One of the slain terrorists, Mujibur Rehman, had reportedly served a two-year prison term in 1998 but re-joined the Hizb ranks later. Both the terrorists were killed in the ensuing gun-battle and seven persons, including a police personnel, were injured. 45 persons, including the passengers, were subsequently evacuated to safety. Two armed terrorists are reported to have intruded into the highly-guarded complex in the heart of Srinagar at approximately 3.55 pm (IST). The venue is approximately a few meters away from the Sher-e-Kashmir Stadium where the Prime Minister, Dr. Manmohan Singh, is to flag off the bus on April 7, today. The terrorists, who exploded grenades and entered the building, took position and commenced indiscriminate firing from all directions. The Director-General of Police, Gopal Sharma, later said, "the militants set it [the building] on fire in order to create chaos." The entire building, housing a number of departments including Tourism, Wildlife, Fisheries, State Road Transport Corporation, J&K Tourism Development Corporation, Northern Railways, Post Office, and Indian Airlines, was destroyed in the blaze.

While Prime Minister, Dr. Manmohan Singh, flagged off the bus from Srinagar, Sikandar Hayat Khan, the Prime Minister of Pakistan occupied Kashmir (PoK), did the same in Muzaffarabad. Two buses, christened as Karwan-e-Aman, carried 19 passengers from Kashmir and Jammu who disembarked and crossed the LoC at Kaman Post - the last Indian post - to board an equal number of buses for the second leg of their journey to Muzaffarabad. The same group later abducted another civilian, Qamar-ud-Din, from his house at Mallan and later killed him at a nearby field. Another civilian, Roshan Din, was also abducted and later allegedly beheaded by the terrorists in the Neeram area of Mahore. An encounter ensued after one of the terrorists, who subsequently was killed, opened fire on the troops. Musharraf also refused to set a time-frame for the resolution of the Kashmir "dispute" but said it had to be resolved in a "reasonable time." "There is no guarantee of a permanent solution unless we resolve the basic dispute. It can erupt again under a different environment and different leadership. An agreement means nothing in a different environment. We have to resolve the Kashmir dispute amicably between India, Pakistan and the people of Kashmir," the President said in the hour-long interaction. Advocating an "out of box" solution without any "rigid time-frame," Gen. Sources said it was for the first time that a terrorist publication had been proscribed by the PoK Government during the last 15 years. The TuM, led by Sheikh Jamilur Rehman, had been publishing the magazine for the last eight years from Muzaffarabad, capital of the PoK. Sources added that the magazine in its recent issue published a few articles on the recent visit of US Secretary of State, Condoleezza Rice, the split in the All Parties Hurriyat Conference (APHC) and the role of Pakistan, India, and the US in starting the Muzaffarabad-Srinagar bus service and had condemned these Governments along with the PoK Government. The magazine was especially critical of Pakistan’s policy on Kashmir. Interior Ministry of the PoK Government reportedly notified the ban on the basis that such articles could promote sectarianism in the region.
