Security Forces (SFs) arrested four militants belonging to the Dima Hasao National Army (DHNA) from Peren District in Nagaland on October 2, while they had gone there to procure arms, reports Indian Express. One person held captive by the militants was also rescued during the operations. While Thaijandro Langthasa alias Jaman, ‘commander-in-chief’ (C-in-C) of the outfit was arrested from a hotel in Jalukie town in Peren District along with an accomplice, the outfit’s ‘deputy C-in-C’, one Dimon Haslong alias Choudhury was arrested from a hideout in a forest near Langokro. The fourth militant, identified as Isac Liangmai was arrested following a search conducted in Khelma. Assam Rifles (AR) Public Relations Officer (PRO) based in Kohima said that while the initial operation was carried out by troops of 18 AR in Peren District in Nagaland, they were later backed up by 43 AR and the Assam Police in the subsequent operations along the Assam-Nagaland border areas. The militants had gone to Nagaland to establish contact with the National Socialist Council of Nagaland-Khaplang (NSCN-K) and procure arms. The SFs also dug out three caches of arms and ammunition from the hideout in the forest near Langokro, which comprises several assault rifles, ammunition, radio set walkie-talkies, detonators, combat dresses, and incriminating documents including a bunch of extortion notes, the PRO informed.

According to NSCN-K sources the outfit continued to reaffirm that it “will never compromise on Naga sovereignty.” It is significant that leading civil society groups of Nagaland, including Naga Mothers Association (NMA), have been insisting on NSCN-K to re-join the peace-process. Senior functionaries of NSCN-K said it has also refused to be part of the Myanmar Government’s Nationwide Ceasefire Agreement (NCA) to be signed with the ethnic rebels geared to end civil war in the country.

37 AR in joint operation with 32 AR arrested one armed militant of Reformation faction of National Socialist Council of Nagaland (NSCN-R), identified as ‘sergeant major’ Toka Sema of Purana Bazaar in Dimapur District. Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) has expressed dismay and said it was compelled to condemn the unwarranted raids, arrest and destruction of office properties by 46th Assam Rifles (AR) along with Para Military Special Force since October 4, 11 pm and again on October 5, 4am, ransacking and destroying the mess of Meluri town command and Pochury Region office in Phek District, reports Nagaland Post on October 6. In a press statement, NSCN-IM ‘MIP’ said one US. Carbine and one Walkie Talkie were taken away by the team during the raids. MIP said at this crucial juncture of serious political negotiation between the Government of India (GoI) and NSCN-IM to bring about peaceful political solution between the two entities, it was unwise on the past of AR to vitiate the conducive atmosphere by indulging into something which not only violate the Ground rules of Cease Fire Agreement but also created confusion to the level of confidence and momentum already build up between the two party.

One person, identified as Bitu Mandal was killed and another one was critically injured as both were reportedly shot at point blank range by the cadres of Khaplang faction of National Socialist Council of Nagaland (NSCN-K) near Zunheboto town in Zunheboto District on October 5, reports Morung Express. Police sources said that the victims, both non-Naga manual labourers, were reportedly blindfolded with both hands and legs tied and shot at point blank range. NSCN-K’s ‘ministry of information & publicity (MIP)’ in a press release informed that People’s Army of Nagaland (Naga Army) has awarded “capital punishment to two active Indian undercover agents at Zunheboto on October 5.” It also warned that NSCN-K would “not tolerate or spare any espionage activities against the Naga struggle and the same yardstick shall be applied to irrespective of one’s citizenship i.e. local Naga or Indian.”

The Governor however skirted the issue of consulting the concerned Chief Ministers about the Naga agreement. The problems of Nagas living outside Nagaland are different from problems of Nagaland, he said. “Other organisations with whom the Government has peace agreement, would be called one by one and gracefully we will be talking to them, so that we can also include their ideas, requirements within the framework of this peace agreement,” Acharya said.

One of the civilians injured in an attack by the cadres of Khaplang faction of National Socialist Council of Nagaland (NSCN-K) near Zunheboto town in Zunheboto District on October 5, died on October 6, reports The Sangai Express. As reported earlier, one civilian was killed and another one was injured when both were reportedly shot at point blank range by the NSCN-K cadres near Zunheboto town. A press statement from the Assam Rifles (AR) on October 6 said, "However, as per inputs received from the civil administration the two non-Nagas who were shot by NSCN (K) were daily wage labourers from Bihar", reports The Sangai Express. "One of the labourers had been working in Nagaland for the past ten years while the second labourer had arrived only around mid September 2015. How Bihari daily wage labourers can provide information of NSCN (K) cadres to the Army can only be explained by the murderers who have carried out the execution or their wise leaders who have ordered the execution," it added. "It is well known that NSCN (K) is facing problems of very low morale among their cadres. There is severe trust deficit between NSCN (K) cadres from Nagaland and Myanmar," said the press release. Inspector General of Assam Rifles - North (IGAR-N) Public Relations Officer (PRO) said that based on specific inputs regarding “extortion, detention, peddling arms ammunition and drugs at Half Nagarjan (Dimapur District), 32 AR led by its Coy commander conducted a house search was found that it was an illegal detention center of NSCN-IM”. PRO said one Rovisalvo Angami was detained by NSCN-IM under Operation Acceleration Dimapur Town. Upon questioning, PRO said Rovisalvo was “taken into custody by NSCN-IM, was beaten and was placed in a closed chamber with no ventilation by NSCN-IM cadres.” The arrested NSCN-IM cadres were identified as ‘Sergeant Major’ Trihah, ‘Sergeant Major’ Yetovi, ‘Sergeant Major’ Aketo, ‘Corporal’ Lamek Rongmei, ‘Corporal’ Among and Vikhuho. AR also recovered large number of incriminating documents, PRO said. AR added that the incident has “brought to light the nefarious activities of NSCN-IM in a ceasefire environment.” NSCN-IM has strongly condemned the raid at the office of the Dimapur Town Command and the arrest of its six cadres by the 32 AR.

It also agreed that the NNC shall always maintain the non-violence policy and diplomatic relations with the neighboring countries and other nations in the world. It further asserted that the NNC has nothing to do with the Framework Agreement which was signed between the GoI and the NSCN-IM on August 3, 2015. The NNC has taken strong exception to the remark made by the Governor of Nagaland & Assam, PB Acharya that “the NSCN-IM is the leader of the insurgent groups and it claims that it has the monopoly over all representing the Nagas. That is why the government is engaging with it”. “Just because NSCN (IM) has the resources to trouble the Indian state or to muffle its own people with their muscle power if desired, it does not make them the leader of the Naga people. A leader, on the contrary, is someone who commands the loyalty and respect of the people and one who represents the hope and aspiration of the people,” the NNC stated. According to a press statement from Public Relations Officer (PRO) AR, Kohima, the youths, which included minors, were “deceitfully lured on the pretext of providing civil employment” in Dimapur by one Seiminthang Kuki and Lamang Kipgen, said to be NSCN-K cadres. The AR maintained that the youths were then transported to NSCN-K training camp across the border into Myanmar. However, before the youths were “plunged into ruined destiny of death and destruction by NSCN-K leaders,” all three were successfully rescued by the 18 AR, the press statement stated. The rescued boys have safely reached home, the AR also informed.

India on October 13 claimed that a camp allegedly belonging to Khaplang faction of National Socialist Council of Nagaland (NSCN-K) was demolished along the Indo-Myanmar border by the Myanmarese Security Forces (SFs) forcing them to change their location last weekend. The camp, located at Myanmarese village Monlei, across Tuensang in Nagaland, was completely destroyed by the Myanmarese Army, official sources quoted reports from Myanmar as saying. The camp was located in the same area where Indian Army carried out operations against NSCN-K during which top Government officials had claimed loss to the group. They said the camp was located just across the Indo-Myanmar border and perhaps the authorities in that country did not want such camps to continue near the border. However, there was no clarity on the casualty in that operation. The Asian Age adds that the camps of the outfit’s ‘vice-president’ Khango and the ‘self-styled military advisor’ of the NSCN-K Niki Sumi are learnt to have been destroyed by the Myanmarese forces. However, NSCN-K on October 13 informed that Myanmar Army, in a military operation led by one Lieutenant colonel Min Thaw Hein, of 364 Battalion, burnt and destroyed temporary refugee camp of the Naga Army established at Pou Nyiu and Langtin villages in Myanmar, reports Morung Express. The military operation took place despite a bilateral ceasefire agreement for peaceful relationship existing between the NSCN-K and the Myanmar Government, a ‘Ministry of Information & Publicity (MIP)’ release stated. The date of the occurrence of the operation was not specified. The NSCN-K maintained that it had already vacated the temporary camp in upholding the bilateral ceasefire agreement between the NSCN and Nyapithaw Government and had expected the Myanmar operation commander to uphold the same.

The Thein Sein Government gave this assurance to National Security Advisor (NSA) Ajit Doval and Interlocutor for Naga Talks, R.N. Ravi who flew in from Delhi to witness the signing of a National Ceasefire Agreement (NCA) between Myanmar and eight ethnic armed groups (EAGs) on October 15. Ajit Doval met President Thein Sein and Minister in the President’s office Aung Min during his 24-hour trip. According to report, even though Myanmar has a ceasefire agreement with NSCN-K since March, the army launched operations inside its western borders with India against NSCN-K militants on October 15. According to reports, the NSCN-K has training camps across the Manipur border with Myanmar and across the Vijaynagar salient in Arunachal Pradesh. Sources said Myanmar was keen that Doval attend the NCA ceremony as India played a role behind the scenes to broker a truce between the government and rebel armies.

Ravi and Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) have categorically denied the existence of a document consisting “NSCN-IM 50-point charter of demands”, purportedly to be tabled by NSCN-IM during the first round of meeting with the Government of India after signing of the August 3 ‘Framework Agreement’, reports Nagaland Post on October 18. Ravi termed the news report as “all false”, adding “no such demand has been made by NSCN-IM”. He termed the content in the so called 50-point charter of demands, as “a mischievous rumour”. A senior member of NSCN-R alleged that their cadres were being continuously arrested by the Assam Rifles (AR) on “false charges of drugs trafficking and extortion”. He said its cadres are also being nabbed by the Isak-Muivah faction of NSCN (NSCN-IM) and NSCN-Unification (NSCN-U), which run a parallel Government in Nagaland, on cooked-up charges drug trafficking and extortion. “Due to the continuous torture and assault at the hands of security forces and NSCN-IM and NSCN-U, some of our cadres have decided to cross the border (into Myanmar) and again join NSCN-K. Sumi Hoho (the apex body of the Sema tribe) has reaffirmed the stand at the Sumi Baghi Hoho (Sumi general public meeting) on August 23, 2015, that the Sumi people were neither in favour or against the Peace Accord signed between Government of India and Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) “until such time the contents of the Accord is made known to the public”, reports Nagaland Post on October 23. Sumi Hoho said it was constrained to issue the statement, to clear the air of confusion arising out of press statements from self vested interested individuals, minor organisations and local based organisations who expressed endorsement of Peace Accord. It reminded that the Sumi Baghi Hoho on September 3, 2015 resolved to revoke the abrogation of relationship imposed upon the NSCN-IM. Sumi Hoho reaffirmed that revocation of abrogation of relationship did not necessarily mean support to the Accord until and unless “all the Nagaland Political Groups and stakeholders, inclusively participate and involve in Naga peace talk”.

India is gathering intelligence on the second rung leadership in Khaplang faction of National Socialist Council of Nagaland (NSCN-K), with the insurgent group facing a leadership crisis, reports The Sangai Express. This comes as the leader of the group, SS Khaplang, has turned 75 and is reportedly not in good health, a CNN-IBN report stated. The report states that India has asked Myanmar Government to convince NSCN-K to resume talks. The move also comes after several Nagaland based civil society groups including the State Government had appealed to the Government of India to consider resuming talks/cease-fire with the NSCN-K, after it abrogated its 14-year ceasefire with India in March 27, 2015. With other NSCN groups already in a ceasefire with India, the Government believes a widely acceptable solution can be arrived at if Myanmar can help bring NSCN-K to the negotiating table.

According to Police, the driver was abducted on October 23 by militants and demanded a ransom of INR 10,000 from his family members. Police arrested five persons involved in the crime, identified as ‘SS. A ‘Ministry of Information & Publicity (MIP)’ release from the outfit on October 27 said NSCN-R cadres has been facing atrocities from the NSCN-IM in Kiphire, Tamenglong, Kohima and the latest incident was the ‘arrest’ of ‘Major’ Tennyson and ‘Lieutenant’ Ngamre of Zeliangrong region at Nongba on October 21 last. It alleged that the above mentioned members were brutally assaulted and was still in their custody. Further, the NSCN-IM also ‘arrested’ ‘Lieutenant’ Teiso Angami and Mhasivikho on October 25 in Kohima, the ‘MIP’ informed. Bringing to attention that NSCN-K has been declared an unlawful association under the Unlawful Activities [Prevention] Act (UAPA) by the Union Ministry of Home Affairs (UMHA); an official notice issued by Colonel Rajesh Gupta, IGAR claimed that any article which projects the demands of NSCN-K and gives it publicity is a violation under the UAPA. Speaking as the chief guest at the opening of North Timber Agency in 5th Mile in Dimapur, Rio said while Nagas keep yearning for peace and when an initiative was made to solve the vexed Naga issue, they came apprehensive. He reiterated that if NSCN-IM was working to bring peace, it was for all Nagas and not just for the faction. All Commercial Vehicle Association (ACVA) Wokha District on October 31 alleged that Reformation faction of National Socialist Council of Nagaland (NSCN-R) cadres ‘forcefully’ took INR 5000 as yearly tax from a driver of Wokha bound passenger vehicle (Tata Sumo) on October 21 at Zonal Taxi counter in Kezieke in Kohima, reports Morung Express. The driver was “beaten black and blue and even threatened to shoot at point blank if he speaks out a word,” stated a release from ACVA president, Y Bankathung Lotha and general secretary, C Renbi Ngullie. Naga National Council/ Federal Government of Nagaland (NNC/FGN) terminated two of its officials with immediate effect from October 31, reports Morung Express. According to a press release from ‘Ministry of Rali Wali Affairs’, NNC/FGN, O Chingmak Chang, ‘Deputy Kilonser’ (without portfolio) of NNC/FGN under the leadership of ‘Kedahge Brig.’ (Retd) S.
