K. Padmanabhiah, the Union government’s special interlocutor in the Naga peace talks, and K.P. Singh, Director, Intelligence Bureau, are leaving for Thailand on May 1 for renewed negotiations with the National Socialist Council of Nagaland - Isak-Muivah (NSCN-IM), reports said. According to media reports quoting an NSCN-IM spokesman from Bangkok, there have been consultations with 89 non-governmental organisations (NGOs) from Thailand and around 80 people from Nagaland have been invited to act as consultants. Reports also indicated, the NSCN-IM is prepared for a settlement within the Union government.

The Union Government’s special envoy K Padmanabaiah has said that while the talks with National Socialist Council of Nagaland – Isac Muivah (NSCN-IM) leaders were progressing steadily, there has been no "dramatic development". Speaking on May 5 after the conclusion of the two-day talks in Chiangmai, Thailand, Padamanabaiah said that there was a good understanding of each other's problems and the two sides were "trying to work out a solution to the complex issue". He further said that the two sides would meet again by the end of June and added that the extension of the cease-fire, which expires on July 31, would be taken up during the next meeting.

According to media reports, the tripartite meeting between representatives of the Union government, Assam government and the Bodo Liberation Tigers (BLT), held in New Delhi, on May 6, to discuss the issue of Bodoland Territorial Council (BTC) remained inconclusive. The BLT reportedly took strong exception to the inordinate delay in resolving the Bodo issue. It also sought a deadline from the Union government on the creation of the BTC. Nagaland Chief Minister (CM) SC Jamir said the Union Government would soon start talks with the National Socialist Council of Nagaland - Khaplang (NSCN-K) and urged for a shift in the venue of the dialogue with the National Socialist Council of Nagaland - Isak-Muivah (NSCN-IM) to India from Thailand. According to media reports of May 7, the CM pointed that the decision to withdraw arrest warrants against NSCN-IM leaders was intended to facilitate their visit to India. Stating that the talks in Bangkok between the Union Government and the NSCN-IM were yet to touch upon substantive issues, the CM said it would be appropriate to engage in crucial and substantive negotiations at a place where people had access to. The CM was critical of the NSCN-IM for collecting huge amounts from the business community through extortion in Dimapur to fund its Bangkok trip. Regarding discussions with the NSCN-K, the CM said, since there cannot be two solutions to the Naga problem, ultimately all the groups have to come together to find a solution.

Although several government statements has been made announcing the withdrawal of the arrest warrants served against the two NSCN-IM leaders, an official announcement has not been made in this regard nor was it officially communicated to the NSCN-IM. Nagaland Chief Minister SC Jamir once again urged all the 16 tribes of Nagaland to put up a united front to find a political solution to the Naga problem and urged for transparency in the ongoing peace talks between the Union government and the Naga terrorists. The Chief Minister, stating that the negotiating parties had not been maintaining transparency in their talks, questioned if they were working out a solution in secret. The Chief Minister further expressed surprise that Nagas were talking of sovereignty, and independence while at the same time also of taking part in the elections, which are held under the Constitution of India. The CM further expressed surprise at the absence of a cease-fire between the Naga terrorist groups, while the cease-fire between the terrorists and the Indian army and Central Reserve Police Force (CRPF) was being successfully implemented. Jamir also deplored that, in the name of Naga nationalism, people were being extorted and that they were frightened to speak frankly for fear of guns.
