Kangleipak Communist Party-Peoples War Group (KCP-PWG) ‘chairman’ Lamyanba Khuman and his associate, Hijbur Rehman were arrested on March 1, from Nirankari Sarovar Bus Stand of Burari in North Delhi District of Delhi, reports E-pao. Northeast now adds that Police stated that the militants were operating from Delhi to raise funding for the rebel group. Nagaland Post adds that Khuman had surrendered after a suspension of operation truce was inked with Manipur Government. However, Khuman reportedly left the designated camp arranged by the government for lodging the surrendered cadres and allegedly started committing several terror-related activities like lobbying of grenades, shootouts, killings, planting of bombs, running extortion networks by intimidating businessmen and politicians.

NIA had taken Pachaiyappan (resident of Kanchipuram), Rajesh (Chennai), Anbarasan (Salem rural) A Abdul Rahiman and Liyakath Ali (Salem city), Mohammed Haneef Khan and Imran Khan (Bengaluru), Mohammed Zaid (Kolar), Ejaz Pasha (Bengaluru) and Hussain Shariff to custody till March 3. Evidence of their participation in the conspiracy and pursuant overt acts that has been collected during the custodial interrogation will be submitted to the special NIA court in Chennai.

In Navi Mumbai, the Mumbai Crime Branch arrested two persons and neutralised a Fake Indian Currency Note (FICN) racket run by three persons where superior quality FICN were being printed and circulated by the gang, India Today reports on March 6. The arrested persons are natives of Kerala and a third person wanted in the case is a native of Tamil Nadu. The gang printed INR 500 counterfeit currency notes and then circulated them in the market by mixing them with the original notes. "The arrested accused identified as Vishnu Vijayan is an electronic engineer by education and is a resident of Pondikolam in Thiruvananthapuram, Kerala, while second accused identified as Don Verkey (26) is a resident of Iduki, Kerala earlier worked in a shipping company. Verkey had been in contact with the accused wanted in the case and he had roped in Vijayan for the job. Vijayan left his job and invested Rs 10 lakh for setting up a small workshop and equipment needed for printing of the counterfeit notes," Deputy Commissioner of Police (DCP), P Akbar Pathan from Mumbai Crime Branch said.

Four persons have been booked under the Official Secrets Act (OSA) for spying after they were suspected of clicking photographs of a radar at the Naliya Air Force Station in Gujarat's Kutch District bordering Pakistan, Police said on March 8, 2020, reports news18.com. The four persons, including a 17-year-old boy, were intercepted by personnel of the Indian Air Force (IAF) on January 29 while taking photographs of the prohibited area, and later handed over to local Police. Photographs of the sensitive defence area, mobile phones and a camera were recovered from the possession of the accused, a police officer said, adding that a case was registered on March 7, 2020 under Section 3 of the OSA. Police Inspector, Special Operations Group (SOG), Ajay Zala stated, that the accused have been identified as Rafiq Azam, Arbaz Ismael Umra, and Abbas Padhiyar, apart from the 17-year-old youth. They are yet to be arrested; the officer added.

The Special Cell of Delhi Police arrested a couple on March 8, 2020 with suspected links to a module of the Islamic State (IS), reports India Today. Identified as Jahanazaib Sami and his wife Hinda Bashir Beigh, the two were taken into custody from Okhla Vihar in South East Delhi District, of the national capital. Initial inputs suggest that they have links to the Islamic State’s Wilayat Khorasan also known as the Islamic State of Khorasan Province (ISKP). A total of four mobile phones were seized during the arrests, along with an external hard disc and other incriminating material. Interrogation of the two suspects led to the discovery that the couple has created several anonymous IDs on social media platforms such as Facebook, Instagram, Twitter and Telegram among others.

The two members of the PFI were reportedly taken into custody on charges of plotting a conspiracy to incite riots in northeast Delhi. Earlier, as reported in South Asia Terrorism Portal (SATP), PFI member Mohammad Danish was arrested for plotting a conspiracy to incite communal riots. PFI, a suspected radical group, has been accused of funding protests against the Citizenship Amendment Act (CAA).

On March 13, Metropolitan court in Delhi granted bail to the three arrested members of Popular Front of India (PFI), reports Times Now. Arrested for their suspected involvement in anti-CAA protests and the communal riots in northeast Delhi, PFI Delhi president, Parvez Alam, state secretary, Mohammad Ilyas and Mohammad Danish were granted bail on furnishing a bail bond of INR 30,000 each. Alam and Ilyas, arrested on March 12, were sent to a seven-day Police remand whereas Danish arrested was sent to a four-day Police custody on March 9, for interrogation in connection with communal violence in northeast Delhi.

Two Kerala women who fled the country to join Islamic State (IS) has expressed interest to return to their hometown after getting disappointed with the life in Afghanistan, reports New Indian Express. The two women Fathima alias Nimisha, a native of Thiruvananthapuram, and Sonia Sebastian aka Ayesha of Ernakulam, were among the IS associated terrorists of Kerala who were arrested in Afghanistan on November 15, 2019. Nimisha and Sonia had converted to Islam after marrying Esa, a Muslim convert from Christianity and Abdul Rashid, who is considered as the ring leader of Kasargod IS module respectively. In a video released by StratNewsGlobal website, both the women expressed disclosed that their husbands were killed in Afghanistan. One of the women, Nimisha, who is in Kabul jail with her 3-year-old daughter, informed the security agencies that a Pakistani woman used to help her financially in the camp of Nangarhar and also used to meet other terrorists, reports Zee News.

Suspected Islamic State (IS) operative, Areeb Majeed who was arrested in November 2014 for having travelled to Iraq and then Syria to join the global terrorist outfit granted bail by a special National Investigation Agency (NIA) court on March 17, reports The Hindu. Majeed along with Fahad Shaikh, Shaheem Tanki and Aman Tandel had left India for Iraq under the guise of pilgrimage in May 2014 and joined the IS. All of them later went to Syria, where the other three are believed to have been killed, while Majeed came back to India via Turkey in November 2014. Earlier, he had moved a bail plea before the Bombay High Court after it was rejected by the special NIA court. The NIA in its chargesheet against Majeed who had been in NIA custody since last five years had claimed that the suspect had participated in several attacks perpetrated by IS, and had sustained bullet injuries on two occasions, and was seriously injured in a bombing following which he had decided to return to India.

Money was pumped in and social media handles were activated for this toxic spread. In Pakistan the charity wing of the Lashkar-e-Toiba (LeT) played a crucial role in sending in the money. The Police are examining a diary recovered from her home and her cellphone. Under the deal, worth INR 850 crore, the LMG will be delivered in a year. This will replace the 5.56 INSAS light machine gun that is now two decades old. The Army has already received the American Sig Sauer assault rifles and the Caracal close quarter battle (CQB) carbines made in the UAE, but there were delays in getting the LMG. The MoD had cleared the purchase of all three weapons under the fast-track procedure in early 2019. The Army had to get all three weapons as soon as possible, given the operational situation.

She arrested from her residence at the Bangladesh-bordering Malayapur village, within Baduria Police Station jurisdiction in North 24- Paraganas District. “It has come to our notice while investigating the contents in her mobile phones that she was trying to befriend soldiers in the India Army using Facebook and WhatsApp. She was evidently trying to honey-trap them. However, it seems she was yet to get any success,” said an officer at the Special Task Force (STF) of West Bengal Police who is part of the investigation. Ajay Kumar Nand, inspector general of STF, said that they have unearthed the woman’s direct links with terrorists based in Pakistan. “Her direct connection with LeT operatives based in Pakistan has been established. She was using the dark web to interact with them. We expect her interrogation to provide us with further leads in busting the whole network,” Nand said. Government pleader Arun Kumar Pal of Basirhat court said that the woman had been booked under multiple sections of the Indian Penal Code (IPC), including 121 (waging war against the government), 120B (criminal conspiracy) and 124A (sedition), and 66F (cyber-terrorism) of the Information Technology Act. “Two mobile phones, two Indian SIM cards and a diary have been recovered from her possession,” Pal said.

The Union Ministry of Home Affairs (UMHA) approved the creation of 899 posts in the Central Industrial Security Force (CISF) and subsequently another 119 posts to augment its strength to effectively guard vital installations, including airports, atomic installations, metro networks, officials said on March 20, reports outlookindia.com. The CISF guards about 60 civil airports in the country and has an elite VVIP security wing under its command called the Special Security Group (SSG). It also guards nuclear plants, power stations, vital government buildings, the Delhi Metro besides a host of other key installations. With the sanctioned posts, from the constables to the inspector level, the CISF can raise one more battalion (1,000 personnel) within the next two years, the official said. The current strength of the CISF is about 1, 80,000 personnel.

Of the 4,982 posts, 4,024 have been filled, including 456 women, leaving 958 posts vacant, Deccan Herald reports on March 22.Among the states, Odisha and West Bengal have the highest number of vacancies with 75 each. If one takes the proportion of vacancies, Odisha has 38.46 per cent of the 195 posts remaining vacant while that of Bengal is 21.67 per cent of 347 posts allocated to it as on January 1, 2019. Jammu and Kashmir with 69 vacancies out of the 147 posts, however, has the highest proportion of vacant posts at 46.93 per cent. Uttar Pradesh, which has the highest number of posts allocated at 517, has 72 vacancies but when it comes to proportion, one of the lowest at 13.92 per cent. Karnataka is positioned seventh in the list with 40 vacancies out of 215 IPS posts (18.6 per cent) along with Tamil Nadu, which has a better proportion of 14.49 per cent vacancies out of 276.Maharashtra has 62 vacancies out of 317 (19.55 per cent), AGMUT (Arunachal, Goa, Mizoram, Union Territories) has 57 out of 309 (18.44 per cent) while Kerala has 42 vacancies (24.41 per cent of 172).

The Enforcement Directorate (ED) has sought details of at least 15 bank transactions carried out by the Popular Front of India (PFI) as part of its money-laundering probe against a Kerala-based NGO, Asian Age reports on March 26. “It is suspected that PFI received foreign funds through multiple front organisations in the UAE, Saudi Arabia, Bahrain, Kuwait and Qatar. These suspicious banking transactions (at least 15) are under the scanner of ED,” a source said. A recent finding related to violent protests in Uttar Pradesh and other parts of the country against the Citizenship Amendment Act (CAA) indicated a suspected "financial link" with the PFI, they added. The agency has found that at least INR 1.04 crore was suspected to be deposited in several bank accounts linked to PFI between December 4, 2019 and January 6, 2020 in various parts of the country.

Kabul gurdwara attacker Mohammed Muhsin, 29, was an active member of Popular Front of India (PFI) and left for Dubai after being accused in a case of pelting stones at a local temple, according to Kerala Police sources, India Today reports on March 28. Muhsin’s family, who live in Payyannur Taluk (administrative unit) in Kannur District, were contacted by Police and informed of his role in the attack. Police identified Muhsin from a photograph and video put out by Islamic State (IS) on March 27, identifying the attacker as Abu Khalid al-Hindi. A senior State Police official said that Muhsin was a Class 9 dropout (not an engineering student as stated earlier) and an active member of PFI. He was an introvert and deeply religious and his path to radicalisation began after he joined the Islamic fundamentalist group. He was involved in several police cases including one of throwing stones at a local temple for which he was charged with triggering communal disharmony in the area in 2018. His father Abdullah Njangarath earlier worked in Malaysia and now runs a furniture business. The family are natives of Thrikkaripur in Kasaragod District. They lived in Muhsin’s maternal home in Vadakkekovil village under Chandera Police Station in Kasaragod District. Last year, his father Abdulla shifted to Karamil village, near Payyannur in Kannur District.

The primary missive that is being circulated on the chat groups that IS runs on various social media platforms is a clipping of a note published in the terror network’s magazine called Sawt al-Hind (Voice of Hind). “Allah has made this disease a source of chaos amongst the nations of disbelief and their militaries and police have been deployed in their streets and alleys, thus making them an easy target,” said the note published in one of the terror network’s branches in the Khorasan province. This note being circulated through chat groups is a tactic to recruit people, said a source in the Indian intelligence, who highlighted the possibility of the IS planning an attack. “It is always a possibility that they are planning something, considering what happened in Kabul, and these signs cannot be taken lightly. But, this seems more like a tactic to recruit more youngsters,” the source said.

The original founders of HuM, were members of Tablighi Jamaat, as per Pakistani security analysts and Indian investigators. As per intelligence estimates, over 6,000 Tablighis were trained in HuM terror camps in Pakistan. The HuM cadre eventually joined the Jaish-e-Mohammad (JeM) terror outfit founded by Masood Azhar. As per WikiLeaks documents, some of the 9/11 al Qaeda suspects detained by the US in Guantanamo Bay had stayed in the premises of the Tablighi Jamaat in Nizamuddin West, New Delhi, several years ago. Since millions of Tablighi Jamaat proselytisers travel around the world preaching Islam, much on the lines of the radical Wahhabi-Salafist ideology, the Jamaat developed a large following in Chechnya and Dagestan areas of Russia, Somalia and some other African countries.Oneindia.com adds that in 2016, the National Investigation Agency (NIA) filed a chargesheet in connection with an Islamic State (IS) related case. The terrorist organisation is planning to launch a lone-wolf attack on the security officers in Delhi during the novel coronavirus outbreak. According to an advisory issued by the authorities, the Delhi Policemen have been asked to stay alert for a possible attack by the IS. The attack could be in the form of a stabbing, firing, or running over the police picket using a big vehicle. "As per assessment made at MAC platform by going through literature and magazines published by ISIS [Islamic State], it has been suspected that police personnel deployed upon duty at various pickets/barricades in Delhi in connection with maintaining of law and order in Delhi regarding outbreak of the novel coronavirus may be targeted by suspected ISIS [IS] operatives. Along with Muhammad Mohsin, also a suspect is Sajid Kuthirummal, a shopkeeper from Kasaragod, Kerala, part of the group of 21 men and women that left India in 2016 to join the Islamic State (IS) in Afghanistan. The officials had earlier claimed that though Muhsin had never been on the radar, the security agencies noticed his father’s mobile phone number in a WhatsApp group created by Rashid Abdullah alias Abu Isa, who led the group of 21 men and women from Kerala that had left India in 2016. Also, from Kasaragod, Rashid Abdullah is said to have been killed in a drone strike in Afghanistan by the U.S.-led security forces. A senior official said they suspected that some members of the group were part of the conspiracy to attack the Kabul Gurdwara. “There are four-five persons from the group whose whereabouts are not known. There are indications that one of them, Sajid Kuthirummal, is involved in the attack,” said the official.
