On November 1, a Madrasa teacher identified as Abdul Momin Mondal was arrested by National Investigation Agency (NIA) for al Qaeda linkages from Murshidabad District in West Bengal, reports Indian Express. Momin who was working as a teacher in Raipur Darul Huda Islamia Madrassa in Murshidabad District, was found to be involved in a series of conspiratorial meetings convened by the members of the al Qaeda module and also trying to recruit new members for the group and was raising funds for furthering its terrorist activities. According to NIA, search operation was carried out in the house of the accused and digital devices were recovered. This was the 11th arrest made by NIA since September in the case ‘pertaining to anti-national activities by a group of jihadi terrorists consisting of more than 10 members inspired by globally proscribed terrorist organisation Al-Qaeda, who were planning to carry out anti-national and terrorist activities at different locations in India, including, but not limited to West Bengal, Delhi and Kerala’.

On November 10, a Lashkar-e-Taiba (LeT) member identified as Sayyad M Idris was arrested by National Investigation Agency (NIA) from Uttara Kannada District in Karnataka in connection with LeT West Bengal recruitment case, reports Indiablooms. In its statement on November 11, NIA revealed that Idris was part of various social media groups run by Pakistani-based LeT handlers in their effort to recruit individuals for sleeper cells of LeT and for furthering terrorist activities, reports The News Minute. He was produced before a local court in Uttara Kannada and a transit remand was taken to produce him before NIA Court, Kolkata. Earlier, in March this year, NIA had filed a charge sheet against accused Tania Parvin in the case registered in Baduria Police Station in West Bengal pertaining to Pakistan-based handlers belonging to proscribed terrorist outfit Laskar-e-Taiba using various social media platforms to radicalize and recruit vulnerable youth for sleeper cells, to propagate their ideology and for abetting and advocating unlawful activities.

Based on information, a trap was laid for the arrested duo identified as Abdul Latif Mir and Mohammad Ashraf, natives of Jammu and Kashmir. The Punjab Police on November 18 arrested a Border Security Force (BSF) constable and two others in connection with the recovery of 11 kilograms of heroin smuggled from Pakistan along with INR 1.925 million from four drug smugglers on November 17, reports The Tribune. The BSF Constable – Barinder Singh was arrested from the BSF premises at Ganganagar in Sri Ganganagar District of Rajasthan. A .30 bore foreign-made pistol, a motorcycle and 745 grams of heroin was recovered from him. Following his interrogation, two other accused—Balkar Singh Balli and Jagmohan Singh Jaggu—both residents of Ganganagar were arrested. A .30 bore pistol and Rs 8 lakh in cash were recovered from Balkar Singh. Director General of Police (DGP) Dinkar Gupta said the BSF constable was “instrumental” in transferring drugs from across the Indo-Pak border and handing them over to the other accused.

On November 19, Ministry of External Affairs (MEA) slammed Pakistan stating that Pakistani forces continue to provide supporting cover fire to infiltrators despite repeated calls for restraint and adherence to the ceasefire understanding of 2003, reports Indian Express. In a statement, MEA Spokesperson Anurag Srivastava stated that the incessant infiltration of terrorists and induction of weapons to fuel terror activities continues unabated which is not possible without the support of Pakistani forces deployed along the Line of Control (LoC). He further stated that the Charge d'Affaires of the High Commission of Pakistan was summoned by the Ministry of External Affairs on November 14 and a strong protest was lodged over unprovoked ceasefire violations by Pakistani forces, on multiple sectors along the LoC in Jammu and Kashmir on November 13, resulting in the death of four civilians and serious injuries to 19 others.

Foreign Secretary Harsh Vardhan Shringla, on November 23, briefed top envoys of key nations, including the United States (US), Russia, France and Japan on the planned terror attack by Pakistan-based terrorist group Jaish-e-Mohammad (JeM) in Nagrota in Jammu District of Jammu and Kashmir (J&K) in India, which was foiled by Security Forces (SFs) on November 19, reports Daily Excelsior. The heads of missions were provided with a comprehensive "information docket" giving the details of the incident, and also list of items and munition recovered from terrorists, clearly indicating their Pakistani origins. Also, the envoys were sensitised about India's concerns regarding Pakistan's sustained efforts to "destabilise" the situation in J&K and to "subvert" upcoming local elections and democracy in the union territory. Sources said, "In terms of the bigger picture, it was clear that the terrorists were planning the biggest terror attack in India since Pulwama in February 2019 and the implications can be guessed," adding that details of JeM's involvement in previous such incidents were also shared with the envoys.

India ranked eighth - with a score of 7.353 - on the Global Terrorism Index, 2020, moneycontrol.com reports on November 27. India reported 558 terrorist attacks in 2019, recording 277 deaths, according to the release. “Compared to other countries amongst the ten most impacted, India faces a wider range of terrorist groups, with Islamist, communist, and separatist groups active across the country,” the report said. However, the number deaths caused by terrorism as well as the number of terror attacks in India declined by 20 per cent in 2019. The country reported the lowest terrorism-related deaths among the 10 most-affected nations. India also recorded the lowest lethality rate of 0.5 deaths per attack on an average, while the other nine countries reported 2.1 deaths per attack on average, the report showed. 14 of 35 active terrorist groups in India were responsible for fatalities in 2019. “Maoists, the Communist Party of India (Maoist) and Jaish-e-Mohammad (JeM) were responsible for over two thirds of the total deaths and almost half of the total attacks,” the report said. In India, Jammu and Kashmir was the most impacted region in 2019, reporting 165 attacks and 103 deaths, followed by Chhattisgarh (85 attacks and 53 deaths). The report said deaths attributed to the JeM increased by 69 percent due to the deadliest attack perpetrated in 2019. The suicide attack carried out on the Central Reserve Police Force (CRPF) convoy along the Srinagar-Jammu Highway in Lethpora, Pulwama, by the JeM was among the 20 most fatal terrorist attacks in 2019.

An inflammatory graffiti, hailing terror outfit Lashkar-e-Toiba (LeT), surfaced on the compound wall of an apartment in Kadri Police limits in Mangaluru (Karnataka) on November 27, leading to public outrage, reports New Indian Express. The message read, “Do not force us to invite Lashkar-e-Toiba and Taliban to deal with Sanghis and Manuvadis. #Lashkar Zindabad.” A case has been registered for allegedly promoting enmity between different communities and causing damage to property. The National Investigation Agency (NIA) has filed three supplementary charge-sheets against Enamul Haque, a resident of Malda District of West Bengal in connection with an international Fake Indian Currency Note (FICN) racket, nenow.in reports on November 28. Investigation revealed that Haque was involved in cross-border smuggling and circulation of FICN after procuring the same from his associates in Bangladesh. Enamul Haque conspired with other arrested accused in the case including Mohammed Mahaboob Baig, Syed Imran, Firoj Saikh alias Saddam and Tajamul Saikh alias Bhoot to procure FICNs worth INR 10,20,000 and provided the same to Mohammed Mahaboob Baig alias Azhar Baig and Syed Imran for circulation, official in NIA said. Further investigation against Bangladeshi associates of the accused is continued, officials said.

India, the Maldives and Sri Lanka agreed on November 28, to enhance intelligence-sharing to tackle common threats such as terrorism, drug trafficking and money laundering as the three countries revived their maritime security cooperation dialogue after a gap of six years, reports Hindustan Times. The meeting in Colombo, attended by India’s National Security Adviser (NSA) Ajit Doval, Maldives’ Defence Minister Mariya Didi and Sri Lanka’s Defence Secretary Kamal Gunaratne, also decided that working groups at the level of deputy NSAs will meet twice a year to bolster cooperation at the operational level. A joint statement issued after the dialogue said the three sides exchanged views on common security threats and “agreed to broad base cooperation by expanding the scope to improve intelligence-sharing and include issues like terrorism, radicalisation, extremism, drugs, arms and human trafficking, money laundering, cybersecurity and effect of climate change on the maritime environment”.

National Investigation Agency (NIA) officers arrested history-sheeter Akbar Hussain alias Raju Batla from Trombay in Mumbai Suburban District of Maharashtra for his alleged involvement in an international counterfeit currency racket having links with Dawood Ibrahim’s gang, Hindustan Times reports on December 9. He was arrested on November 28 and later on December 5, was remanded in judicial custody. The accused suspectedly provided logistical support to a racket member Javed Ghulamnabi Sheikh, who was caught at the Mumbai airport along with Pakistan-origin high-quality Fake Indian Currency Note (FICN) worth INR 23.8 lakh in January, 2020. Hussain, 47, a resident of Pavlipada, Trombay, has been booked under the Unlawful Activities (Prevention) Act (UAPA) and sections of the Indian Penal Code (IPC). Hussain has nearly 30 criminal cases registered against him. According to Trombay Police, he posed as a social worker and a builder but has previously charged with smuggling, extortion, attempt to murder and murder.

The US Government on November 30, has moved a motion in a federal court in California opposing the release of Pakistani-origin Canadian businessman Tahawwur Rana, who has been declared a fugitive by India for his involvement in the 2008 (26/11) Mumbai terror attack case, describing him a flight risk, reports Daily Excelsior.Rana, 59, was re-arrested on June 10, 2020 in Los Angeles on an extradition request by India for his involvement in Mumbai terror strike.His extradition hearing is scheduled for February 12, 2021. In a motion filed before the US District Court Judge in Los Angeles Jacqueline Chelonian, US Attorney Nicola T Hanna urged the court to deny Rana’s motion for release for failure to prove that he is not a flight risk or that special circumstances exist and continue to detain him pending resolution of this extradition proceeding. Hanna’s motion comes in opposition to the latest effort of Rana to avoid detention pending extradition, by capitalising on the developments of the COVID-19 pandemic. Rana’s attorney has argued that pandemic warrants his release from custody. In denying Rana’s initial motion for release in July,2020, the court had said he constituted a flight risk given his significant foreign contacts and the possibility he could face a death sentence in India.
