A media report said police, on January 1, 2003, arrested National Democratic Front of Boroland (NDFB) 'vice-president' Dhiren Boro from Tadung area in Gangtok, Sikkim's capital. Police also detained his wife and two children who were with him. Assam police Inspector General (IGP-Special Branch) Khagen Sarma reportedly confirmed the arrest. Assam police personnel suspect that the NDFB might have set-up a base in Sikkim and the 'vice-president' was there to supervise its alleged hideouts in 'Nepal or West Bengal'. The outfit may have been trying to do this with the help of the Maoist insurgents of Nepal and terrorists of the Kamtapur Liberation Organization (KLO). According to the IGP Sarma, "It is quite likely that the NDFB was setting up alternative bases in North Bengal or Nepal with the help of the Maoist rebels and the KLO". Report said it was for the first time that a terrorist leader from the Northeast was arrested in Sikkim.

According to media reports, police have arrested Abdul Matin, the main accused in the December 2, 2002 blasts in a bus at Ghatkopar, in Mumbai. Matin, a medical student, is allegedly an active member of the Student Islamic Movement of India (SIMI). Matin was arrested in Aurangabad, Maharashtra. Besides, police also arrested three more SIMI activists for their role in the blasts and all three are engineering graduates. Three persons were killed and 32 more injured in the blasts on December 2.

The sessions court in Gangtok remanded National Democratic Front of Bodoland (NDFB) 'vice president' Dhiren Boro to a 12-day police custody, on January 2. Police had arrested him along with his wife, two children and two associates identified as Prabin Basumatary and Babloo Swargiary the previous day. Sikkinm police said Dhiren Boro, his wife and associates have been booked under the Prevention of Terrorism Act (POTA). The NDFB leader reportedly told police during interrogation that no other NDFB cadre was in Sikkim. He also said he had been staying in Tadung locality, from where he was arrested, in a rented house for the past one year.

According to media reports, Mumbai Police on January 3, invoked the Prevention of Terrorism Act (POTA) against four Student Islamic Movement of India (SIMI) activists, alleged to have planned and executed bomb blast in a Bombay Electric Supply and Transport (BEST) bus at Ghatkopar on December 2, 2002. A local Court has further remanded their police custody till January 17. They were arrested on December 26-night and remanded to police custody till January 3, by the additional chief metropolitan magistrate on December 27. The accused have initially been charged under the India Penal Code (IPC) sections 302 (Murder), 120-B (Conspiracy), 307 (Attempt to Murder), 427 (Mischief Causing Damage to Property) and 34 (Common Intention). The accused are also booked under section 5 and 9 (b) of Indian Explosives Act, section 3 of Explosive Substances Act and section 3 of Public Property Destruction Prevention Act, report said. Three persons were killed and 32 more injured in the blast.

Media reports of January 3 said a four-member Assam Police-team led by an officer of the rank of Deputy Superintendent is leaving today, January 4, for Gangtok, Sikkim's capital, to interrogate National Democratic Front of Bodoland (NDFB) 'vice president' Dhiren Boro. At present the latter is being interrogated jointly by Sikkim Police, the Intelligence Bureau (IB) and Military Intelligence there. Reports indicated that he might be brought to Assam after the 12-day police remand in Sikkim is over, on January 14. The NDFB 'vice president' was arrested in Gangtok with his wife and two children, and two other associates on January 1.

Inaugurating the Confederation of Indian Industries’ (CII) partnership summit 2003 in Hyderabad, on January 5, Deputy Prime Minister L K Advani said the Punjab experience in successfully rooting out terrorism would be repeated to curb terrorism in Jammu and Kashmir. He said, "People ask me if it is possible for Jammu and Kashmir to return to normalcy. We shall see that terrorism will end in Kashmir." Advani recalled expressing similar sentiments during the 1980s when terrorism was at its peak in Punjab and doubts were expressed if normalcy would ever return to the State.

After a 40 minute meeting the Prime Minister, Swu said the talks were held in a cordial atmosphere and India and Nagas have ‘come closer to understanding’. The Myanmarese-born Fazle Karim alias Abu Fuzi was arrested from Howrah railway station on the basis of specific inputs provided by intelligence agencies of the Union government. According to the preliminary interrogation report of Fuzi, the Al Qaeda’s network in Kashmir, Bangladesh and Afghanistan has also come to light. Fuzi claimed to have met Osama bin Laden twice and also interacted frequently with Laden’s close associates before the United States launched attacks on Taliban-controlled Afghanistan. Fuzi was trained at camps in Afghanistan in 1995-96 and had left that country before the US raids and reportedly took shelter in Bangladesh’s Chittagong district from where he crossed over to Kolkata and later reached the Kashmir valley. Fuzi reportedly told interrogators that he came into contact with two higher-ranking officers of the Inter-Services Intelligence (ISI), Pakistan’s external intelligence agency, in Chittagong, who had assigned him the task of creating an Al Qaeda network in the Kashmir valley.

Basha is also the prime accused in the 1998-Coimbatore serial bomb blast case. The Court also convicted 22 others, including two women- Arifa Begum and Ayesha alias Sangeetha, in the case relating to the seizure of arms and explosives from various parts in Chennai in 1998, after the Coimbatore blasts, sources said. The Judge has fixed January 27 for awarding sentences to the convicted persons, after hearing representations from them. Except for Basha, the other accused are charged with criminal conspiracy, violating the Explosives Substances Act (ESA) and Criminal Law (Amendment) Act by supporting the Al-Umma, causing riot with deadly weapons and preventing officers from performing their duty. Basha had been arrested in Chennai on the day of the Coimbatore blasts and the others some time later.

Media reports, on January 29, said Deputy Prime Minister L K Advani would be leaving on a six-day official tour of Thailand and Singapore, on January 30, today. During the visit, he would highlight the issue of cross-border terrorism being faced by India. He would also discuss methods to tackle the growing menace of global terrorism with top leaders of both these countries. It is expected that India might sign a mutual legal assistance treaty with Thailand, sources added.

Media reports, on January 29, said Mumbai Police is pursuing the deportation of United Arab Emirates (UAE) based Lashkar-e-Toiba (LeT) terrorist Abu Hamza, who is suspected to be the brain behind the December 2, 2002-bomb blasts in Ghatkopar and the January 27&28-blasts in Vile Parle, Mumbai. According to police sources, Abu Hamza alias Abdul Bari, of Hyderabad, Andhra Pradresh, migrated to Dubai along with his family about eight years ago. He is believed to have come into contact with the LeT in Dubai. Till date, no arrests have been made in connection with the Vile Parle blasts. But, over 275 persons, many of them suspected Students Islamic Movement of India (SIMI) cadres, have been picked up for questioning in Mumbai and Thane, sources added.

According to media reports, the Delhi High Court (HC), on January 30, admitted an appeal from the Jaish-e-Mohammed (JeM) terrorist, Mohammed Afzal, who was sentenced to death in the December 2001-Parliament attack case. The reports also said that the HC has allowed Afzal to argue his defence against the award. In its order the HC also directed the Tihar jail authorities to produce Afzal before it on February 3, when the reference for confirming the death sentences imposed on three convicts would be heard. The appeal of other convicts in the case–– another JeM terrorist Shaukat Hussain Guru, his wife Navjot Sandhu alias Afsan Guru and S A R Geelani have already been admitted by the Court on January 15, 16 and 22 respectively. While the first and the last were awarded death sentence Navjot Sandhu was awarded five-year rigorous imprisonment.
