against the backdrop of the visit of NSCN-IM ‘Chairman’ Isak Chishi Swu to Dimapur on March 1, reports of clashes between the two factions of NSCN in Myanmar considered to be the stronghold of National Socialist Council of Nagaland-Khaplang (NSCN-K) have surfaced posing the biggest threat to reconciliation. The NSCN-IM ‘Chairman’ will hold its highest level meeting with the leaders of Naga civil societies “on invitation” and also expected to meet his old comrades belonging to other factions which may include chairman of NSCN-K, S. S. Khaplang. The ‘general secretary’ of the NSCN-IM, Th. Muivah will also arrive in Dimapur soon.

Nagaland Post reports that the National Socialist Council of Nagaland -- Isak-Muivah (NSCN-IM) on March 2 held the first round of talks with the Government’s newly appointed interlocutor R S Pandey during which the group submitted a list of 30 demands that includes sovereignty for Nagaland. The meeting, held at undisclosed location, lasted for about 90 minutes during which a NSCN-IM delegation led by its ‘general secretary’ Thuingaleng Muivah submitted their 30-point demands. Another round of talks will be held on March 3 (today). Pandey conveyed to them that there was no possibility of sovereignty for Nagaland and the talks could be held around granting more autonomy. “The government hasn’t given us any counter proposal, we have had comprehensive discussion, we will continue with the talks,” Muivah told reporters after the meeting. While the Centre said this time there would be no discussion on sovereignty, Muivah has said the NSCN-IM would not compromise on sovereignty.

three days after the Forum for Naga Reconciliation (FNR) cautioned that any one/group opting out of Naga reconciliation would be answerable to the Nagas, the National Socialist Council of Nagaland-Khaplang (NSCN-K) and Naga National Council/ Federal Government of Nagaland (NNC/FGN) announced that they would not participate at the forthcoming highest level summit because of the ongoing military offensive and several past instances of violation of the Covenant of Reconciliation (COR) by NSCN-IM. While appreciating NSCN-IM ‘Chairman’ Isak Chishi Swu’s call for Reconciliation in the local dailies, they said the arrival of NSCN-IM cadres in eastern Naga homeland nearly a month back and motives of the military offensive could not be ignored.

Nagaland Post on March 3 reports that against the backdrop of the decision by the National Socialist Council of Nagaland-Khaplang (NSCN-K) and Naga National Council/Federal Government of Nagaland (NNC/FGN) not to participate in the proposed highest level talks for reconciliation till the National Socialist Council of Nagaland-Isak-Muivah (NSCN- IM) stops its military offensive in Eastern Nagaland, NSCN–IM ‘General Secretary’ and ‘ato kilonser’ (Prime Minister) Th. Muivah has asserted that the NSCN-IM was at liberty to send its men on duty and that the top leadership are in Nagaland to talk about reconciliation. Muivah said he and ‘Chairman’ Isak Chishi Swu have come to Nagaland to hold talks with other leaders, since signatures have already been appended for Naga reconciliation. He further said that the NSCN-K ‘Chairman’ S. S. Khaplang was the first to append his signature on the Covenant of Reconciliation (COR).

In a statement, the union viewed the Nagalim issue seriously in the backdrop of the peace talks going on at New Delhi between the Government of India and NSCN-IM leaders. “The Naga leaders are adamant on their demand for a ‘Greater Nagaland’ that encompasses territories of several North-Eastern states including Arunachal’s Tirap and Changlang districts and going by the attitude of the Indian government, it is a matter of greater concern for the indigenous tribes of the state than the Chinese claims,” AIPU said.

The National Socialist Council of Nagaland - Isak-Muivah (NSCN-IM) on March 4 claimed that ‘ato kilonser’ (‘Prime minister’) Kitovi Zhimomi of National Socialist Council of Nagaland-Khaplang (NSCN-K) during the September 18 meeting of 2010 said that the ‘Chairman’ of NSCN-K, Khaplang, was against reconciliation in a Joint Working Group meeting, reports Nagaland Post. The meeting dubbed as ‘September Summit’ was held at the residence of Hukato Naga in Dimapur District and attended by top leaders of the three Naga political groups. When Kitovi was asked by NSCN-IM, the reason behind Khaplang’s stand, he confessed that they have internal problems within themselves. “But, after having much of conversation he says that we cannot go back from reconciliation. So, in the NSCN-K, there exist two camps or schools of thought, one for the reconciliation and the other against to it,” he added. Further, the NSCN-IM said Khaplang’s refusal to attend highest leadership level meeting, despite having held a number of reconciliation summits, nine rounds in Chiangmai in Thailand and 36 rounds in Nagaland, was to be viewed decisively by one and all.

The Government’s interlocutor RS Pandey on March 6 said that Government is willing to offer Nagaland greater autonomy in running its affairs and is learnt to be considering a move to transfer a few subjects from the Concurrent List to the State List exclusively in the case of this state to resolve the six-decade-old conflict and insurgency, reports Nagaland post. “They deserve greater autonomy in running their own affairs. Greater autonomy is something which ought to be considered as part of the honorable negotiated settlement,” added R.S Pandey.

Nagaland Post reports that National Socialist Council of Nagaland-Khaplang (NSCN-K) has dismissed recent report published in some local dailies that three Naga outfits, NSCN-K, Federal Government of Nagaland/Naga National Council (FGN/NNC) and National Socialist Council of Nagaland- Isak-Muivah (NSCN-IM) have agreed to confront the newly formed Zeliangrong United Front (ZUF). According to a delayed report, Nagaland Post on March 17 reports that two National Socialist Council of Nagaland - Khaplang (NSCN-K) cadres identified as ‘Captain’ Kughaho Chishi and ‘Lieutenant’ Akato Yeptho were detained by local peoples near Naharbari in Dimapur District on March 12 while abducting a non-local student. Akato Yeptho was a habitual offender and was earlier booked under National Security act (NSA). Based on their confessions, Police later arrested the third accused identified as ‘major’ (retd) Obed Awomi of Federal Government of Nagaland (FGN). Two weapons and a total of INR 26,000 were recovered from the possession o the arrested militants.

The killing took place when a group of (NSCN-IM) cadres attacked a camp belonging to the (NSCN-K) near Old Thewati village under Phek District. The National Socialist Council of Nagaland - Khaplang (NSCN-K) ‘head’ from Tirap (Arunachal), self-styled ‘brigadier’ Chipu Menon-Khunwang, was killed in Mon District of Nagaland on March 17, reports Sentinel. Sources said that Menon was killed by another NSCN-K cadre near Mon town gate in the afternoon. His body was later on dumped in a jungle nearby. Sources disclosed that Menon was summoned by higher-ups from Tirap (Arunachal) to Mon in Nagaland to sort out issues related to organizational management which included disciplinary and financial matters. "Earlier on a couple of occasions, Menon was warned to abide by the organizational discipline; however, he did not pay any heed," informed a source. Menon, allegedly a Research and Analysis Wing (R&AW) agent, was the son of late KD Menon, an officer of the Indian Administrative Service (IAS), and the nephew of Congress leader and ex-minister TL Rajkumar. It is widely documented that Menon lived in Khonsa and was a timber baron till the Supreme Court’s ruling of 1996 hit the timber industry in the State. Majority of timber contractors may have failed to read the future of timber business but Menon took to another career option early in 1995 by joining the NSCN-K where he worked his way up to lead the insurgency faction to its zenith. It is believed that it was primarily through Menon and his mentor in the State politics that the NSCN-K made its presence felt in the political arena in the year 1999. It was widely quoted in newspapers and magazines that it was Menon’s active leadership and influence over twelve legislators of Tirap-Changlang that led to the downfall of Gegong Apang’s uninterrupted reign of 19 years.

The Union Government on March 22 appointed Lieutenant General Jacob the new Chairman of the ceasefire monitoring group, after the tenure of Lieutenant General Mandhata Singh got over in November 2010, reports Telegraph. Nagaland Director-General of Police (DGP) K. Kire said Lieutenant General Jacob had replaced Mandhata. "The new chairman of the ceasefire monitoring group will take charge by April 3," DGP K. Kire added. The National Socialist Council of Nagaland - Isak-Muivah (NSCN-IM), however, said it was not aware of any such development. The NSCN expressed strong resentment over the appointment of Gen. Jacob as the new chairman without informing them. The ceasefire monitoring group consists of representatives from the Union Government, the State Government, Army, the paramilitary forces, Police and the NSCN-IM. It enforces ceasefire ground rules and monitors violation of rules by the security forces and the militant group.

Government of the People's Republic of Nagaland/ National Socialist Council of Nagaland (GPRN/NSCN) on March 23 advised Indian or foreign companies whether it is Canoro (independent international oil and gas exploration and production company based in New Delhi), Spice Jet or any other company who have expressed desire to explore and extract crude oil from Champang oil field in Wokha District, to halt all preparations immediately, reports Nagaland Post. Ministry of Information and Publicity (MIP) of the GPRN/NSCN said all mineral reserves in Naga homeland belonged to the Naga people and therefore any extraction of natural resources by any company in Naga soil would have to be done only if it benefited the people and future Naga generations. Stating that no politician or group of the day has any right to grant permission to companies to extract wealth of the Nagas, the GPRS/NSCN said it did not recognize any Memorandum of Understanding (MoU) between parties for exploration at Champang oil field under Lotha Region of the District. “A wealth for hundred years will not be allowed to run dry in ten years,” it said. GPRN/NSCN said it shall consider extraction of crude oil only if the interested company agrees to first install and run oil refinery in Nagaland, whereby at least a thousand jobs to Naga could be assured.
