A Regional Cooperation Mechanism (RCM) would soon be set up under which the Police of the eight States, the Central Paramilitary Forces and Intelligence Agencies would work in close coordination to tackle militant outfits operating in northeast States more effectively, Tripura Director General of Police (DGP) Pranay Sahay said on November 4, reports Sentinel. The proposed RCM will be of help to the Security Agencies since militant outfits had developed links with each other and were using each other’s territory to move about easily. “Under the proposed RCM, the District Police chiefs of all the eight North-eastern States, intelligence and Central Para Military Force (CPMF) officials would work in close coordination and share information among each other,” added Pranay Sahay. The formation of the RCM and finalisation of other strategies to deal with the terrorists and effective border management were adopted at a meeting in Shillong, where Police and Intelligence chiefs of the North-eastern States along with senior officials of the Intelligence Bureau (IB), Research and Analysis Wing (RAW), Assam Rifles, Army and Indo Tibetan Border Police (ITBP) were present. “The meeting also chalked out some line of action to carry out joint operations against the militants who are moving from one state to another and travelling to neighbouring countries using different states as corridors,” Sahay said, adding that State Police and the CPMF would share the interrogation reports of surrendered and arrested militants. The Shillong meeting also requested the Union Home Ministry to set up an arms depot in Northeast India, so that the States can easily procure sophisticated arms and ammunition. At present the northeastern States have been purchasing arms and ammunition from the north and south Indian States, resulting in huge wastage of money and time, he said. The northeast DGPs have also urged the Centre to allow them to increase the strength of the Mobile Task Force (MTF) and Prevention of Infiltration Force (PIF) to check illegal infiltration from across the border. The northeastern States, especially Manipur and Tripura, have also pressed upon the Centre to sanction wages for the Special Police Officers (SPO) in line with Jammu and Kashmir and Chhattisgarh.

The ‘foreign secretary’ Sashadhar Choudhury and ‘finance secretary’ Chitraban Hazarika of United Liberation Front of Asom (ULFA) surrendered before the Border Security Force (BSF) personnel at Gokul Nagar BSF camp, 20 kilometres south of Agartala city, along the India-Bangladesh international border in the Tripura in the night of November 6, according to Assam Tribune. Earlier, the Bangladesh Security Agencies neutralised some hideouts of leaders of the ULFA in the night of November 1, prompting the cadres to escape. Internal clashes among ULFA cadres are also said to have forced some militants to escape. During interrogation, the ULFA leaders confessed they escaped the neighbouring country (Bangladesh) as they were facing threat to their lives from their colleagues, the official sources said. Some other sources claimed that the two ULFA leaders were handed over by the Bangladesh Rifles (BDR) to the BSF after Directorate General of Forces Intelligence (DGFI) personnel picked them up from a safe house in Uttara area of Dhaka (capital of Bangladesh) following high-level diplomatic intervention by India. As reported on November 5, India had opened diplomatic channels as soon as it was confirmed that the leaders were detained by security agencies in Dhaka on November 1-night. Meanwhile, sources reported that the former Kamtapur Liberation Organisation (KLO) ‘chief’ Jiban Singh, who is presently under the custody of Bangladesh Police, has reportedly informed the Bangladesh security forces about the whereabouts of the ULFA leaders in Bangladesh. Bangladesh authorities had assured India of greater cooperation in the coming months against the anti-India militant outfits based there and also of the possible handing over of top leaders like Ranjan Daimary of the pro-sovereignty faction of National Democratic Front of Bodoland (NDFB) and Biswamohan Debbarma of National Liberation Front of Tripura (NLFT).

Two of the Reang tribals abducted by the National Liberation Front of Tripura (NLFT) militants from Kusharambari in Kanchanpur subdivision in the night of November 9 are still missing, according to Telegraph. As reported earlier, the NLFT militants dragged out 12 Kusharambari villagers to a nearby forest in the midnight and shot dead eight of them. One woman was injured while another returned in the morning. Two tribals, Manikrai Reang (60) and Maitaram Reang (45), are still missing. Police sources in Kanchanpur said the NLFT ‘commander’ Suron Debbarma (32), who is hiding in a camp in Bangladesh across the border, half-a-kilometre from Kusharambari, had engineered the massacre.

Militants of the National Liberation Front of Tripura (NLFT) shot dead eight Reang tribals of Kusharambai village in the North District in the night of November 10, according to Telegraph. Police sources said 10 NLFT militants surrendered before the Security Forces (SFs) at Shantinagar under Kanchanpur subdivision and Ganganagar under Gandacherra subdivision in the afternoon of November 10. The seven self-proclaimed NLFT militant who surrendered at Kanchanpur deposited a sophisticated INSAS rifle and 168 rounds of bullets and two magazines. In Gandacherra, three NLFT militants surrendered and deposited a Chinese hand grenade, bullets of AK-series rifles and “tax” receipts. However, a highly placed Police official in North Tripura said the seven who surrendered in Kanchanpur were not really NLFT militants. “These youths, all residents of Kusharambari village, had somehow overpowered a listed NLFT rebel Sadhan Jamatya (27), who had strayed into their area and seized his INSAS rifle and bullets. Jamatya managed to escape and inform his NLFT colleagues. The retaliatory attack followed at midnight,” he said. Ten heavily armed NLFT militants stormed Kusharambai at midnight and rounded up eight tribals, all family members of the seven fake surrenderees, dragged them deep into the jungle near the village and shot them from point blank range. Three of those killed were women. The deceased have been identified as Tularam Reang (55), Sampaiti Reang (48), Bidhanshari Reang (17), Sanjit Reang (22), Rabindra Reang (21), Malirung Reang (50), Tamarung Reang (22), and Pramodrai Reang (55). Dulal Mian, who is a resident of Deviduyar village of Comilla District in Bangladesh, had infiltrated into India and was living there since the past two years after marrying an Indian girl. An improvised pipe gun along with two rounds of 7.62 ammunition was recovered from his possession. In a statement, the NLFT stated that the killing of the family members of the youths involved in the incident was a fall out of the snatching of the INSAS rifle and some cash from one of their cadres. It claimed that the punishment was executed in accordance with their law. “The culprits were served instant notice to return the same for an amicable solution. At least 10 inmates of the Khakchang Reang refugee camp in Kanchanpur subdivision of North Tripura were injured when a group of Unidentified Mizo militants invaded their dwellings and assaulted them in the morning of November 15, according to Telegraph. The attack comes at a time when the 35,000 Reang refugees stranded in six camps in Kanchanpur subdivision are hoping for early repatriation to Mizoram from where they had fled in October 1997 in the wake of attacks on them by the Mizos. The attack has led to fresh tension in the Reang-dominated villages dotting both sides of the border between Mizoram and Tripura. The Mizoram Government has placed all the border Police stations in Mamit, Kolosib and Aizawl Districts on an alert.
