Y. Wangtin Naga, the ‘president’ of Reformation of National Socialist Council of Nagaland (NSCN-R) stated that Naga imbroglio that has been festering for over five decades and has claimed countless lives of civilians and security personnel can be solved within two years if the Indian Government has the will to do so, reports Nagaland Post on September 8. He stated that “We have been fighting for Naga sovereignty for decades demanding the carving of a Naga country from both Myanmar and India. But, we have found that it’s practically impossible. So the Nagas from the Indian side should seek a solution from India and Nagas in Myanmar should seek solution from Myanmar. He also stated that Khaplang, the leader of Khaplang faction of NSCN (NSCN-K) was also misguided by other militant groups such as the United Liberation Front of Assam (ULFA), Kamtapur Liberation Organisation (KLO) and Kanglei Yawol Kanna Lup (KYKL).

Nagaland & Assam Governor PB Acharya stated that 4000 NSCN-IM militants would be absorbed into Security Forces (SFs) under the recent ‘frame work agreement’ signed between GoI and NSCN-IM, reports Nagaland Post on September 9. He stated that since the members of the group (NSCN I-M) have long been cut off from the civil society and living with arms, the government has decided to absorb some 4,000 of them into the security forces in a big way.” He also said that after signing of the agreement, NSCN (I-M) has now merged with the civil society. He stated that , “All that the NSCN (I-M) leadership wants is that the Nagas, wherever they reside, should enjoy equal status with other communities of the state where they are living.” The Governor also stated that when most of the breakaway groups of NSCN have accepted to join the civil society and shun the path of violence, it is not long before NSCN-K will also join the peace process. Achraya said while the NSCN has given up the demand for a sovereign Nagaland, their concern for the welfare of Nagas in other states will be looked into and the proposals made by the Union Government have been accepted by the Naga leaders. The Governor appealed to all armed groups operating in Assam and other parts of North East to shun the path of violence and to be the part of process of development of the region, reports Nagaland Post.

Several Naga Political Groups (NPGs) held a deliberation on September 8 on the Accord signed on August 3,2015 between the Government of India (GoI) and Isak-Muivah faction of NSCN (NSCN-IM) after which, they resolved to convey the message to the Government of India, that “the Naga people do not accept the Accord signed without their consent”, reports Nagaland Post. This was contained in a joint statement signed by ‘chairman’ Khitovi Zhimomi, Khole Konyak and ‘general secretary’ Z. Royim Yimchunger of Khole-Khitovi faction of NSCN (NSCN-KK), ‘acting president’ of Naga National Council (NNC) and ‘general secretary’ Vizosielhou Nagi NC; Kiumukam Yimchungru ‘president’ NNC-Non Accordist (NNC-NA) and Hangping Zeliang, general secretary NNC/NA; Thupushuyi S. Keyho ‘vice president’ NNC and P. Puthai Lam, kilo Kilonser, ‘federal government of Nagaland’ (FGN). The signatories stated that Naga people “expected the much-hyped Delhi Accord of 3rd August, 2015, between the GoI and NSCN (I-M), to set a positive tone for a more rational political discussion on a wide Naga spectrum, for a final political solution, acceptable to all Nagas”, reports Nagaland Post. However, they said, after a month, the Accord turned out to be “a stage-managed activity, under the carpet, with gross inconsistencies” which was destroying its very purpose. The signatories took cognizance of the “current negative political propaganda doing the rounds in Nagaland” after signing of the accord, wherein, they have, in the interest of the future Naga generations endorse the following: being fully aware about the stark differences in the interpretation of ‘sovereignty and integration’ issues between the GoI and NSCN (I-M); sensed the demise of reason and spirit of questioning in Nagaland; urging Naga tribes and common people against “ the perils of committing our land and future to the embryonic Delhi Accord.” Further, they maintained, that in the event Government of India (GoI) expressed its desire to” officially invite any of the signatories for finding “an acceptable political settlement to the Indo-Naga issue” they would, despite their ideological differences, “consult our people and extend unconditional support to one another”, reports Nagaland Post on September 9.

In a rejoinder to statement by Governor of Assam and Nagaland, PB Acharya, NSCN-IM stated that Governor was misinformed or ignorant of the framework agreement signed between the Government of India (GoI) and NSCN-IM, reports Kanglaonline on September 10. NSCN-IM stated that India and Naga will co-exist as two entities and that the question of merger of one with the other does not arise. It also added that “Nagas are not looking for status in par with other communities within the parameter of Indian Constitution. Ours is not a domestic/law and order problem of India”. NSCN-IM further added that ‘Division of Naga territory is one of the causes of the resistance movement. Peaceful and honourable solution will never be there so long as Nagas are kept divided. Territorial integration of the Nagas is a natural necessity, not a choice or demand”. NSCN-IM statement also said that “The framework agreement says that according to the universal principle sovereignty lies with the people, not government. Therefore, the sovereignty of India lies with the Indian people and the sovereignty of the Nagas lies with the Naga people. However, there will be sharing of sovereign power for enduring peaceful co-existence of the two entities.” Governor of Assam and Nagaland PB Acharya, in a statement had earlier said that the Framework Agreement is the foundation upon which the edifice of solution will be built and had added that no areas of other States will be lumped with Nagaland. He had also said that NSCN had given up the demand for a sovereign Nagaland, reports Kanglaonline on September 10.

Government of India (GoI) and Eastern Nagaland People's Organisation (ENPO) held the first round of bilateral talks on the demand for the separate State of ‘Frontier Nagaland’ in New Delhi on September 10, reports The Assam Tribune on September 14. The ENPO, in a release, said both the parties agreed in principle that the process of discussions and the demand of Statehood by it is a separate issue in nature from the present Naga peace talks with the Centre. It was also agreed that both the issues “cannot be mixed up and misunderstood”, the release said. The ENPO stated that the discussion between Union Ministry of Home Affairs (UMHA) officials and ENPO delegation was very cordial with constructive atmosphere, fairness and openness. Issues and grievances of Eastern Nagaland were highlighted for better understanding and feedback of both the parties, it added. The release further informed that the discussion was related to the historical and political background of the ENPO. “The glaring socio-economic and political imbalances were highlighted before the Central officials which is an outcome of outright discrimination and negligence by the successive governments, both at the Centre and the State from day one,” it alleged. As the tripartite talks, proposed by the Centre was opposed, both the parties mutually agreed to initially hold several rounds of bilateral talks. The next round of bilateral talks is expected to be held before the year-end, it was informed.

According to latest Union Ministry of Home Affairs (UMHA) figures, kidnappings, a staple insurgent activity in the North-East, has seen a significant decline this year, with the worst-affected state of Assam showing a nearly 70 per cent drop in kidnapping incidents even as the recently banned Khaplang faction of National Socialist Council of Nagaland (NSCN-K) outfit resorted to maximum abductions for any outfit in 2015, reports The Economic Times on September 22. The figures show that 182 kidnappings have been reported this year from the seven northeastern states compared to 250 in the same period last year and 369 in all in 2014. Assam has seen the biggest drop - from 125 in 2013 and 94 in 2014 to only 24 so far this year, kidnappings in Meghalaya are down from 110 last year to 45 so far this year and the same is down to 24 in Arunachal Pradesh from 49 last year. The maximum kidnappings by any outfit in the North-East this year, 34, have been done by the just-banned NSCN-K outfit in Nagaland and Arunachal Pradesh, followed by 24 by Khole-Khitovi faction of NSCN (NSCN-KK) in both these states and 15 by the Isak-Muivah faction of NSCN (NSCN-IM) - with which a framework agreement was signed recently. In fact, Nagaland has now overtaken Assam as the state worst affected by kidnappings, reporting 55 cases already compared to 65 in all in 2014. The Naga outfits in Manipur along with NSCN-K have meanwhile emerged as the most violent North-East outfits this year, resorting to 65 incidents of terrorism and inflicting 27 casualties on Security Forces (SFs) this year through ambush attacks in Manipur and Nagaland on convoys of Army and Assam Rifles (AR) - the total casualties of SFs this year have hence jumped almost 300 per cent to 40 from only 12 in 2014. Civilian casualties are however down to a record low at only 32 casualties this year compared to 114 in the same period last year. Tripura, where the State Government lifted Armed Forces [Special Powers] Acts (AFSPA) earlier this year, continues to be the most peaceful state in the North-East, reporting only one violent incident, a single civilian death and two killings of SFs. Manipur, the worst-affected state by insurgency in North-East, has seen an improvement, with violent incidents down by nearly 25 per cent.

According to reports, MPC’s U Nyo Ohn Myit said the three groups would however not be able to attend the preliminary meeting because they have central conferences with their respective committees.
