Hizb-ul-Mujahideen (HM) chief Syed Salahuddin on April 1 claimed Constable Nisar Ahmad Pandit, the Personal Security Officer (PSO) of Jammu and Kashmir R&B Minister Altaf Bukhari, who went missing from Srinagar along with two rifles on March 28, had joined his outfit, reports Times of India. He said the outfit would reward Naseer Ahmed Pandit for deserting his force and called him an "inspiration for those working for Jammu & Kashmir Police". Salahuddin hoped more cops would join the militant ranks. He condemned "harassment" of Pandit's family during raids at his house and warned of dire consequences in a statement.

One Jammu and Kashmir Police Officer has been killed and three Security Force (SF) personnel were injured in a fierce gunfight with terrorists in Baramulla District, reports IBN Live on April 2. Officials said that following specific information about the presence of a group of terrorists, a joint team of Army's 29 Rashtriya Rifles and Jammu and Kashmir Police Special Operations Groups (SOG) Pattan launched a search and cordon operation at Sultanpora village of Baramulla District. As soon as the joint team of forces intensified their search, the terrorists opened fire upon them. The forces retaliated resulting in heavy firing from both the sides.

The Jammu and Kashmir government on April 1 said ten sarpanches (head of village level local self government) have been killed and three injured by militants in the Valley in the last four years while 20 resigned following threats from militant outfits, reports The Times of India. In a written reply in the state Assembly, Minister for Rural Development and Panchayati Raj, Abdul Haq Khan also said that the state government was sensitive to the issue of safety of panchayat (village level local self government institution) representatives in Kashmir and was taking various measures to instill confidence in them. "Six sarpanches were killed and three injured in Baramulla District, while three were killed and two injured in Pulwama. One sarpanch was killed and one injured in Shopian," Khan informed the House. Besides, the minister said one panch (village council member) was killed and two others were injured. "In 12 Districts of Kashmir, 20 sarpanches and 128 panches have resigned for reasons including threats from militants," he added. On steps being taken by the government to create a sense of security among sarpanches and panchayat members, Khan said, "The measures being taken include strengthening the security grid, sanitization of vulnerable areas and working out proper security assessment of panchayat members to provide them security cover, if needed." He said the government has also been ensuring close coordination and synergy among different agencies on a regular basis, besides intensifying night patrolling by security personnel and area domination in vulnerable areas. "Regular meetings with sarpanches and panches at District, sub-division and Police Station levels have been organised to boost their level of confidence. Telephone and mobile numbers of police control rooms have also been provided to panchayat representatives for assistance as and when needed," he said. Besides these steps, Khan said the elected panchayat representatives have been provided a life insurance cover with full premium amount to be paid by the state government.

The recent fidayeen (suicide) attacks in Kathua and Samba in Jammu and Kashmir were allegedly carried out by the newly formed terror outfit, ‘Afzal Guru squad’, reports Bangalore Mirror on April 3. According to the reports, the outfit, which was formed after the hanging of the 2001 Parliament attack convict, has become a cause of concern for Indian Security Forces (SFs). Afzal Guru's hanging at New Delhi's Tihar Jail in February 9, 2013 had triggered widespread protests in the Valley, and militants had vowed to avenge the execution. The squad is also suspected to be involved in the December 5, 2014 attack on an Army camp in Mohra area of North Kashmir's Uri. Eleven security personnel including a Lt Colonel were killed in the deadly fidayeen attack. Police said many youths in Kashmir have since joined militant ranks. Handlers of Pakistan-based terror groups Lashkar-e-Toiba (LeT) and Jaish-e-Mohammed (JeM) are now adopting new tactics for 2015 by involving these freshly infiltrated youths, sources said. Earlier, terror outfits used to send militants, who used to stay on in India for a few years and carry out small attacks. But now terrorists launch attacks almost immediately after they infiltrate to this side, report added. The report also said that Commanders of LeT and JeM coordinate with each other, but they both are under tremendous pressure from handlers in Pakistan to attack security forces in the Jammu and Kashmir. They tried to sabotage Lok Sabha elections and State Assembly polls. But their designs were foiled by the heightened security in the state and elsewhere. Last year (2014) 101 militants were killed by SFs, report said.

With Mohammad Shafi Dar, a Special Police Officer (SPO), succumbing to his injuries on April 2, the death toll rose to two in the encounter with terrorists in Baramulla District, reports Daily Excelsior. The other persons injured were identified as Nagraj Jageshwar, Naik Jagjeet Singh and Mandeep Kumar of 29 Rashtriya Rifles (RR) were shifted to Army’s 92 base hospital Srinagar, out of which Jageshwar, the Jammu and Kashmir Police Officer, had succumbed to his injuries earlier. The injured civilian identified as Manzoor Ahmad Rather has also been shifted to Srinagar for treatment. It is to be noted that earlier South Asia Terrorism Portal (SATP), had reported that one Jammu and Kashmir Police Officer has been killed and three Security Force (SF) personnel were injured in a fierce gunfight with terrorists in Baramulla District.

Various inputs from Central intelligence agencies point towards the presence of groups of both Jaish-e-Mohammed (JeM) and Lashkar-e-Toiba (LeT) terrorists waiting to infiltrate at various locations along the Line of Control (LoC) and International Border (IB) in Jammu and Kashmir, reports The Asian Age on April 4. The inputs warn that LeT militants, led by one Mohammed Hussain alias Mani, are waiting to infiltrate from Derinala, while another group of five JeM terrorists has arrived from Kotli in Pakistan-occupied Kashmir (PoK) and has been camping at Shahbaz post. The group, led by its launching commander, Gul Hadiq, is learnt to have already reconnoitred the area and to be planning to strike Security Forces (SFs) by planting Improvised Explosive Devices (IEDs) along their foot-patrol tracks. Another group of three unidentified terrorists has reconnoitred the Madhole Nallah area near post Bhadur and is planning to carry out a major action, including attacking the post, said the alert. The report adds that the LeT and JeM infiltration threats are also coming from the Gurez, Rajouri and Pooch sectors, giving a clear indication of the massive plans of the Pakistan-based groups to disrupt peace in the Valley and the hinterland. The Intelligence Bureau (IB) has warned of the JeM planning to target the Communist Party of India [Marxist] (CPI-M) workers in Kashmir, particularly in Kulgam District. The IB has drawn up a list of CPI-M workers who contested Assembly elections in 2014 and may be on the Hizb-ul-Mujahideen (HM) hit list. Their security is being enhanced by local law enforcement agencies. In the data on terror financing tabulated from 2006 till date, terror finances to the tune of INR 148.5 million have been recovered by National Investigation Agency (NIA) and Police of 15 states, reports The Times of India on April 10. The NIA has surpassed the states in recovery of terror finances despite starting operations as late as 2009. According to the report, the agency seized INR 36.6 million in terror funds in 11 cases investigated by it since its inception. As many as 101 persons are accused in these cases. Jammu and Kashmir ranks second only to NIA in seizures. The state seized INR 29.3 million in 80 terror financing cases since 2006, in which 190 persons are accused. Manipur, despite its small size, reported terror fund seizures worth INR 21.1 million in 26 cases, followed by Delhi which seized INR 19.2 million in 21 cases. Madhya Pradesh accounted for seizure of terror finances worth INR 16.4 million, while Odisha Police seized around INR 11.2 million. Though Karnataka, Gujarat and Kerala registered 14, three and one terror financing case respectively under Unlawful Activities [Prevention] Act (UAPA), they did not report any seizure since 2006. As many as 213 terror financing cases were registered by NIA and various state Police, in which 873 persons are accused. J&K reported the highest number of cases (80), followed by Manipur (26) and Delhi (21). In terms of number of those accused of terror financing, J&K ranked first (190) followed by NIA (101) and Maharashtra (98).

As per UMHA, the alleged involvement of AUU has been found in anti-India activities. A section of HuM, already banned under Unlawful Activities (Prevention) Act (UAPA), was alleged to be behind the hijacking of Indian Airlines IC 814 in 1999 which was undertaken to secure release of Jaish-e-Mohammed's (JeM) Maulana Masood Azhar and others. In August 2014, the US amended HuM's designation to include Ansar ul-Ummah. According to US Department of State statement, "HuM has repeatedly changed its name in an effort to avoid sanctions. Most recently, HuM created Ansar ul-Ummah as a front organisation...It is a Pakistan based terrorist organisation that seeks the annexation of Kashmir into Pakistan."

A Defence spokesman said: “Consequent to the recent attack by militants on the security forces Army had intensified search operations at places from where inputs about likely presence of militants was being received. One such operation at Kamla Top resulted in contact being established South of Hurdu Mir area of Tral”. “The terrorist were effectively engaged and one terrorist was eliminated. Search of the area led to recovery of the body of the slain terrorist, two AK 47 rifles and large quantity of war like stores’, said the spokesman. Union Ministry of Home Affairs (MHA) in its latest report said, “The security situation in Jammu and Kashmir (J&K) has witnessed significant improvement in recent years”, reports Daily Excelsior on April 14. The report added “Although in 2014 there was a slight increase in the number of terrorist incidents, Security Forces (SFs) were able to neutralize 110 militants as against 67 in 2013.” Stating that ongoing militancy in the State is intrinsically linked with infiltration of terrorists from across the border both from the International Border (IB) as well as the Line of Control (LoC), MHA said, “During the year 2014, infiltration attempts decreased by 19.85% in comparison to the previous year due to tightened security and vigil on the borders”. In 2011, there were 247 infiltration attempts while as the number increased to 264 in 2012 and 277 in 2013. However, during 2014, the number came down to 222, the lowest during the last four years. Frustrated over tightened security and denial of logistics due to check on infiltration, the militants already operating in the hinterland of the State increased their activities during 2014 and made soft targets by ensuring casualties of the civilians. “The year 2014 witnessed 30.58% and 86.66% increase in the number of terrorist incidents and casualties of civilians in comparison to the previous year”, the MHA report said. However, there was 11.32% decrease in SFs fatalities in the year 2014. Moreover, 64.18% more terrorists have been neutralized in comparison to the year 2013, the MHA report said while mentioning that law and order situation in J&K has been under control.

The Union Ministry of Home Affairs (MHA) has approved INR 1.2 billion for purchase of two full body scanners for installation at two cross-Line of Control (LoC) points along Poonch-Rawlakote and Uri-Muzaffarabad routes to put a complete halt on the smuggling of weapons, narcotics and other undesirable items from Pakistan occupied Kashmir (PoK), reports Daily Excelsior on April 16. The MHA has decided to purchase the full body scanners, each costing INR 6 million, from the international firms to plug the leakages effectively and give no chance to undesirable elements to indulge in smuggling. The installation of fully body scanners on the two cross-LoC routes was necessitated in view of smuggling of arms and narcotics under the garb of trade by some unscrupulous elements. The full body scanners can scan the entire truck and detect any unwanted items being brought in the trucks.

In view of “highly alarming reports’’ about all out attempts by the militants to infiltrate into India, the Union Ministry of Home Affairs (MHA) has decided to deploy more Central Armed Police Forces (CPFs) on the International Border (IB) behind the Border Security Force (BSF) to ensure even if the militants managed to breach the fencing, reports Daily Excelsior on April 20. Sources said there had been reports that encouraged by open support of Pakistan Army and Jamat-ul-Dawa (JuD) chief Hafiz Sayeed, over a dozen militants in full combat dresses have been camping close to the IB in Hiranagar sector of Kathua District with a view to infiltrate into this side. April 19’s shelling and firing by the Pakistan Rangers was clearly aimed at infiltration by the militants, they added. Sources further said, the MHA has decided to deploy more CPFs along the IB from Kathua to Akhnoor behind the BSF. This will help check any infiltration by the militants breaching fencing or crossing through some uncovered portions of Nullahs especially when they were flooded during the rains. Official sources told that the Pakistani Rangers resorted to shelling after the Border Security Force (BSF) personnel fired couple of Under Barrel Grenade Launcher (UBGL) rounds to thwart infiltration attempt by two militants on the International Border (IB) in Hiranagar sector. The BSF personnel observed movement of two suspected militants about 20 meters inside the Indian Territory of the border, who were trying to infiltrate from Hiranagar sector. To prevent the infiltration bid, the BSF personnel fired two rounds from UBGL. The mortar shelling was followed by small arms firing for few minutes. It was decided a month ago in a meeting of the top functionaries of Government of Pakistan and its agencies that Geelani will be strengthened and other groups will be asked to rally around him. After all efforts failed to unite separatists, it was decided that APHC led by Geelani will be strengthened. The exit of seven separatist leaders from APHC led by Mirwaiz Umar Farooq was part of strengthening the Geelani faction of APHC. The leaders who parted ways with Mirwaiz include Zaffar Akbar Bhat, Saleem Geelani, Yasmeen Raja and Bashir Andrabi. These leaders are likely to join APHC led by Geelani. Few more senior members of APHC led by Mirwaiz are likely to part ways with Mirwaiz to join Geelani faction of APHC soon. This will weaken the Mirwaiz faction of APHC and isolate some of its leaders with whom Geelani has reservations. Sources further said that since the formation of Government by Nawaz Sharif, Pakistan Government has thrown its weight behind Geelani. Chinar Corps General Officer Commanding (GOC) Lieutenant General Subrata Saha on April 22 said that Army has strengthened the counter-infiltration grid along the Line of Control (LoC) over the years and has brought down the levels of infiltration. The GOC said “If we see last year (2014) we have eliminated 101 militants plus apprehensions, 45 of them. Bulk of them, have been eliminated while infiltrating. We are ensuring that before they try to cause damage in the hinterland, best is to get the menace during infiltration rather than allowing them to move to Valley and endanger people’s lives and do collateral damage. Our effort is to strengthen the counter-infiltration grid.” Saha further said “Fence is strengthened every year. The fence was constructed in 2003-2004. Where ever need arises there is double fence. Every year we strengthen the fence and re-enforce it after snow. This year were are installing a comprehensive system in which there is everything including surveillance system and alarm system. Everything put together our effort is to make it much more effective and in any case it is generational change to the fence also. The counter-infiltration starts with infiltration, surveillance equipment and troops those are deployed and what type weapons they are carrying and what is their morale and how trained they are. We devise a strategy to track them right from the start across the fence and coming to the fence to the reception area and it is the system that works. All components put together and over the years we have refined our tactics. We have understood the pattern well.”

Official sources said that the troops of Delta Force located at Bhandarkut and Police busted the militant hideout and effected recovery of arms, ammunition and explosive material after 42 hours of search operation in treacherous forests and mountainous areas of Kuchhal. In an effort to enhance Central reserve Police Force (CRPF)'s capabilities in fighting Communist Party of India-Maoist (CPI-Maoist) in the Red zone and terrorists in Jammu and Kashmir (J&K), Union Home Ministry (UHM) has ordered replacement of indigenously built but faulty INSAS (Indian Small Arms System) rifles that the force uses with AK-47s, reports The Times of India. All INSAS guns used by the force in the red zone would be replaced by AK-47 while 50% of the INSAS gun armoury in J&K would now have AK-47. The UHM sanctioned the procurement of guns two days ago (April 24) following a demand from the CRPF which has been pending with the Ministry for almost a year. The sanction, however, is partial fulfillment of CRPF demands. The force had sent a proposal to the UHM last year for 100% replacement of all its INSAS guns with AK-47 rifles in Maoist areas, 50% in Jammu and Kashmir and similar grading percentage for various other theatres. "The sanction is location specific i.e. limited to Naxal [Left Wing Extremism (LWE)]-affected Districts and Jammu and Kashmir. In rest of the country, the force will continue using INSAS. The decision has been taken according to the operational requirement of the force," a senior UHM official said.

Union Home Secretary LC Goyal told a parliamentary committee last month (March) that there is a "noticeable decline" in public support for terror outfits in Jammu & Kashmir (J&K), but cautioned that the country should be on its guard against the activities of terror group, Hizb-ul-Mujahideen (HM), The Times of India reports on April 27. Goyal's deposition before the parliamentary panel on March 26 is now made public in the committee's report laid before the Rajya Sabha (Upper House of the Indian Parliament) on April 23. The Home Secretary had told the committee that the HM is a threat to both J&K as well as other parts of the country. "In the hinterland, no major incidents have taken place barring three minor incidents. This is largely because of the fact that we were able to neutralize a number of Indian Mujahedeen (IM) modules in 2013-14. But some remnants of HM based in Pakistan are still creating a situation where we need to be on our guard. I would like to assure the committee that the government is alive to these challenges on the internal security front," Goyal told the panel. He pointed a finger at Pakistan, saying J&K was suffering from Pakistan-sponsored cross-border terrorism while terrorism in the hinterland "also has, more often than not, cross border links".

Border Security Force (BSF) personnel on April 30 gunned down a Pakistani intruder when he entered inside the Indian Territory at Border Pillar No. 189 near Border out Post of Chillayari in Samba District, reports Daily Excelsior. Official sources said that the BSF personnel observed movement of a Pakistani infiltrator at 8.50 am at Chillayari post and asked him to surrender. As the intruder came about 20 meters inside the Indian Territory and didn’t stop despite the warning, the BSF personnel of 9th battalion opened firing killing him on spot. During frisking, BSF personnel recovered three Pakistani identity cards from his possession, which revealed his identity as Amanat Ali (32), son of Rashid Ahmad, a resident of Sarya Rambri in Narowal District. The identity card showed that he was working in Sublime Soccer Private Limited at Daska Road of Sialkot District as stitcher.
