India works with regional state actors, the Afghan government, and Afghan power brokers to prevent transnational terrorist safe havens, and maintain access to Afghanistan as a gateway to Central Asian markets, said a Pentagon report released on July 1, reports businessworld.in. "The Indian government does not support the Taliban politically and continues to support the Afghan government. India has reiterated its support for an Afghan-led, Afghan-owned, and Afghan-controlled peace process," the report stated. The Pentagon report also notes that India traditionally had strong ties with Afghanistan and remains the largest regional donor to the country (USD 3 billion since 2001). "Indian aid to Afghanistan focuses primarily on four main categories: humanitarian assistance; major infrastructure projects; small and community-based projects; and education and capacity development," the report said while adding that a “significant deterioration of security conditions in Afghanistan, however, may adversely affect the ability of India to provide aid”.

The US District Court of Los Angeles on July 2, ordered the continued detention of Pakistani-origin Canadian businessman Tahawwur Rana, who has been declared a fugitive by India for his involvement in the 2008 Mumbai (26/11) terror attack case, reports news18.com. Rana, was recently re-arrested on June 10 in Los Angeles on an extradition request by India for his involvement in 26/11 terror attacks. The court scheduled his next day of bail hearing on August 21, 2020. In his extradition case held before Magistrate Judge Jacqueline Chooljian, the US District Court of Los Angeles ordered that Tahawwur Hussain Rana be "temporarily detained" till his next hearing on August 21. "Court orders defendant temporarily detained pending further briefing and issuance of decision on detention motion," it said. Describing Rana a flight risk, the US has opposed his release on bail, arguing that if he were to flee to Canada, he may escape the possibility of a death sentence in India.

FIR has been registered against an unidentified person in connection with a threat call made to Taj Hotel in Mumbai, on July 3, reports India Today. The caller, claiming himself to be a member of Lashkar-e-Taiba (LeT) terror outfit, had said he was calling from Karachi, Pakistan and threatened to blow up the hotel in Colaba and Taj Land's End hotel in Bandra, after which security at both the places was increased on June 30. The FIR was registered under sections 506 (criminal intimidation) and 505 (statements conducing to public mischief) of the Indian Penal Code (IPC).

Through its online publications and propaganda material, the Islamic State (IS) has made multiple clarion calls to its supporters for carrying out terror attacks in India, newdelhitimes.com reports on July 6. The major source among these is ‘The Voice of Hind’, an English-language magazine published and distributed online by the IS supporters in India. Al-Qitaal Media Center, a pro-IS media outlet, and Junudul Khilafah al-Hind were behind the launch of this magazine. The first issue of ‘The Voice of Hind’ was released in late February, 2020, to coincide with President Donald Trump’s visit to India. The second issue of the magazine was released on March 24, 2020, that urged the IS ‘supporters’ in India to carry out strikes and exploit the preoccupation of the Forces in their fight against the COVID-19 pandemic. The issue called the COVID-19 as a ‘punishment of Allah’ and called ‘Knights of the Tawheed (Oneness)’ to attack Police and military with a ‘sword, knife or even a rope’, even when they are performing their duties during the COVID-19 pandemic. The magazine also included an old propaganda message from a Kashmiri IS terrorist, Abu Hamza al-Kashmiri who was killed in 2018. On April 21, 2020, the third edition of the newsletter produced by the Islamic State’s Wilayat al-Hind, or India province, called on the IS supporters to prepare for a ‘ghazwa’-battles associated with the expansion of Muslim territory in the region. The cover of the newsletter reflects its areas of prioritisation, which include Afghanistan, Bangladesh, India, the Maldives, Pakistan, and Sri Lanka. The fourth and fifth edition of the magazine was published in May and June 22, 2020, respectively that further glorified the IS ideology and made calls for jihad against the Indian state. In between the fourth and the fifth issue, the IS published a 17-page ‘lockdown special’ agenda online, on the cover featuring photos of surgical-masked individuals and a temperature check, declaring that ‘it’s time for kuffar (disbelievers) to fall’.

India participated in a meeting of regional partners on Afghanistan - 'Strengthening Consensus for Peace', according to a Ministry of External Affairs' (MEA) statement, Joint Secretary (PAI) JP Singh represented India during the meet. "India expressed support for a constitutional order in Afghanistan, which would protect the interest of all sections of Afghan society, including women, children and minorities. India highlighted the fact that in order to achieve durable peace in Afghanistan, putting an end to terrorist sanctuaries and safe havens is an essential pre-requisite," MEA said in the statement.

Mahaveer Singhvi, Joint Secretary (counter-terrorism) in the Ministry of External Affairs (MEA) who led the Indian delegation for the webinar organised by the UN body, stated, “It is very unfortunate that a country which perpetrated terrorist attacks in Mumbai (2008), Pathankot (2016), Uri and Pulwama is now preaching to the world community…The global scourge of terrorism: Assessment of high risk threats and trends including the rise of violent extremism and hate speech in a pandemic environment”. Singhvi described Pakistan’s statement claiming credit for eliminating al-Qaeda as “ludicrous” and said the group’s founder, Osama Bin Laden, was recently glorified as a “martyr” by Pakistan Prime Minister Imran Khan in Parliament. “This is a chilling reminder of the patronage that international terrorists receive in Pakistan,” he said. Khan had publicly acknowledged the presence of up to 40,000 terrorists in Pakistan and the Analytical Support and Sanctions Monitoring Team of the UN Security Council had reported that about 6,500 Pakistani terrorists from Lashkar-e-Taiba (LeT) and Jaish-e-Mohammed (JeM) are operating in Afghanistan, he added. “Pakistan’s role as epicentre of terrorism has been well documented by numerous international organisations including UN and FATF. Unlike Pakistan, India does not make any distinction between terrorists and invariably condemns terror attacks anywhere in the world, including the one in Karachi, referred to by Pakistan’s representative in his statement,” Singhvi said.

"While the world is coming together to battle the pandemic, it is unfortunate that Pakistan, a state which sponsors cross border terrorism, continues to use every opportunity to peddle false narratives and make baseless, malicious and egregious allegations against India and interfere in our internal affairs,” he said. He further added, “The international community should call upon Pakistan to take sustained, verifiable and irreversible actions against terror outfits operating on the territory under its control. Pakistan must introspect upon why it is universally acknowledged as the international epicentre of terrorism and the best safe haven for terrorists”. While Pakistan conveniently blames others, it "turns a blind eye” to the human rights violations in Balochistan, Khyber Pakhtunkhwa (KP), territories of Jammu and Kashmir illegally occupied by it, he said. “It has also systematically and consistently discriminated against its religious and cultural minorities,” Singhvi said, adding that reports of forced conversions, attacks on religious places of minorities, including Ahmadias, Christians, Hindus and Sikhs in Pakistan are well known to the world.

On July 10, National Investigation Agency (NIA) stated that preliminary investigation into Thiruvananthapuram gold smuggling case revealed it to be a part of organized racket and could be used to fund terror activities, reports The Times of India. According to NIA, the gold smuggling detected on July 5 was one of the parts of the racket with national and international linkages. The Agency in a statement to Kerala high court stated that, “as the case pertains to smuggling of large quantities of gold into India from offshore locations threatening India’s economic stability and national security, it amounts to a terrorist act as stated in Section 15 of Unlawful Activities (Prevention) Act, 1967”. NIA listed Sarith PS (currently under arrest), Swapna Prabha Suresh, Sandeep Nair, all from Thiruvananthapuram, Fazil Fareed from Ernakulum and others as accused and registered the FIR against them under Sections 16, 17 and 18 of UAPA. NIA is also likely examining the allegations of Swapna Suresh who named a diplomat in UAE consulate general office in Thiruvananthapuram as co-accused in the case.

Nabeel Khatri who runs a gymnasium in Pune and Sadiya Shaikh, a student of mass communication at a Baramati college in Pune District were allegedly in contact with the arrested Kashmiri couple, Jahanazaib Sami Wani and his wife Hina Bashir Beigh. The Kashmiri couple had been arrested on March 8, 2020 from Delhi for their alleged affiliations with the Islamic State Khorasan Province (ISKP), a fraction of banned IS. According to the NIA, Nabeel Khatri along with Jahanzeb Sami and Abdullah Basith was actively involved in the planning to carry out violent terrorist attacks in India by arranging logistical support such as procurement of weapons, fake SIM cards, assembling of improvised explosive devices etc. to further the activities of IS in India. Whereas Sadiya Shaikh was allegedly trying to “build up a cadre of IS in India by recruiting gullible youth for terrorist activities”. Sadiya was previously arrested in 2018 in Jammu and Kashmir for allegedly planning to execute a terrorist attack. Prior to this, Sadiya had been intercepted from going to Syria to join IS in 2015. Both Nabeel and Sadiya were under the radar of intelligence agencies for long time. The duo was allegedly in touch with other arrestees through secure messaging platforms. Earlier on July 3, the Haryana Police registered an FIR against Pannu on charges of sedition and secessionism at Bhondsi Police Station in Gurugram District. The Superintendent of Police (SP) of Kurukshetra District, Astha Modi said, “recently, automated phone calls and audio messages against India came to our notice here. Those were in the voice of Pannu and he claimed to have initiated a voter registration process for his secessionist movement from Gurdwara Patshahi Chhevin, Kurukshetra from July 11 onwards. We called up the gurdwara management, which refuted his claim and released a video message for the people clarifying its position.” The SP also said that accused Pannu is indulging in unlawful activities aimed at threatening the sovereignty, unity and territorial integrity of India by trying to incite the public and spread hatred among the communities.

Investigators have said even after the de-radicalisation, 20-year-old Sadiya continued to actively work for the Islamic State and was procuring explosives from other terror organisations. Investigators have said these new findings were revealed in Telegram interceptions of Sadiya. The woman asked for explosives and IED from other terrorist organisations using the Telegram messenger app. As per the interrogation report, Sadiya was available on the Telegram app with the name of AHLEWAFA. She was in touch with three other recruits of Islamic State (IS) Heena Beig, Jahaanaheb and Abdul Bashir. Heena, Sadiya, Jahaanaheb and Abdul Bashir all used to publish a magazine named ‘Voice of India’ for the Islamic State. The arrest comes a week after a Border Security Force (BSF) trooper along with three other accused were arrested on July 12 in connection with the same case. The Director General of Police (DGP) Dinkar Gupta said, the total number of persons arrested in the case so far now stands at eight. Giving details of the latest arrests, the DGP said that Ramandeep Singh, an Indian Army soldier, was arrested from Bareilly District of Uttar Pradesh, where he was currently posted. The arrest was made on the basis of disclosures made by BSF Constable, Sumit Kumar, who was arrested earlier. “Ramandeep’s three accomplices — Taranjot Singh alias Tanna, Jagjit Singh alias Laddi, and Satinder Singh alias Kaala — have also been arrested and are being brought on production warrants. Another INR 1 million has been recovered from Kaala as drug money, taking the total amount of such money seized in the case to Rs 4.23 million,” said the DGP.

According to the NIA's remand note, main accused Swapna Suresh and Sandeep Nair conspired to damage monetary stability and destabilise the Indian economy by smuggling a large quantity of gold from abroad. The gold was supposed to be used to finance terrorism in the country through various means, further stated the NIA note. The investigative agency has also mentioned KT Rameez as the lynchpin of the operation and he was pulling the strings for a diabolical terror plot in the country. The development has come hours after a special court in Kochi, Kerala extended NIA custody of Swapna Suresh and Sandeep Nair till July 24, 2020. Swapna Suresh and Sandeep Nair were arrested by the NIA from Bengaluru (Karnataka) on July 11. Central agencies have arrested 15 people in connection with the seizure of gold worth nearly Rs 15 crore from a "diplomatic baggage" at the Thiruvananthapuram International airport on July 5, 2020.

"Earlier this week [30 July], our team nabbed two accused identified as Jalal A.M. and Said Alavi for conspiring with an already arrested accused Ramees K.T. and for smuggling gold through diplomatic baggage addressed to the UAE Consulate at Thiruvananthapuram," an NIA official said on August 2. On 31 July, two more accused identified as Mohammed Shafi and Abdu P.T. were arrested after being accused of playing similar roles in the crime. "On Saturday [1 August], another two miscreants namely Muhammad Ali Ebrahim and Muhammad Ali were apprehended. The investigation revealed that these two were also a part of the conspiracy besides aiding and assisting Jalal in collecting the smuggled gold from Ramees K.T. at Thiruvananthapuram and distributing the contraband amongst other conspirators," the officer said. Muhammad Ali is also a suspected member of the Popular Front of India (PFI). Officials revealed that during the searches, two hard disks, one tablet PC, eight mobile phones, six SIM cards, a DVD recorder and five DVDs were seized, as well as bank passbooks, credit cards, and travel and identity documents.
