the Anti Extortion Team (AET) arrested one extortionist identified as Akinoto Yepthomi, for issuing ‘work permits’ to business establishments on behalf of Isak-Muivah faction of NSCN (NSCN-IM). On the same day, AET arrested two militants NSCN-IM, identified as Sentiyanger Aier and Medemtiba Kichu on charges of extortion after they were found collecting illegal ‘taxes’ from the auto rickshaws.

A source, close to the Khaplang faction of National Socialist Council of Nagaland (NSCN-K), reveals on June 10 that Khango Konyak will take over as the new ‘chairman’ of NSCN-K following the demise of S.S. Khaplang, reports The Shillong Times. According to the sources Khango Konyak was ‘vice-president’ of the militant and he is believed to be in his seventies. He is a Konyak Naga from Mon District of Nagaland. Khango is known for defiant stand and has in the past shown reservation in coming back to ceasefire process with Government of India (GoI). A senior official Nagaland Police said, “Khango maintains close relationship with other rebel leaders, including Independent faction of United Liberation Front of Asom (ULFA-I) ‘chief’ Paresh Baruah.”

Conveying the message of the Government, Union Minister Kiren Rijiju said, “We appeal that all the Indian Nagas in NSCN-K should surrender and return to the mainstream. We will rehabilitate them. The six Naga outfits known as the Naga National Political Groups (NNPGs) are Naga National Council-Federal Government of Nagaland (NNC-FGN), Government of the People’s Republic of Nagaland (GPRN)/ National Socialist Council of Nagaland- Unification faction (NSCN-U), Reformation faction of National Socialist Council of Nagaland (NSCN-R), Naga National Council (NNC) (Parent body), Government Democratic Republic of Nagaland / Non Accordist faction of Naga National Council (GDRN/NNC-NA) and National People's Government of Nagaland/Non Accordist faction of Naga National Council (NPGN/NNC-NA).
