Speaking to the media on November 7 after the second meeting of the Ceasefire Supervisory Board (CFSB), Board chairman Lt Gen RV Kulkarni said the Army and the National Socialist Council of Nagaland––Khaplang (NSCN-K) resolved to abide by the ground rules in letter and spirit. The meeting discussed identification of designated camps proposed by the NSCN(K) and providing identity cards to senior leaders, besides finding a mechanism to redress grievances of either side in connection with the implementation of the ceasefire. A spokesman for the NSCN(K) said at the same venue that the ceasefire was paving the way for talks with the Union government to find a political solution to the Naga problem.

Nagaland Chief Minister S C Jamir has urged the Union government to initiate measures for an early settlement to the Naga crisis, indicating that it would even help in resolving insurgency problems in other states of the North-east, too. He stated this at the recent Chief Ministers Conference on Internal Security in New Delhi. He said, When a well-organised armed movement takes places, which are abetted and assisted by foreign agencies like ISI and similar organisations, naturally it is a serious internal security problem both for States and the Centre." While suggesting appropriate legal cover to security forces dealing with insurgencies, he insisted on an effective cohesion and understanding among State police, paramilitary forces and the Army to produce the desired results. Commenting on the on-going Naga peace process, the Chief Minister urged the Union government to involve all terrorist outfits, the State government and political parties, and NGOs and Churches in the dialogue process, instead of talking to only one or two terrorist outfits.

The apex tribal council of the Nagas, the Naga Hoho has appealed to both the National Socialist Council of Nagaland factions not to "take precipitate actions or to provoke one another at this crucial juncture as the Nagas have a last chance to settle the decades-old political problem." Expressing concern over the recent resurgence of factional killings, Convenor of Naga Hoho Co-ordination Committee, Niketu Iralu and Naga Hoho President, M Vero, said the present opportunity could be a last chance for "our people to adequately heal our wounds and to secure the future of our people." Since the attack on National Socialist Council of Nagaland NSCN (Isak Muivah) –NSCN-IM cease-fire monitoring cell office at Dimapur on October 24, incidents of violence in the State have led to at least 20 deaths. The Hoho maintained that the Naga people were passing through a ‘critical juncture’ at this stage when a break-through in the protracted Naga issue could either happen or their search for a final settlement could suffer a serious setback.

The National Socialist Council of Nagaland (Khaplang) – NSCN – (K) has claimed that its rival National Socialist Council of Nagaland (Isak Muivah) – NSCN (IM) faction for the safety of its bases and camps in Bangladesh, "has been undermining the threat posed by the infiltrators to the cultural and linguistic identity of the Nagas." This was stated in a statement issued by a 'minister' of the Khaplang faction from its hideout in Silchar on November 26. The NSCN (K) claimed that the influx of Bangladeshis has assumed alarming proportion and is going on reportedly at the behest of the NSCN (IM). The statement of the NSCN (K) 'minister' pointed out that "the NSCN (IM) has entered into an arrangement with the Bangladesh Army for the latter's support to its (NSCN-IM) bases there, and the NSCN (IM) would help in settling down illegal migrants from that country."

"When they (Tangkhuls) failed to co-exist with their younger brothers (Meiteis), they claimed to be Nagas which they are not", a statement issued by Bendyng Jamir, ‘under-secretary’, ministry of information and publicity, ‘Government of the People's Republic of Nagaland’ (GPRN), said. Accusing the Tangkhuls of causing political setbacks to the Nagas and splitting them with ‘cruel instinct’, the outfit claimed that the Tangkhuls have completely disgraced their fraternal identity with Meiteis because they have failed to co-exist with them and have also sought refugee status in Nagaland.

The appeal was made when a delegation of Naga leaders held negotiations with the leaders of the outfit on the matter on November 28. Meanwhile, vehicular movement continued to be suspended on the NH 53.
