Eastern Nagaland People’s Organisation (ENPO) on September 1, urged Nationalist Socialist Council of Nagaland- Khaplang (NSCN-K) and Khole-Kitovi faction of NSCN (NSCN-KK) faction to adhere to ENPO’s December 18, 2007 resolution, reports Nagaland Post. This comes in wake of faction clash between the outfits in Kiphire District. ENPO’s resolution states that on behalf of the six tribes [Konyak, Khiamniungan, Chang, Yimchunger, Sangtam and Phom], ENPO has urged all factions/groups to honour and adhere to the joint resolutions of peace and tranquility, and to strictly restrain from any forms of violence and conflict within ENPO jurisdiction.

NSCN-Khole-Kitovi’s team comprising of three members led by ‘kilonser’ Akato Chophi left for Delhi on September 2 to discuss on the Naga political issue with Central political leaders. Chophi said that the discussions would be focused on Naga political issues with the Government of India and added that they hoped for a positive response from them. Also, NSCN-K has released NSCN- Khole-Kitovi’s ‘sergeant major’ Botai Wangnaoham unharmed in presence of local leaders and family members who was in their custody as “gesture of good faith”.

A civilian and one Nationalist Socialist Council of Nagaland-Khole-Kitovi (NSCN-Khole-Kitovi) cadre were killed while two more civilians sustained injuries when suspected NSCN-Khaplang (NSCN-K) cadres attacked the house of NSCN-khole-Kitovi Yimchunger region ‘chairman’ identified as Yimthong Yimchunger at Longya Ward, Kiphire town (District) at around 1 am on September 3. The deceased identified as khapur Tsingthong (NSCN-Khole-Kitovi) and a civilian identified as Luthong of Zanger village were sleeping in a room when the incident occurred. They added that the two were shot when they went out of the room after suspected NSCN-K cadres hurled stones at the roof.

Nationalist Socialist Council of Nagaland-Khaplang (NSCN-K) strongly dismissed the Naga peace process saying that, in the event of NSCN-Isak-Muivah (NSCN-IM) bringing any solution will be only a ‘factional solution’. With NSCN faction led by Khole and Kitovi continues to advocate on the line of Nagas of Nagaland and Nagas of Manipur and their separate solutions, the NSCN group headed by S.S Khaplang said on September 4 that if any settlement is brought about in the ongoing NSCN-IM and the Government of India talks, it will be only a “factional solution”. NSCN-K senior kilonser (minister) Wangtin Konyak said, “We are fighting for sovereignty of the Nagas. This is the desire of the Naga people.” Wangtin Konyak said that under no circumstances, the NSCN-K will be a part of any settlement brought about from the ongoing talk between New Delhi and NSCN-IM.

It has charged AR personnel of conducting raids on the homes of NSCN-K functionaries in their absence thereby causing undue harassment to family members. However, Assam Rifles has rebutted the allegation as “totally baseless and a desperate attempt” by NSCN-K trying to cover the continuous CFGR violations by its cadre claiming that many cadres and weapons have been recovered by Assam Rifles.

Bandh (shut down strike) called by the North East Students’ Organisation (NESO) were on, two cadres of the Nationalist Socialist Council of Nagaland-Khaplang (NSCN-K) were injured in a gun fight with cadres of the NSCN-Khole-Kitovi faction at Dimapur on September 6. The shootout occurred at a place called Thahekhu in Dimapur and it lasted from 7 am to 9 am. The two injured are identified as two ‘sergeant majors’ of the NSCN-K, identified as Mario Anal and James Kikon. The fight began when NSCN-Khole-Kitovi group attacked the cadres of NSCN-K at a house in Thahekhu, around 5 kilometres south of Dimapur main market. According to the source, one Khethovi, who was a town commander of NSCN-Khole-Kitovi group in Dimapur had defected to Khaplang camp a few weeks ago which did not go well with the former.

Nagaland Assembly, on September 21, took serious note of the frequent loss of arms and ammunition that mostly land in the hands of militants in the State. Between 1998 and 2012, the State has lost 152 guns of different calibers and 44,550 rounds of ammunition. The lost weapons included automatic rifles like AK-47, SLR, carbine and machine guns. Most of these are now with militant outfits operating in the State. Chief Minister Neiphiu Rio said, the Ministry of Home Affairs had taken serious note of the loss of several weapons by Police personnel and was making efforts to recover the arms from militant groups through the ceasefire monitoring group. Rio said the State Government was making all efforts to curb insurgent activities in coordination with the Centre and termed the loss of weapons and ammunition as “shameful”. “It is a shame that our police personnel are robbing arms and ammunition”, he said. Dozens of police personnel had deserted the force and joined rebel outfits with arms and ammunition, a fact that Rio also confirmed. He said action had already been initiated against some Police officers and jawans for the lost arms and ammunition.

A well placed source from the NSCN-Khole-Kitovi informed that cadres of the outfit were on their way to a village and suddenly they bumped into the rival cadres on the outskirt of Kiphire.
