An offshoot of Islamic State (IS) operating in south India, known as the Al-Hind module planned to establish IS Daishwilayah (province) inside the forests of Karnataka, Tamil Nadu, Andhra Pradesh and Kerala as recently as in late 2019 according to a July charge sheet by the National Investigation Agency (NIA) against 17 members of the module, Hindustan Times reports on October 3. The arrests were made between December, 2019, and January, 2020. To understand how to survive inside the deep forest, the 20-member module, led by Bengaluru-based Mehboob Pasha and Cuddalore (Tamil Nadu)-based Khaja Moideen even bought books on Veerappan who successfully dodged the Police of several states. The outfit even identified hideouts in Kolar, Kodagu, and other places in Karnataka; Jambusar in Gujarat; Ratnagiri in Mahatrashtra; Chittoor in Andhra Pradesh; and Bardhaman and Siliguri in West Bengal where they could hide, according to the NIA chargesheet.

Delhi witnessed the country’s highest number of seizures of Fake Indian Currency Notes (FICN) in 2019, statistics released by the National Crime Records Bureau (NCRB) show, Hindustan Times reports on October 3. The analysis of the NCRB’s data shows that circulation of FICN of INR 2000, INR 500 and INR 200 (new currency notes launched after the demonetisation exercise in 2016) increased in Delhi in 2019 in comparison to 2018. As per the NCRB data, Police seized 8,979 fake notes in the denomination of INR 2000 (valued more than INR 1.79 crore) in Delhi in 2019, which was 2,522 notes (nearly INR 50.44 lakh) more than the seizure of the same currency fake notes in 2018. Police had seized 6,457 counterfeit notes of INR 2000 valued a little over INR 1.29 crore in 2018. “The increase in seizure of fake Indian currency of Rs 2000, Rs 500 and Rs 200 denominations is an indication that printing of fake notes was picking up pace after a lull of almost two years post demonetisation in November 2016,” said Deputy Commissioner of Police (special cell) Sanjeev Kumar Yadav.

The Special Cell of Delhi Police, on October 3, arrested a group of four radicalised Kashmiri youth from Jammu and Kashmir (J&K) who were allegedly planning terror strikes in the national capital, Delhi, reports The Times of India. In a statement, the Police said the accused were arrested from ITO area in central Delhi and were carrying four sophisticated pistols and over 120 rounds of ammunition. The accused have been identified as Altaf Ahmad Dar (25), a resident of Pulwama District of J&K, and Mushtaq Ahmad Gani (27), Ishfaq Majeed Koka (28) and Aqib Safi (22), all residents of Shopian District of J&K, the statement said. The Police said, "Ishfaq is the elder brother of slain terrorist Burhan Koka, ex-chief of Ansar Ghazwat-ul-Hind, an off-shoot of Al Qaeda in Jammu and Kashmir." They said Burhan Koka was killed in an encounter in Melhora area in Shopian District of J&K on April 29, 2020, along with two other associates. After his death, his elder brother Ishfaq Majeed Koka was approached by the cadres of Ansar Ghazwat-ul-Hind to work for the terrorist outfit, Police stated. Ishfaq was allegedly indoctrinated by present chief of Ansar Ghazwat-ul-Hind, and Ishfaq further indoctrinated Altaf Ahmad Dar, his cousin Aaqib and Gani, Police added.

The National Investigation Agency (NIA) on October 7 arrested two suspected terrorists of Islamic State (IS) module in Bengaluru, Karnataka, which was allegedly involved in radicalisation of youth and funding their trip to Syria to join the terror group, reports NDTV. Ahamed Abdul Cader, 40, from Ramanathapuram District in Tamil Nadu and Irfan Nasir, 33, from Frazer Town in Bengaluru were arrested. While Cader is a business analyst in a bank in Chennai, Nasir is a rice merchant in Bengaluru, the NIA said in a statement. During the investigation of a case taken up by the NIA on September 19, certain incriminating facts emerged about a Bengaluru-based IS module, the agency said. "Further investigations resulted in revealing a module wherein Cader, Nasir and their associates were members of Hizb-ut-Tehrir. They had formed a group called 'Quran Circle,' which radicalised gullible Muslim youth in Bengaluru and funded their visit to the conflict zone in Syria to aid and assist the ISIS terrorists," the NIA said.

Dawood Ibrahim's gang may have a role in the Kerala gold smuggling case, the National Investigation Agency (NIA) told a court on October 14, reports NDTV. Intelligence inputs suggested that proceeds from gold smuggling in Kerala were used for anti-India and terror activities, NIA said as it opposed bail for the accused in the case. The agency cited a report by the Central Economic Intelligence Bureau (CEIB), submitted to the NIA Director General in October 2019. The report was submitted to the court on October 14, in a sealed envelope. The NIA quoted the UN Security Council (UNSC) Sanctions Committee's narrative summary on Dawood Ibrahim and the fact-sheet published by the US Department of Treasury on his gang's activities in Africa. The NIA also referred to reports saying that one Feroz, believed to manage Dawood Ibrahim's diamond business in Tanzania, was said to be from South India, according to intelligence agencies.

The remarks were part of a statement delivered by Vikas Swarup, Secretary (West) in the Ministry of External Affairs (MEA). Swarup accused Pakistan of bringing “genocide to South Asia 39 years back, when it killed its own people”, and said: “This is also the same country that has the dubious distinction of becoming synonymous with the phrase ‘epicentre of terrorism’ and hosting the largest number of terrorists proscribed by the United Nations.” Swarup said the “only dispute left” in Kashmir, which Pakistan described as a “disputed territory”, is “its own illegal occupation of certain parts, which sooner or later, it would have to vacate”.

"A likelihood of a terrorist attack similar to 'Pathankot attack' indicated. Terrorists are planning to launch an attack on an unspecified military base in Rajasthan during this month," said a security agency report. The action by ED was taken under the Prevention of Money Laundering Act (PMLA). A total of seven properties have been seized including a hotel, an under-construction hotel, a cinema hall, one farmhouse, two bungalows and three and a half acres of land at Panchgani in Mahabaleshwar (Maharashtra). MEA spokesperson Anurag Srivastava told a weekly news briefing, “As is well known, Pakistan continues to provide safe havens to terrorist entities and individuals and has also not yet taken any action against several terrorist entities and individuals, including those proscribed by the UN Security Council, such as [JeM chief] MasoodAzhar, Dawood Ibrahim and (Lashkar-e-Taiba operations commander) Zakirur Rahman Lakhvi.” Referring to Financial Action Task Force (FATF), he said that Pakistan had addressed only 21 of the 27 items in an action plan given by FATF to curb terror financing and money laundering. “It is understood that Pakistan has addressed only 21 action items so far out of the total 27 points in FATF’s action plan. Six important action items are yet to be addressed,” he said. He, however, did not identified the six items.

According to Umesh Mishra, Additional Director-General of Police (ADG), Intelligence, Roshan Din who worked as a JCB driver in the Bharat Mala Project on the India-Pakistan border in Barmer used to share confidential details about the movement of security forces’ vehicles in the border area with an ISI (Inter-Services Intelligence) agent in lieu of monetary benefits. This was the third case of espionage reported from Barmer in the last four months. Previously in August and September, Mushtaq Ali and Meera Khan were arrested from Barmer on similar charges.

In the meeting which happened ahead of the third India-US 2+2 ministerial meeting to be held on October 27, both the countries extensively discussed the fragile situation in Afghanistan and the need to maintain stability in the country in order to ensure peace in the region. A landmark defence agreement Basic Exchange and Cooperation Agreement (BECA) was signed between India and the United States of America (U.S.) on October 27 during the third edition of the 2+2 dialogue, reports The Hindu. The signing of the agreement is significant as it will allow sharing of high-end military technology, classified satellite data and critical information between the two countries. BECA will provide India access to classified geo-spatial data as well as critical information having significant military applications from the U.S. With the signing of BECA, the finalisation of four key pacts between the two countries which were identified as crucial to significantly expand the strategic ties is also completed. The four pacts include General Security of Military Information Agreement (GSOMIA) signed in 2002, Logistics Exchange Memorandum of Agreement (LEMOA) in 2016, Communications Compatibility and Security Agreement (COMCASA) in 2018 and the present Basic Exchange and Cooperation Agreement (BECA) in 2020.

The designated 18 individuals belong to terrorists’ groups like Lashkar-e-Taiba (LeT), Hizb-ul-Mujahideen (HuM), Jaish-e-Mohammed (JeM), Indian Mujahideen (IM) and members of the Dawood Ibrahim gang. In its statement UMHA stated that in order to strengthen national security and its policy of zero tolerance to terrorism, the present Government “has declared 18 more individuals as designated terrorists, under the provisions of the UAPA Act 1967 (as amended in 2019) and included their names in the Fourth Schedule of the said Act”. The list of designated terrorists includes key 26/11 conspirators -- Sajid Mir and Yusuf Muzammil alias Muzammil Butt; JeM leaders-Ibrahim Athar and Yusuf Azhar; JeM chief Masood Azhar’s brother Rauf Asghar, who is the key conspirator in Parliament Attack, Pathankot Airbase attack and the Pulwama CRPF convoy attack cases; Indian Mujahideen founders- Riyaz and Iqbal Bhatkal; HuM chief Syed Salauddin and Dawood’s close aides- Chhota Shakeel and Anees Shaikh apart from 1993 blasts accused Tiger Memon among others. Sidhik, who was deported from Saudi Arabia after Interpol issued a Red Corner Notice against him, was arrested in connection with the terror strikes the outfit had planned in Kerala and Tamil Nadu. He was remanded to custody in Kakkanad District jail. According to chargesheet filed by National Investigation Agency (NIA), Sidhik, along with Manseed, Shajeer Mangalassery, Swalih Muhammad, Rashid Ali, Ramshad, Mohammad Fayas, Safvan, Jassim N K, Moinudheen and Mujeeb Rahman, formed the Ansar-ul-Khilafah Kerala during August-September 2016.
