On March 1, a hideout of National Socialist Council of Nagaland-Khaplang Yunga Aung faction (NSCN-K YA) and United Liberation Front of Asom-Independent (ULFA-I) was busted at Panikheti village in Mon District in Nagaland, tweets Eastern Army Command. Two militants were arrested in the operation. Assam Rifles adds that one ULFA-I and one NSCN-K YA militant was arrested in the operation. A pistol, a .303 rifle and three rounds of ammunition were recovered as well.

The incident started following rumours of arrest of some ILP defaulters. The Joint Committee for Prevention of Illegal Immigrants (JCPI) had served an ultimatum on Chief Minister to issue notification on Register of Indigenous Inhabitants of Nagaland (RIIN) based on Banuo commission’s report with 1963 as the cut-off year, physical implementation of Bengal Eastern Frontier Regulation (BEFR), 1873 based on Abhishek committee’s report on ILP, revocation of 1979 as cut-off year under BEFR, 1873 and establishment of Foreigners Tribunals under the Foreigners’ Act, 1946.

National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) on March 2, termed the recent comment of RN Ravi, the Government of India’s interlocutor for Naga peace talks as irresponsible and misleading, reports The Sangai Express. NSCN-IM in a press statement said that “In his interview, the Representative of the Government of India (GoI) in an intentional and calculated move misinterpreted the 3rd August, 2015 Framework Agreement (FA) and squarely blamed the NSCN by giving shocking and unwarranted statements”. The NSCN-IM said that it does not consider the Framework Agreement contentious and there is no ambiguity about it. The NSCN-IM further said that it “recognizes that it is a broad framework whereby a foundation was laid towards resolving the decade’s old Indo-Naga conflict through mutual respect of each other’s history and sharing of sovereignty or sovereign powers between the two entities”. The NSCN-IM also said that it is firm in its commitment to resolve the decade’s old Indo-Naga issue based on the Framework Agreement. The NSCN-IM then stated that the Framework Agreement “recognizes that the Naga issue is political and therefore implying that it is not the internal law and order issue of India”. It reaffirmed and recognized their “Unique history and situation” which entails that Nagas were never a part of India either by conquest or by consent. According to the NSCN-IM, in 2010 the first ever comprehensive official response proposal from the GoI was submitted to the NSCN-IM during the time of RS. Pandey, Representative of the Government of India. The proposal of the Government of India significantly included a political solution based on “Shared Sovereignty” and also amongst others included the establishment of “a statutory Pan Naga Supra state body” to represent Naga identity and their interest and which will cover Nagas, wherever they are, and separate fund. His proposal also included the necessity of respect for the integration of Naga areas. During the period of the present Representative of the Government of India it was finalized that in appreciation of the unique History and situation of the Nagas the GoI agreed that the statutory Pan Naga Hoho (PNH) shall be part of the political agreement and recognised that integration of all Naga areas as the “legitimate rights” of the Naga people. Pan Naga Hoho shall be statutory body, represented by Nagas, wherever they are, from respective tribes or regions democratically, according to NSCN-IM. Earlier RN Ravi had accused NSCN-IM of making “new and mischievous interpretation” of the already agreed positions.

The working committee said it would investigate, monitor and identify those “ringleaders” in Dimapur and surrounding areas who are instigating their associates at Lahorijan area in Karbi Anglong District of Assam bordering Nagaland to oppose implementation of inner line permit (ILP) in Dimapur. The Nagas and the Nagaland-registered vehicles were blocked from going towards Assam at Lahorijan allegedly by a few hundred illegal immigrants on March 1.

The Joint Committee on Prevention of Illegal Immigrants (JCPI) has stated its demand the cut-off year for the proposed Register of Indigenous Inhabitants of Nagaland (RIIN), reports Eastern Mirror on March 9. The committee has asked the state Government authorities to set up foreigners’ tribunals in accordance with the Foreigners’ Act of 1946. It also stated, “The 9th December 2019 notification had given 90 days to obtain ILP for people requiring it, until then imposing fines on the pretext of one or the other reason and also that during the pendency of JCPI’s ultimatum is untimely.” JCPI is a civil society group formed for preventing illegal immigrants from entering the state.

The Naga National Political Groups (NNPGs), a conglomerate of six political groups from Nagaland, have urged the government interlocutor R N Ravi to sign the delayed peace deal with or without National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), reports Northeast Now on March 10. After three days of discussions with RN Ravi, who is also the Governor of Nagaland, the NNPG members urged him to sign the final peace accord despite disagreement with the NSCN-IM. A senior NNPG official stated that “The working committee, NNPGs and GoI can sign the agreement any day because it is the desire of the Nagas. We have distributed the status paper among our people, which is acceptable to them.”

The ENPO in a meeting resolved that the people of eastern Nagaland would not extend cooperation in any “national red-letter event” henceforth as there has been no indication of any interest by the government of India on its demand for a separate state. Public numbering some thousands across Nagaland, including Kohima and Dimapur took part in the ‘peace rally’ organized under the banner of Nagaland GB Federation (NGBF) demanding early solution to the decades-old Naga political issue, reports Nagaland Post. A representation to Prime Minister, signed by representatives from various districts was handed over through the respective deputy commissioners after the rally. NGBF also said its members were briefed by the negotiators that “all unresolved matters as on the date shall be left to be pursued through democratic Political processes under the new regime envisaged for Naga areas.” It opined that if the Prime Minister wished, would be a matter of brief discourse to streamline and finalize every resolved matter to conclude the agreement. “We trust that there will be no new subjects or reversals on any matter already negotiated and agreed upon,” said NGBF and urged upon the prime minister to announce whatever was in record as on October 31, 2019 to the Naga people and the world.

A new controversy has erupted after National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) ‘general secretary’ Thuingaleng Muivah stayed in a resort in Dimapur in Dimapur District of Nagaland, reports The Economic Times on March 17. The stay is apparently a contravention to the ceasefire agreement. While the Nagaland government facilitated Muivah’s stay, they had also sought clearance from Assam Rifles which looks after the Cease Fire Ground Rules (CFGR). According to officials, there are divergent views among the security establishment for allowing Muivah to stay in the resort which is owned by a politician. The place where Muivah was staying had to be declared a camp (as per the agreement). The Union Ministry of Home Affairs (UMHA) had raised the concern regarding the incident on February 11, 2020.

On March 21, The Naga Students’ Federation (NSF) appealed to different Naga Political groups to forge a united front, with regards to ongoing naga peace talks, reports Eastern Mirror. NSF stated that “the palpable differences in ideology and approach between the groups have been doing the Naga society much harm than good despite all that they’ve achieved on different negotiating tables. It is the collective aspiration of the Naga youth and student community, for both the negotiating groups to shed their differences and come on a common platform, to find the best possible path and solution for the Nagas in the present political circumstances, without losing the unique political history of the Nagas for a lasting peace in the region.” It also appealed to the Government of India to conclude the negotiations. It stated that GoI should change its approach based on its true merit and create a bonhomie environment to facilitate the process for early solution based on whatever has been agreed, as any reversion would only delay the process.

National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) reiterated that the only path to solution to the Naga political issue with the Government of India (GoI) lies along the broad-based Framework Agreement signed on August 3,2015, reports Nagaland Post on April 1. NSCN-IM stated that Framework Agreement is based on the recognized unique history and sovereignty of Nagas and co-existence of the two entities of being sovereign, recognised by the (GoI). Northeast Now adds that Quoting the agreement, the NSCN-IM said, “Both sides have understood each other’s respective positions and are cognizant of the universal principle that in a democracy sovereignty lies with the people. The sovereignty of the Nagas lies with the Naga people and the sovereignty of India lies with the Indian people. The Framework Agreement is principle based.”
