"If the (split) Hurriyat leaders failed to sink their differences and unite on one platform and a solution (of the Kashmir problem), not in accordance with the aspirations of the Kashmiri people was allowed to be imposed, history would never forgive these leaders,” the spokesman said. Deputy Inspector General of Police (Udhampur-Doda range), Lalat Indu Mohanty, disclosed that SFs launched a search operation at Tatta Pani in Navapachi in the early hours of April 13 after securing information that five top commanders of three outfits were holding a joint meeting to co-ordinate their activities and step-up militancy in Doda district. As the troops reached close to the hide-outs the militants opened firing, which was replied by the SF personnel and in the consequent encounter all five militants were killed. Out of five, identity of three of them was established as Imtiyaz, Abu Buzana and Gulfam, all commanders of three different outfits. Three AK rifles with 10 magazines, one pistol with two magazines, six grenades and one I-Com wireless set were recovered from their possession.

The third Round Table Conference (RTC) on Kashmir will be held on April 24 in New Delhi. This was stated by Chief Minister Ghulam Nabi Azad in Jammu and April 13, according to Daily Excelsior. He said a decision to this effect was taken at a meeting he had with Prime Minister Dr. Manmohan Singh on April 12 in which Union Home Minister Shivraj Patil was also present. He said the conference would discuss the recommendations of five Working Groups set up by the Prime Minister after the second Round Table on May 24, 2005 and provide yet another platform to representatives of political parties, ethnic groups and opinion leaders from all the three regions to deliberate upon all issues. The first two RTCs were held in April and May 2005. After the second RTC in Srinagar, five Working Groups on different subjects, including good governance, strengthening of the Centre-State relations, strengthening relations across the Line of Control, Confidence Building Measures to improve condition of people affected by militancy and economic development of the State were set up. While four Working Groups have completed their deliberations and submitted their reports, the group of Centre-State relations was likely to hold one or two more sittings to finalise its report.

After securing information from the civilians regarding the abduction, security forces (SFs) launched a search operation in the Judi Bagda forest area where both civilians were being held captive. In the ensuing encounter, one of the civilians, Ayub, attempted to escape from captivity. However, he was shot dead by the terrorists. Later, the SF personnel killed one terrorist, Mohammed Saif of the Harkat-ul-Mujahideen (HuM) and also succeeded in rescuing the other civilian. A senior police officer told Daily Excelsior that a top Lashkar-e-Toiba (LeT) militant, Showkat Ahmed, was arrested from the capital Srinagar on April 24. During interrogation, he revealed that the LeT, Jaish-e-Mohammed (JeM) and Hizb-ul-Mujahideen (HM) had hatched a joint conspiracy to assassinate the Chief Minister at Bandipora during his rally. Police raided a militant hideout on the outskirts of Srinagar from where two associates of Showkat were also arrested. They included one Pakistani, Abu Sikander. This was the second such plot foiled by security forces in the last 12 days. On April 14, police had arrested four persons, including a couple, for plotting to kill Azad.

Prime Minister Manmohan Singh on April 24 announced the constitution of two committees to take stock of the implementation of the recommendations of the working groups on Kashmir, according to The Hindu. Addressing the third Round Table Conference on Jammu and Kashmir in the national capital New Delhi, the Prime Minister said the standing committee would have membership from within the round table, the second panel would comprise officers from the Government. Earlier, the Conference accepted the recommendations of the four working groups to address various aspects of the Kashmir issue while the fifth working group on Centre-State relations is yet to finalise its report. In his opening remarks, the Prime Minister acknowledged the role of security forces in maintaining peace in Jammu and Kashmir, and said their deployment was directly linked to the extent of violence on the ground. He said wide-ranging initiatives were already being implemented to revitalise the economy of the State and the need was to work closely together to further carry forward the efforts to build a new, peaceful and prosperous State. "It is a vision of naya (new) Jammu and Kashmir which is symbolised by peace, prosperity and people's power,'' he stated.
