He has however expressed optimism that a solution to the issue would be found. “I can’t say any time-frame for the settlement of the Naga political issue,” he said while describing the issue as “sensitive.” “Let us hope for the best with the dawn of the New Year,” Pandey said.

Myanmar Government is closely monitoring the retractable “regional cease-fire” signed with Khaplang faction of Nationalist Socialist Council of Nagaland (NSCN-K), which was just its most basic “first step” cease-fire. For any cease-fire to be complete, the agreement needs to pass through two more steps: the “union cease-fire” and the “parliament cease-fire”. This was revealed in an interview to Vision Communications by Brigadier General, Kyaw Zan Mynt, deputy minister of Myanmar’s Home Ministry. Mynt assured that “Myanmar will do everything possible to stop, catch and hand over any insurgent found carrying out hostile activities against India.”

Naga Hoho (Apex body of Nagas living in Nagaland) on January 4 avidly appealed to the Election Commission of India (ECI) officials to withhold the election process in the State slated till a political settlement on Naga imbroglio is reached, reports Nagaland Post. It has also asked ECI to give “sufficient time” for the ongoing political dialogue to accomplish its tasks in the interest of all. The Naga Hoho further warned ECI that it should take the responsibility for “political ramification” and any “undesirable situation” arising out of what it termed as “unwanted” elections in State.

The Sangai Express reports that Governor of Nagaland Nikhil Kumar has expressed his regret on the failure to settle the Naga political issue before the Assembly elections (scheduled to be held on February 23). Addressing the Republic Day (January 26) celebration in the State capital Kohima, Nikhil Kumar said it was a big regret that Naga solution could not be brought about before the State Assembly elections. He appealed to all sections of the Nagas to continue working for the peaceful settlement of the Naga political issue.

Nagaland Post reports on January 28 that the Nationalist Socialist Council of Nagaland-Khaplang (NSCN-K) has reiterated its stand on the involvement of its rank and file with the coming assembly elections in the State and has instructed them not to “move around in support or against any political parties.” Talking to Nagaland Post, a top NSCN-K, Ministry of Information and Publicity (MIP) official reminded that the ‘chairman’ of NSCN-K, S.S. Khaplang has issued an order stating that NSCN has “nothing to do with Indian election” and had advised them not to involve themselves in “support or against” any political party. The MIP official said that if any rank and file of NSCN-K was found involving in the “Indian election”, they would be penalized as per the Yezabo (regulations) of the organization. Any rank and file of NSCN-K venturing out of the camp in support or against any political party has been asked to return to their respective camps, added NSCN-K, MIP.

Nagaland Post reports on January 31 that the Naga National Council (NNC) has criticized the State Government for holding ‘sham’ elections and asserted that the polls did not “constitute” the settlement of “Indo-Naga” conflict. This was part of a resolution adopted during a meeting of the NNC central executive council held on January 24 in Kohima. NNC also resolved that it would continue to practice and adhere to the policy of non-violence in upholding the “democratically mandated plebiscite of 1951” by the Nagas “to continue to stay as an Independent nation.” The State Assembly elections are scheduled to be held on February 23.

Nagaland Chief Minister Neiphiu Rio, on January 31, charged the Centre with “ignoring” the Naga political issue and alleged that Prime Minister Manmohan Singh “never found time” to visit the State. “The Prime Minister has not visited our state in the past 10 years. He comes to Congress-ruled states of Assam and Manipur every alternate month but misses Nagaland,” Rio said. The Times of India reports that the election manifesto of the ruling Naga People's Front (NPF) was released by the party president, Shurhozelie Liezietsu, at its central office here on January 31. The manifesto, which runs into 58 pages, makes the Naga political settlement the key issue for the February 23 assembly elections. The Naga People’s Front (NPF) meanwhile also ruled out an early solution to the Naga political problem stating that it had become a distant dream owing to the lack of unity between the community’s rebel groups, adds The Telegraph. It, instead, called for “emotional integration” of Nagas living in different areas.

The Sangai Express reports that the Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) leaders Isak Chisi Swu and Thuingaleng Muivah, on January 31, expressed sadness over the way the outfit’s cadres are behaving. “God will never be happy with NSCN if its members keep on doing their own pleasure of works without doing the will of God,” said NSCN-IM general secretary Thuingaleng Muivah while the outfit’s chairman Isak Chsi Swu said, “If we do not do the will of God, we will be doomed, and the NSCN will be responsible for it”. Thuingaleng Muivah made a direct reference to the present situation where it demands the members to take the right decision in order to save the Naga nation,” said a press communiqué issued by the NSCN-IM. Swu and Muivah were delivering speeches at the ‘34th NSCN Day’ celebration at Hebron, off Dimapur. NSCN was formed on January 31 in 1980 after spitting from Naga National Council (NNC).
