Yousuf had contested the 1996 Legislative Assembly elections on an Awami League ticket and had lost. He had recently joined the BJP. A vehicle, which was part of the motorcade of Lone, was hit by a bullet in the rear side while the candidate from Sangrama constituency was going to address a public rally at Tarzoo in Sopore area. No one was hurt in the incident, the sources added. The Al-Arifeen outfit claimed responsibility for the attack. Lone’s father, Ghulam Nabi Lone, who was Minister of State for Education, was shot dead by terrorists in an attack at his residence in the Tulsibagh area of Srinagar on October 18, 2005. By-election to three Assembly segments is to be held on April 24.

The first blast targeted a vehicle of the Border Security Force (BSF) near the Central Telegraph Office at 11.50 AM injuring two BSF personnel and a civilian. Within 20 minutes, another grenade was thrown in the direction of a Central Reserve Police Force (CRPF) vehicle at Magarbal Bagh. It missed the intended target and exploded but failed to cause any damage. Within the next 15 minutes, terrorists lobbed the third hand grenade on a bunker of the CRPF 113 near Hanuman Mandir at Amirakadal killing two civilians, including one woman, and injuring 10 others. A fourth grenade targeted a vehicle of the J&K Police Security Wing at Batmaloo at about 1315 hours. Two police personnel and two civilians were wounded in this explosion. Three civilians are reported to have died and 11 others wounded during the fifth grenade blast took at the crowded Badyari Crossing near Dalgate. Terrorists triggered a sixth grenade blast targeting the CRPF post in the Safakadal area at around 1830 hours, causing injuries to eight civilians and six police personnel. "With ceasefire holding, the violence level in the militancy-hit State has come down," according to an assessment given to top Army Commanders meeting in New Delhi to review the situation. "The efficiency of our counter-insurgency operations is evident from the leap in the ratio of terrorists killed per infiltration bid rising from 1.8 in 2004 to 3 per infiltration bid in 2005," said Army chief Gen J. J. Singh. He said "surgical operations" were being carried out by avoiding any collateral damage and had helped the armed forces to gain moral ascendancy over the terrorists. He told reporters on the first day of his two-day visit to Jammu and Kashmir to review the security situation in the run up to April 24-elections in four Assembly constituencies that, "We have all the numbers on the camps and the militants waiting to infiltrate." He also said "Cross border terrorism must end. We have fail-proof and fool-proof evidence that (militant) camps are flourishing across the border. The Centre is determined to keep the State peaceful in all conditions." Despite the Confidence Building Measures, terrorist infrastructure, including camps, were running and the terrorists were ready to infiltrate into the State from across the border, informed Duggal. During the first quarter of 2006, the number of terrorism-related incidents and the casualty figure of security forces and civilians have come down from last year, Duggal disclosed. "I don’t think the success of the roundtable depends on the attendance of any group — A, B or C... In any case, I don’t think the separatists have a veto on the success or otherwise (of the roundtable)," National Security Adviser M K Narayanan said in an interview in New Delhi on April 23. Narayanan said "if the separatists feel that they can’t discuss their issues and positions.... It is nothing that we can do about it". Chief Electoral Officer B.R. Sharma said the overall percentage in the four segments was 59. Bhaderwah witnessed the highest percentage of 72 followed by 66.2 per cent in Rafiabad, 56.2 per cent in Pattan and 40.32 per cent in Sangrama. "The overall situation remained peaceful," Sharma said adding that the percentage could go up by one or two per cent as the figures were not final. Unlike in the past, there was not a single complaint of coercion by security forces and enthusiasm among the willing voters was at its peak, he said.

A grenade was thrown at polling both in Government Higher Secondary School, Pattan, but it failed to cause any damage. A rifle grenade was lobbed by the terrorists at Palhalan polling booth but it also did not cause any casualty or damage. In another grenade attack at Salusa, one Border Security Force personnel, Rajinder Singh, was injured. Terrorists also detonated an improvised explosive device at Bhat Mohalla Pattan in the Baramulla district. However, no loss of life or injuries was reported. The Prime Minister’s Office announced that Dr. Singh will meet representatives of the Hurriyat Conference, led by Mirwaiz Umar Farooq. After receiving the invitation in Srinagar, the Mirwaiz (a hereditary title of one of Kashmir's important religious seats, and also head priest of the Jamia Masjid) termed as "good and appropriate" the Prime Minister’s decision. "It is a good and appropriate decision. The main problem is between New Delhi and the Hurriyat Conference. Therefore, New Delhi should hold talks with the separatists only," he said. He claimed that the second round of talks with the Prime Minister will be in continuation with the "triangular dialogue process" between India, Pakistan and the Hurriyat Conference. The first round of talks was held in New Delhi on September 5, 2005.

The deceased and the hostages were reportedly Hindus. Security forces (SFs) have launched a search operation to rescue the five hostages and neutralised the group of seven terrorists responsible for the incident, official sources said. Police believe that the Hizb-ul-Mujahideen (HM) is responsible for the incident as it was the only outfit, which had major presence in the area. Identity of the deceased and the missing persons has not yet been established.
