In a statement, it had also reiterated its stand that the cease-fire should be extended to all Naga inhabited areas. The NNP also said, in its statement, "Nagas are one people and one nation. Limiting the cease-fire coverage to only Nagaland State has no logic," and added that the ongoing peace process between the Union government and the NSCN (Issac-Muivah) [NSCN-IM] has proved to be a non-starter.

It accused the Union government of not meeting the outfit’s demand to extend the area of cease-fire despite repeated positive assurances. On May 9, the Union government attempted to break the deadlock over the extension of the area of cease-fire with the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) in the face of the threat issued by the outfit to call off the agreement. Government chief interlocutor K Padmanabhaiah, speaking to newspersons, said he was planning to call on the NSCN-IM leadership shortly to discuss the issue. He added, "We normally hold negotiations once in six months and as the term of the present cease-fire also expires on July 31, so we plan to meet soon." Meanwhile, the Prime Minister’s Office (PMO) is convening a meeting of Chief Ministers of Assam, Manipur and Arunachal Pradesh States shortly to work out a solution to the problem.

On May 15, clashes were reported between the Myanmarese Army and the National Socialist Council of Nagaland-Khaplang (NSCN-K) along the Indo-Myanmar border. According to official sources, an estimated 300 Myanmarese Army personnel raided four villages of the Konyak regional centre, which houses the base camp of the terrorist outfit to evict the terrorists which led to a fierce encounter. On May 17, Thuingaleng Muivah, the General Secretary of the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), in a statement from Bangkok, warned of retaliation against government forces, charging the Union government with not honouring its commitment to extend the cease-fire to States neighbouring Nagaland. The outfit also declared a state of 'emergency' and dissolved the Tatar Ho Ho, an umbrella body of Naga religious leaders. Earlier, on May 16 the Nagaland Pradesh Congress (NPC) appealed to the NSCN-IM to reconsider their move to review cease-fire with the Union government in the larger interest of the people.

Speaking at a public meeting SC Jamir referred to the ongoing peace talks between Naga terrorist outfits and the Union government saying that without unity among all underground factions, no meaningful political negotiation would be possible as no single underground group represented the entire Naga people. The outfit’s chairman Issac Chishi Swu, in a statement, said ‘We are sorry their words are no longer trustworthy. We do not think they can solve any problem, big or small, as long as they rely on deception and violence’. The National Socialist Council of Nagaland-Khaplang (NSCN-K), on May 18, claimed it has repulsed a Myanmarese military offensive and has killed 50 soldiers ever since the encounter began on May 6. The outfit also admitted to have lost three of its cadres. Kitovi Zhimomi, general-secretary of the outfit claimed that the Myanmarese soldiers have torched three Konyak Naga villages inside Myanmar, namely, Honyat, Thrilo and Yangchung. Meanwhile, the Naga Peoples' Movement for Human Rights (NPMHR) described the attacks by the Myanmarese troops as "disturbing and breach of human rights." The Naga Students' Federation (NSF), in a statement, expressed its deep anguish over the incident and appealed to the international community to raise their voice against, the ‘flagrant violation of human rights’.

On May 23, two prominent NGOs in Nagaland, the Naga Hoho (the state’s apex tribal council) and the Council of Naga Baptist Churches (CNBC), have urged the Union government to concede to the demands of the National Socialist Council of Nagaland-Isak-Muivah (NSCM-IM). In a joint memorandum submitted to Prime Minister Atal Behari Vajpayee, the two organisations said: "Cease-fire and peace are the twin aspirations of the Naga people and the NSCN-IM’s demand for extension of the cease-fire is a positive move. Therefore, we recommend that the cease-fire be extended to all Naga inhabited areas." However, on May 24, the All Manipur United Clubs' Organization (AMUCO) has urged the Prime Minister to ‘restrain from taking any action, which will deteriorate the atmosphere in Manipur in the wake of extension of cease-fire with the NSCN-IM.

The Union government has decided to hold fresh talks with the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) ‘within a fortnight’ in a bid to save the Naga peace process from the brink of collapse. This was disclosed by Gopal K. Pillai, joint secretary (Northeast) in the Ministry of Home Affairs. A meeting of either the Prime Minister or the Home Minister is being planned with the Chief Ministers of Assam, Manipur and Arunachal Pradesh in the first week of Jun, 2001 to sort out the cease-fire extension issue. This will be followed by a fresh round of talks with the NSCN-IM leadership. Earlier, talks between Union government chief negotiator K. Padmanabhiah and the NSCN-IM leadership in Bangkok had failed to solve the issue of extension of the ongoing cease-fire to Naga inhabited areas outside Nagaland.

On May 29, the Naga National Council (NNC) accused the Union government of adopting ‘double standards’ in initiating the peace process to resolve the Naga problem. In a statement, the NNC pointed to the fact of the existence of a set of different cease-fire agreements signed by the Union government with the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) and the National Socialist Council of Nagaland-Khaplang (NSCN-K). This, the NNC said, was intended at ‘creating confusion in the minds of the Nagas’. It also accused the government of trying ‘to further factionalise the political issue to create deeper division amongst the Nagas’.
