A high security alert was sounded in Bihar on January 1 following intelligence reports that six Pakistani-trained terrorists have infiltrated into the State from Nepal, officials said, reports Times of India. Director General of Police (Bihar) Anand Shankar said that a high security alert has been sounded after the reported entry of six terrorists, and all Police officials have been asked to keep a close vigil on movement of suspects. "Police are alert and ordered to maintain constant vigil at important places, including railway stations, bus stands, temples and markets," he said. Police sources said that the Intelligence Bureau (IB) had informed Bihar Police about infiltration of six well-trained terrorists from Nepal. "The terrorists have sneaked into Araria District from Nepal after killing an ISI agent in the neighbouring country Dec 27," the sources said. "Soon after receiving the intelligence reports, Police Headquarters alerted Superintendents of Police of Districts bordering Nepal to put tight security and to launch operations to arrest them," Police officials added.

Three Pakistani terrorists, who were kept in the Lampur detention centre for deportation, managed to escape from the Police custody at Kotwali in Delhi on January 1, reports The Hindu. The three were arrested, along with five others, by the Crime Branch of the Delhi Police in October 2000 for triggering bomb blasts near the Red Fort. They had recently completed their jail term. The Police said on January 2 that Rafaquat Ali, Abdul Razzaq and Mohammed Sadiq were lodged at the Lampur centre as per an order issued under Section 3 of the Foreigners’ Act by the Special Branch of the Delhi Police.

However, taking a serious view of the lapse, the Union Ministry for Home Affairs (MHA) has sought a report from the Delhi Police and the Foreigners Regional Registration Office (FRRO) on the incident.

An alert has been sounded in the Eastern and East Central Railway (ECR) zones after intelligence inputs suggested infiltration of Taliban-trained suicide squads into Bihar and in metropolises like Kolkata, official sources said on January 4, reports Times of India. Senior divisional security commissioner of the Railway Protection Force of East Central Railway N.K. Sinha in a note to superintendents of railway Police in Bihar, informed of the inputs suggesting infiltration by suicide squads into Bihar and metropolitan cities including Kolkata, they said. The copies of the letter were available with superintendents of railway Police at Patna, Bhojpur, Buxar, Jehanabad, Nawada, Gaya, Nalanda, Lakhisarai, Jamui and Begusarai.

Bihar Police on January 4 denied the media reports of Taliban and Lashkar-e-Toiba (LeT) terrorists infiltration into the State from Nepal side, reports Times of India. Additional Director General (ADG) (headquarters) U.S. Dutt wondered where from the media got such information. "There is no such indication from the Central intelligence agency either," he said. He said that a man was killed in Nepal side across Araria District and the killers are suspected to have entered Bihar. Apparently this led to speculations about terrorists moving in Bihar, Dutt added. As for the threat to Indian Railways, meanwhile, sources said an ADG-rank police officer in Kerala received an anonymous call recently. The caller identified himself as Bashir and said trains and railway properties would be targeted. The caller did not give any specific details about the location of the target. As a precautionary measure, the Union Ministry of Home Affairs (MHA) circulated a nationwide warning to the Railway Police.

PTI reports that a suspected Liberation Tigers of Tamil Eelam (LTTE) militant has been arrested at a check post at Cumbum near Theni in Kerala after his passport and identity cards were found to be forged. Police said Siridharan (32) and his friend, a registered refugee of the Mandapam camp, were on their way back from the Sabarimala temple in Kerala on January 4 when they were stopped for a routine check. Police grew suspicious when they heard his Sri Lankan Tamil accent and asked for his identity card which was found to be false. A check of his passport also revealed that it was forged. They said the suspect had received military training prior to 1992 and had stayed at Velvattithurai in Jaffna Peninsula.

A US Congressional report released on January 5 identified Dawood Ibrahim’s D-company as a "5,000-member criminal syndicate operating mostly in Pakistan, India, and the United Arab Emirates," which has a "strategic alliance" with Inter Services Intelligence (ISI), Pakistan’s external intelligence agency, and has "forged relationships with Islamists, including Lashkar-e-Toiba (LeT) and al Qaeda." The report, prepared by the Congressional Research Service (CRS), the research wing of Congress, is aimed at priming US lawmakers on various issues, and has no immediate policy implications. The US Department of Treasury has already designated Ibrahim as a Specially Designated Global Terrorist (SDGT) in 2006 and former President Bush designated him, as well as his D-Company, as a Significant Foreign Narcotics Trafficker under the Foreign Narcotics Kingpin Designation Act. The report also notes that some press accounts have reported that Ibrahim’s network might have provided a boat to the 10 LeT militants who 26/11 Mumbai attack and records that the "US Government contends that D-Company has found common cause with Al Qaeda and shares its smuggling routes with that terrorist group."

According to intelligence agencies, a 9/11-type terrorist attack using hijacked aeroplanes stares India in the face with an Indian Mujahideen (IM) terrorist having acquired pilot training and waiting to strike, reports India Today. Intelligence Bureau (IB) sources said that Shahzad Ahmed alias Pappu, one of the key accused in the September 13, 2008 Delhi bomb blasts case, learnt to fly planes in Bangalore and could now be planning to execute an airborne terror strike. A dozen other trained IM terrorists are also at large and, together with Shahzad, pose a big security threat. Shahzad underwent pilot training just before the Delhi bomb blasts and has been absconding since the Batla House encounter. The IB has raised the alert levels of an airborne terrorist attack and is trying to unravel Shahzad's sinister plans.

India’s Foreign Secretary Nirupama Rao said on January 10 that Hasina’s visit promised to be a path-breaking one. “The visit of the Prime Minister of Bangladesh promises to be a path-breaking one and gives both countries a historic opportunity to build a new and forward looking relationship. India is committed to working with the government of Bangladesh to build on our historical and traditionally close links and open new vistas in our bilateral relations,” said Rao. Five agreements would be signed during the visit including on mutual legal assistance in criminal matters, transfer of sentenced persons, combating international terrorism, organised crime and illegal drug trafficking, power cooperation and a cultural exchange programme. Hasina would meet her counterpart Manmohan Singh on January 11 (today). However, India and Bangladesh signed five pacts in the presence of Indian Prime Minister Manmohan Singh and his counterpart Sheikh Hasina to add impetus to the bilateral ties that had been on the upswing since the last one year. The Hindu reports that charge sheet has been filed against the 62 accused in connection with the July 26, 2008 Ahmedabad serial bomb blasts in which 57 people were killed by a special court on January 11. Among the 95 accused, 33 are still absconding (of whom, three are dead). The remaining 62 are in jail and were present in court. The 62 accused belong to 11 different States and were arrested at different times and from different places. Charges include hatching a conspiracy, waging war against the State, murder, attempt to murder, organising training camps for training terror activities, encouraging youths to join terror camps, and others. However, the charge sheet named Abu Bashar, Qyamuddin, Abdul Razeek and Zahid Sheikh as the main conspirators and masterminds of the blasts. The charge sheet mentioned that the conspirators had stolen a few cars from Mumbai, which were then laden with explosives and placed at strategic points in Ahmedabad, including the trauma centre of the Government civil hospital to cause greater damage. The explosives, however, were purchased in Ahmedabad. In other incidents, old bicycles fitted with bombs were used.

State Police Chief Karam Veer Singh inaugurated the basic induction course of the first Blue Hawks batch at the commando training school in Lucknow. "We have been assured by the State Government that it would back us in all our efforts. Additional Director General (ADG), Law and Order, Brij Lal said that on the basis of the information provided by another ISI agent Mohammad Nasir arrested from Meerut on January 10 his cousin Mohd. Mukim was arrested from Gurgaon. Mukim, along with Nasir, were passing information about Indian Army's movement, formation and other details to ISI through one Salim Motors in Dubai, Lal said, adding Mukim has been brought to Meerut and produced before a court. The ATS had arrested Nasir from near Sadar Bazar in Meerut on January 10 with documents including mobile phone numbers of ISI officials, information about movement of Army vehicles and their codes and two passports, he said. Nasir, Police claimed, had admitted that he along with Mukim had visited Pakistan in 2009, where he came in contact with ISI agent in Lahore and on return had passed on the information asked by them via Dubai for money, the ADG added.

Police said that the arrestee was linked to Mohammed Abdul Shahid Bilal, key suspect in the May 2007 Mecca Masjid bombing. Hyderabad Police Commissioner B. Prasada Rao said that Amjad was a resident of Moosaram Bagh and has been absconding since 2005. Amjad, who also goes by the noms de guerre of Saif, Pappu and Abdullah, is accused of having close links with other terrorist groups like the Harkat-ul-Jihad-al-Islami (HuJI) and the Jaish-e-Mohammed (JeM), Rao said, adds The Hindu. Rao also mentioned that Amjad was in Hyderabad for a recce for a terrorist attack. Purnia Superintendent of Police (SP) Nayyar Hasnain Khan said Rasool sneaked into Jogbani from Nepal and was on his way to Bangladesh. Acting on a tip-off, however, the Special Task Force (STF) personnel arrested him in the evening of January 12. Rasool, the SP said, has his base at Hyderabad. A murder convict, he was in a Hyderabad jail for eight-and-a-half year — in two phases. It was while serving the jail term that he came in touch with a fellow prisoner, Mehmood, who was a Talibani. On his release, Rasool shifted to Afghanistan, the SP said. Rasool is learned to have told his interrogators that he worked as an operative of Taliban and LeT between 2004 and 2008. He also confessed to his involvement in several terror strikes in Afghanistan and Pakistan, Police sources said and added Rasool later escaped to Nepal where he was once handpicked by Nepal police but let off for want of evidence. Rasool also revealed that he wanted to return to Afghanistan via Bangladesh. “That’s why he clandestinely crossed into Jogbani taking advantage of the long and porous Bihar-Nepal border,” the SP said.

Talking to Pioneer, Kumbh Security Deputy Inspector General (DIG) of Police Alok Sharma said, "We got specific information about the ISI agent and apprehended him." "Abid Ali, alias Asad Ali, alias Abu Bakar, alias Ajit, was arrested at BSM Chowk in Roorkee on Monday morning. He was in possession of map of Roorkee, Army Cantonment and other documents having secretive information about Meerut, Patiala, Dehradun and Bikaner Army cantonments," the DIG informed the media. Alok Sharma claimed: "Asad Ali is a trained ISI agent who was forced into India through Nepal border in 2005. He has procured a fake ration card, driving license and thereafter procured a passport from Ghaziabad Regional Passport office." The Police official added that Asad Ali was arrested when he was on his way to pass on information regarding Roorkee Army cantonment to his handlers in Pakistan. Maps of prohibited area, a pocket diary, laptop, two mobile phones, pen drive, memory card and ATMs of ICICI Bank and of SBI Bank and receipts of INR 30,000 of Western Union money transfer, through which he received money from Pakistan, were found in possession of the arrested suspect, Sharma said. During interrogation, the DIG added, the suspect revealed his original identity as Asad Ali, resident of village Hanjarwal of Lahore, Pakistan. He purportedly told the Police that he was under trial in Pakistan for killing a family member.

Pakistan PM Yousaf Raza Gilani denied Indian accusations that his Government was dragging its feet on booking the prime accused of the 26/11 Mumbai terror attacks, saying the alleged chief architect Hafiz Saeed was very much on trial and the court had to decide when to order his arrest. But Gilani also reiterated that India was not giving it enough information to act against Saeed. Gilani said Pakistan's judiciary had to take a call on Saeed's arrest. "We need more evidence to (take) him to task," he told CNN-IBN in his first interview to Indian media after 26/11. The Pakistan PM maintained that his country wouldn't allow its soil to be used for terrorism. "We've given this assurance. We're fighting our own war on terror (and) face Mumbai like attacks on a daily basis." Gilani pledged to share credible information with India and sought reciprocation from New Delhi to prevent Mumbai-like attacks. "We're ready to share information with India. Let us start sharing more information and work together in the war on terror," he added. The Pakistan PM clarified his recent comments on Pakistan's inability to prevent another Mumbai-like attack, saying it was in reaction to some of the Indian leadership's comments. "Your leaders are saying that if there is any incident in future, there is no difference between state and non-state actors which isn't right," he said.
