According to delayed reports, two 'legislative members' (Lacy) of National Socialist Council of Nagaland- Isak Muivah (NSCN-IM) were killed, on September 4, allegedly by the rival NSCN-Khaplang (NSCN-K) cadres at Cheteba town in Phek district. Media reports said three members of the NSCN-IM Lacy had been abducted while on their way from Kohima to Zunheboto. The police, on information recovered dead bodies of two of them while searching the area following day, on September 5. Two empty cases of AK-47 were also found lying on the incident site. The third captive reportedly managed to flee from the incident-site. Investigations were on when reports last came in.

According to media reports of September 6, Nagaland Chief Minister S C Jamir has suggested to terrorist groups in the State to place before the Union government a better proposal than the 16-point agreement that paved the way for the formation of the State in 1960. Jamir reportedly gave this suggestion while addressing the Nagaland Pradseh Congress Committee (PCC) general body meeting in Kohima, on September 4. He also reiterated that all terrorist organizations involved in the peace process should keep the people informed about the progress of the current peace talks. According to media reports, the Chief Minister said his party’s booklet, 'Bedrock of Naga society', which triggered controversy in the State, has initiated a debate in the media too. Jamir pointed out that nowhere in the booklet was it mentioned that the 16-point agreement was the final solution of the Naga issue. He also reportedly said that terrorist organisations involved in a political dialogue with the Union government should climb down from their Naga sovereignty- demand.

In yet another incident, a ULFA 'lieutenant' identified as Lakhyajit Gogoi alias Bhaimon Gogoi and another ULFA terrorist Arvinda Konwar alias Devanand Chetia were arrested by the Assam Rifles in Nagaland's Mon district on September 6, said a delayed report. They had allegedly entered the town from Myanmar to collect medicines and rations for their Myanmar-based camps. According to media reports of September 9, Nagaland Chief Minister S.C.Jamir demanded the extension of the ban the on National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) under provisions of the Unlawful Activities (Prevention) Act. Jamir submitted a memorandum to Deputy Prime Minister L K Advani requesting extension of the ban, which is due to expire in November 2002. The report added that the Chief Minister fears that withdrawal of the ban might escalate ongoing internecine killings in Nagaland. Cases pending against NSCN-IM leaders had earlier been withdrawn by the Nagaland government. Media reports indicated that Jamir’s demand has created apprehension on the future of the ongoing peace process.

The terrorist outfit took the decision after various organisations, led by Sumi Hoho (tribal council), assured that stern action would be taken against violators of the "peace zone" agreement. The Assam Rifles (AR) has reportedly issued a 24-hour ultimatum to both the factions of the National Socialist Council of Nagaland to stop the ongoing factional feuds (internecine clashes) and return to their respective barracks. According to media reports, the deadline has begun from the evening of September 12, and was issued due to the escalating violence between the two factions in the Thonkniyu area of Nagaland. Recently, Thonkniyu witnessed a bomb blast inside the residence of serving Congress-I Legislator Shingnyu, earlier reports said. According to the AR statement issued from its Headquarters at Tuensang on the same evening, the violence and harassment inflicted on villagers by the NSCN outfits is a clear violation of cease-fire norms.

According to media sources, neither Prime Minister Atal Behari Vajpayee nor Deputy Prime Minister L K Advani, who is also the Union Home Minister, has taken any decision on lifting the ban on the outfit. However the Deputy Premier said at a meeting of the Parliamentary consultative committee attached to the Union Home ministry that the Union government is currently examining the political demands made by the NSCN (I-M). According to media reports of September 18, the National Socialist Council of Nagaland- Isaack-Muivah (NSCN-IM) condemned Nagaland Chief Minister SC Jamir and former Manipur Chief Minister Rishang Keishing for their alleged actions. In a faxed message, the outfit reportedly charged Jamir for working against the will of the Naga people, and Keishing for opposing the extension of the cease-fire in the State of Manipur. The release also has charged Jamir’s Nagaland Pradesh Congress Committee (NPCC) and the Union government for ‘imposing’ democracy in Nagaland against the popular desire for a political solution to the Naga problem. Reportedly, the Naga civil society and some international organisations had made observations on popular desire before the 1998 general election in the State. Media reports added that the NSCN–IM release further charged Jamir of masterminding and engineering factionalism covertly in the Naga Students Union in Delhi, supporting the rival National Socialist Council of Nagaland-Khaplang (NSCN-K) in the recent problems in Chumukedima, and of supplying NSCN-K terrorists with arms and ammunition.

The decision came at the ongoing parleys in the Thai capital Bangkok. Reports further said that the Naga outfit has agreed to come to Delhi for further talks if ‘hurdles’ were removed. In a joint statement issued by Union government chief interlocutor K Padmanabhaiah and NSCN general secretary T. Muivah, both sides reaffirmed ‘the political importance of the broad frame-work agreement contained in the Amsterdam Joint Communiqué issued in July 2002’. The communiqué referred to the assurance in writing given by the NSCN (IM) leadership to the Union government to come to India to hold furthers rounds of talks. Both the parties have discussed a broad range of ‘substantive issues’ and agreed on measures to ensure a smooth continuation of negotiations and the need to intensify the talks. Quoting a senior member of the Steering Committee of the NSCN, Rai Sing, media sources informed, during the talks the Naga side had raised issues such as lifting the ban on the outfit, Armed Forces Special Powers Act and arrest warrants pending against leaders/cadres. Sing, however, did not elaborate on the ‘substantive issues’ touched upon during the talks, reports added.

Two former Chief Ministers of Nagaland, Hokishe Sema and Vizol, are on their way to Bangkok to meet with the National Socialist Council of Nagaland-Issack-Muivah (NSCN-IM) leadership. According to media sources, they had left for Bangkok after briefing Prime Minister Atal Behari Vajpayee about the recent political developments in Nagaland. The sources added that both the former leaders submitted a memorandum to the Prime Minister urging him to take all necessary steps for the smooth conduct of the upcoming State Legislative Assembly elections. The two ex-Chief Ministers also urged the Prime Minister to expedite the Naga peace process. Some Naga elders who are involved in Naga the peace process and reconciliation accompanied the two ex-Chief Ministers in their way to Bangkok. To recollect, NSCN (IM) leaders have recently held two rounds of talks in Bangkok with Union government chief interlocutor K Padmanabhaiah. The talks reportedly concluded on a positive note. Besides, the outfit’s leadership has agreed to go over to India for the next round of talks.

Quoting an official release, reports added that the rehabilitation home would have basic amenities like prayer room, dining hall, telephone booth, canteen and space for indoor games. Also, vocational training for the inmates was being planned. As per the reports, the project was intended by Nagaland Commissioner P Talitemjen and assisted by Deputy Commissioner of Kohima, Norman Putsure. The Assam Rifles also had played a supporting role by housing some 53 terrorists, the reports added.
