Of these 8,180 were civilians and 2,152 were security officers. 2,656 died in exchanges of fire between security forces and militants, while an additional 10,999 militants have been killed in attacks by security forces.

Police reports indicate that firing was resorted to after baton charge and firing in the air failed to disperse the processionists who were pelting stones at the police. The incident occurred when over 5,000 villagers from the twin hamlets of Bragpora and Wutusa, came out on the streets in the morning protesting against what they alledged was a false encounter. Anantnag has been witnessing protests for the past week against the March 25 incident when five people were gunned down by police who claimed that these were militants involved in the Chattisinghpora massacre.

All the five bodies have been identified by the relatives on the basis of clothes and some physical marks. The State government has however, decided to wait for the reports on the DNA tests to be conducted on samples taken from the exhumed bodies. The apex body of Jammu and Kashmir's separatist groups, the Hurriyat Conference is likely to consider with an open mind, the Union government's formal proposal for a dialogue to solve the Kashmir issue. This was indicated by its Chairman Syed Ali Shah Geelani on April 6. However, a section of the Hurriyat has ruled out the possibility of talks within the framework of the country's Constitution. A Pakistan based militant outfit, Hizbul Mujahideen has rejected the informal offer for talks. The outfit insisted that security forces must be withdrawn from the State and detainees released, to created an atmosphere conducive for talks. The group also asserted that the proposed talks should involve Pakistan. Pakistan has officially dismissed, on April 8, the reported talks offer by India's Home Minister as "propaganda".

Earlier on April 29, a bomb attack by militants in one of the canals of the Upper Sindh Hydel Project (II) at Cherwan village left one civilian killed and 16 others injured. In another incident, a grenade attack by militants on a bus near Mughal Garden in Achabal left one student injured. Two civilians were injured in another grenade attack at Achabal, Anantnag district. Militants also launched a grenade attack on the residence of a Special Police Officer (SPO) and set ablaze a school building on April 29.

Identifying South Asia as a major hub of international terrorism, the US State Department in its report for 1999, has accused Pakistan and Afghanistan of harbouring several international terrorist organisations including those operating in Jammu and Kashmir. The report severely criticises Pakistan for refusal to end support to groups that train terrorists in neighbouring Afghanistan and in Pakistan itself. The report added that Pakistan has declined to close "certain Pakistani religious schools that serve as conduits for terrorism" even as it has arrested and extradited several terrorists.According to Michael A Sheehan, the Department’s coordinator for counter-terrorism, the report stopped short of labelling Pakistan as a terrorist sponsor State as "it is a friendly State that is trying to tackle the problem." The report cites "credible reports," which says, that Pakistan continues to support militant groups like the Harakat ul-Mujahadeen, a prominent terrorist group involved in Jammu and Kashmir's militancy.Reacting to the report, Pakistan vehemently denied that it was in any way supporting or tolerating terrorism. A Pakistan embassy official in Washington countered the report saying "If they have evidence, they should share it with us. We are more a target and victim of terrorism than the United States has ever been. We need to jointly fight against terrorism, Charges like this simply get our backs up,"
