life was affected in the Kashmir Valley as separatist groups called a strike in protest against Prime Minister Narendra Modi’s visit to the State for inaugurating the Chenani-Nashri tunnel on the Srinagar-Jammu National Highway, reports The Times of India. Asking people to observe a general strike, the chairmen of the two factions of the All Party Hurriyat Conference (APHC), Syed Ali Shah Geelani of the Geelani faction (APHC-G) and Mirwaiz Umar Farooq of the Mirwaiz faction (APHC-M), and JKLF (Jammu Kashmir Liberation Front) chief Mohammad Yasin Malik, in a joint statement on March 30, said “all rhetoric about development or construction of tunnels and roads are futile and will not succeed in luring us”. They said the Prime Minister was visiting the State at a time when the situation was “extremely gloomy”.

Police raided Baramulla sub-jail in Baramulla District on April 2, reports Daily Excelsior. Police recovered 14 mobile phones, two of them belong to hardline separatist Masarat Alam Bhat, and incriminating material from Baramulla sub-jail during a search operation in North Kashmir. Police suspects that these phones were being used for creating trouble in Kashmir. Senior Superintendent of Police (SSP), Baramulla, Imtiyaz Hussain Mir, said that Police received a request from sub-jail authorities that they are suspecting use of mobile phones inside the prison.”Thereafter police and jail authorities jointly launched a search operation there. During the search operation, we recovered 14 mobile phones along with some incriminating material. Mostly, these communication devices were recovered from those inmates who are involved in stone pelting, its instigation and militancy activities.” Sources said that the incriminating material recovered include diaries and books.

One Central Reserve Police Force (CRPF) trooper was killed and five others were injured after suspected militants opened fire at a CRPF convoy at Pantha Chowk area in the outskirts of Srinagar on April 3, reports The Times of India. Unidentified militants fired at a civilian passenger vehicle carrying CRPF personnel of 97 Battalion at Sempora in Pantha Chowk area. Two civilians, including a 10-year-old girl, were also injured in the crossfire. One of the injured personnel, Head Constable Basappa, later succumbed to his injuries. "Our companies were going from Jammu to Srinagar, when we were fired upon by terrorists. Six personnel were injured and have been taken to the hospital," CRPF Public Relations Office (PRO), B Chaudhury said. Security Forces (SFs) sealed the entire area and stopped movement of vehicles on the highway, adds Daily Excelsior. However, no one was arrested. Lashkar-e-Toiba (LeT) claimed responsibility of the attack. The personnel were on their way to Srinagar for election duty for Lok Sabha (Lower House of the Indian Parliament) by-polls scheduled to be held on April 9.

Pakistan army, on April 3, violated ceasefire and resorted to unprovoked mortar shelling and firing along the Line of Control (LoC) in Digwar and Balakote sectors of Poonch District, reports Daily Excelsior. Official sources said Pakistan army started heavy firing in all forward villages and Army posts in Digwar sector of the District at 9.30 am and soon extended the ceasefire violation to Balakote sector of the same District. Pakistan army used mortars, automatic and semi-automatic weapons in shelling and firing, which was retaliated very effectively by the Indian side, leading to heavy exchanges that lasted till this afternoon. However, there were no reports of any casualties or major damage on the Indian side in Pakistan shelling and firing but some damage was reported on other side of the LoC though exact details were not available immediately

Pakistani troops, on April 5 (today), again resorted to mortar shelling and firing by automatic weapons along the Line of Control (LoC) in Poonch District, prompting the Army to retaliate, reports The Times of India. "There was unprovoked ceasefire violation by Pakistan Army in Digwar sector of Poonch today, using 82 mm mortars, automatic weapons," a defence spokesman said. Indian Army personnel took positions and responded befittingly to the Pakistani firing, the spokesman said, adding that intermittent firing was going on. However, till the time of reporting there is no casualty on either side. The defence spokesman said, today's (Aril 5) ceasefire violation is the fourth such incident in less than 48 hours along the LoC in Rajouri and Poonch Districts. Yesterday, (April 4) Pakistani troops had resorted to firing and shelling of mortar bombs on forward posts in Bhimbher Gali sector of Rajouri District from 1100 hours and it continued for some hours. At least eight militants have infiltrated into Kashmir this year (2017) in first two months of winter while over 150 militants are waiting on launch pads to sneak in, reports Daily Excelsior. Army has intensified its vigil along the Line of Control (LoC) in Jammu and Kashmir that runs through North Kashmir after fresh infiltration this year. According to Multi Agency Centre (MAC) figures, eight militants have infiltrated into Kashmir in winter this year. These militants mostly infiltrated from Keran sector of the LoC where the snow depth was less compared to other areas. The figures suggested that the militants came in two groups. However, sources said that the number of militants who infiltrated this year in winter months of January and February is 12.Sources further said that these militants are still in the forests of North Kashmir after infiltration and are waiting for logistic support to get into Valley. However, Security Forces (SFs) are keeping an eye on the possible routes which they can take for entering into Valley from the forests and want to engage them inside forests only. The infiltration of militants into Kashmir has started early this year as compared to last year. Last year, the first infiltration reports were received in May and as per MAC figures, 114 militants infiltrated into Kashmir last year which was highest since 2014. Sources said that over 150 militants are on launch pads mostly in Neelam Valley area of Pakistan occupied Kashmir (PoK). These militants have gathered in last two months and are waiting to infiltrate into Kashmir.

A Police officer said that unidentified assailants knocked door of the house of Abdul Qayoom Sheikh at Urpora village of Nagbal in the Shopian yesterday at around 8.30 pm. “The door was, however, not opened from inside and these persons broke window panes and glasses of the house,” the officer said, adding that no one was, however, injured. Acting on specific information about the presence of HM militants in an orchard near Achabal village of Sopore, the Police along with Army and Central Reserve Police Force (CRPF) cordoned off the orchard and launched search operation, a Police official said. The newly recruited militants were identified as Yawar Nabi Mir and Arsalan Rasool Teli – both hailing from Sheikh Sahib Locality of Chinkipora area of Sopore. “On questioning, the two newly recruited boys revealed that they left the home on March 28 and joined Hizb on the instigation of some local recruiters. A missing report was lodged by their families in Sopore police station on the very same day”. They further revealed that they were motivated to join the militancy by persons namely Arif Teli alias Tiger and Mohammad Shafi Teli – both hail from Arampora locality of Sopore. Reports said Pakistan army started shelling and firing in Jhanghar, Karali and surrounding areas at 3.45 pm targeting forward posts of the Indian troops and civilian areas. The Indian side retaliated effectively, leading to heavy exchange of shelling and firing. Official sources said, a Request for Information (RFI) for purchasing the rifles which should have a range of at least 1.8 kilometers with a caliber of 12.7 mm/0.50, has been issued. The light weight rifles will boost operational capabilities of the troops both along the borders as well as hinterland. “The light weight rifle was a long pending demand of the Army. Earlier also, the process had been initiated to procure this weapon by floating the Request for Information. However, the previous efforts didn’t materialize due to varied reasons. This time, the process to purchase the weapon would be set into motion after May 15 when the deadline for Request of Information will be over,” the sources said. “The ammunition which should be available for the rifles include armour piercing incendiary and tracer, saboted light armour penetrator, armour piercing explosive incendiary and high explosive armour piercing incendiary,” sources said, adding all these requirements have been made cleared in the Request for Information floated by the Army Headquarters. The interested manufactures have been asked to respond to the RFI by May 15.

Army recovered a large quantity of arms, ammunition and explosives during a search operation in Tatta Pani Forests in Kalakote tehsil (revenue unit) of Rajouri District on April 11, reports Daily Excelsior. Reports said a team of Rashtriya Rifles (RR) battalion of Counter Insurgency Force of the Army busted a hideout of the militants in Tatta Pani Forests after developing specific input about a dump of arms and ammunition and carrying out searches in the area for past few days. Recoveries made from the hideout included one sniper rifle with telescopic sight (Chinese), one AK-47 rifle, one AK-74 rifle, one 7.62 mm pistol, one Chinese pistol (Mauser), one .32 revolver (Made in Pakistan), four hand held radio sets, one binocular and around 150 rounds of ammunition. As many as 33 terrorists were neutralised in Jammu and Kashmir (J&K) in the first three months of the current year, the Government told the Lok Sabha (Lower House of the India Parliament) on April 11, reports The Times of India. In comparison, 149 terrorists were killed in the Valley State in 2016 and 102 in 2015, Minister of State for Home Hansraj Gangaram Ahir told the Member of Parliament (MP) s in written reply to a starred question. As per data furnished with the reply, the total number of encounters in the Valley State stood at 25 until March 2017, as compared to 101 in whole of 2016. While 10 security personnel were martyred in counter-terror operations in J&K in the first three months of the year, last year's overall figure stood at 60. Terrorists/terror suspects arrested so far this year totalled 20, against 79 in all of 2016 and 67 in 2015. The comparatively high terror indices of last year are largely on account of violent protests that broke out in the Valley following the killing of Hizb-ul-Mujahideen (HM) ‘commander’ Burhan Wani in July 2016. The protests had caused a sharp rise in stone-pelting incidents. Stone-pelting instances peaked at 837, 757 and 536 in July, August and September 2016 respectively. However, they have now come down significantly, with only 17, 46 and 60 stone-pelting incidents recorded in January, February and March 2017 respectively. In another question, Ahir informed the Lok Sabha that there were 43 infiltration attempts on the Indo-Pak border in J&K till February this year, as compared to 371 in 2016 and 121 in 2015. The number of infiltrating terrorists killed stood at 4 in first two months of the year, as against 35 killed in all of 2016 and 46 in 2015. As many as 30 terrorists were returned, against 217 in 2016 and 41 in 2015. Therefore, the estimated net infiltration cases works out to 9 till February this year, as compared to 119 in all of 2016 and 33 in 2015.

Security Forces (SFs) arrested six militants involved in extortions and one cadre of Khaplang faction of National Socialist Council of Nagaland (NSCN-K) in the last few days, reports The Morung Express.In the one of the incident, two extortionists, identified as Naratho Pochury and Hezekiya Awomi, were arrested from PWD area of Dimapur Town on April 18. According to the Police, both are member of ‘Government of the People’s Republic of Nagaland’ (GPRN)/ Non Accordist faction of Naga National Council (NNC-NA).Further, a cadre of NSCN-K, identified as ‘lieutenant’ Vechita Vero (38) was arrested by the Assam Rifles (AR) at Hebron Colony in Phek District on April 16 along with one 7.65mm pistol, live rounds and extortion slips.Also, two extortionists identified as Thsarose Sangtam and Hito Chishi, were arrested by Anti Extortion Team (AET) from Murgipatti area of Dimapur Town on April 11. Chief Minister Mehbooba Mufti on April 20, met dozens of her party workers from these four districts and assured them that the government would provide safety and security to all political workers, irrespective of their political ideology. According to Police, acting on specific information, 53 Rashtriya Rifles (RR) of Army and Special Operation Group (SOG) of Jammu and Kashmir (J&K) Police Budgam cordoned off Hayatpora village of in Chadoora area of Budgam District on April 22 evening. The troops zeroed in two militants who were hiding in an orchard and in a brief exchange of gunfire, both the militants were killed. Sources said that militants fired at the troops as they cordoned off the area leading to a gun battle in which both of them were killed. Two AK 47, four magazines, one pistol and Chinese hand grenade were recovered from the possession of the dead militants.

according to sources in the Army, there have been 60 instances of ceasefire violations until mid-April in the 16 Corps Zone, the area that falls south of Pir Panjal mountain Range, reports The Indian Express on April 29.There were two ceasefire violations during the same period last year. Two-thirds of these ceasefire violations this year have occurred in the Naushera sector, the area where there are reports of militants congregating at launch-pads on the Pakistani side of Line of Control (LoC). The Army, sources said, has been proactive in taking pre-emptive action to prevent attempts at infiltration. This has led to an increase in the number of ceasefire violations this year. Four bids at infiltration have been foiled by the army on the LoC so far this year, leading to the death of eight militants. A total of 40 militants have already been killed by the Army in the state during the same period. As per Army sources, 371 militants had attempted infiltration from across the LoC last year, of which 119 had been successful. The comparative figures for 2015 were 121 and 33 respectively. The rise in ceasefire violations in the 16 Corps Zone started after the surgical strikes last year when Special Forces of the Army targeted terror launch pads along the LoC. Of 226 ceasefire violations last year, only 45 occurred before the surgical strikes. The number of ceasefire violations have shown a rise since 2014, when they shot to 153 from 99 in 2013. There were 152 ceasefire violations on the LoC, south of the Pir Panjal range, in 2015.

Data released by the Union Ministry of Home Affairs (UMHA) revealed that over 40,961 people have been killed in different parts of Jammu and Kashmir (J&K) from 1990 to March 31, 2017, reports DNA on April 30. In an RTI (Right to Information) reply, Chief Public Information Officer of the UMHA said 13,491 civilians and 5,055 Security Force (SFs) personnel were killed in different terror attacks. Around 21,965 terrorists have also been neutralized by the SFs in the last 27 years. Nearly 13,502 soldiers have also been injured while fighting with the terrorists. The 2001 was the bloodiest year in the history of turmoil. Nearly 3,552 people were killed which included 996 civilians, 536 SF personnel and 2,020 terrorists. Around 1,587 SF personals were injured in the year.The 1996 witnessed maximum number of civilian deaths in the last 27 years. Nearly 1,341 civilians were killed in 1996 followed by 1,031 civilians in 1995. “After 2006, there has been a steep decline in the terror-related causalities till 2012. In year 2012, there were only 102 causalities that included 15 civilians, 15 SF personnel and 72 terrorists, Nearly, 65 security men received injuries while fighting terrorists”, said Raman Sharma, RTI activist who had filed the application. However, from 2013 onward there is a rise in the killings and in the terror related cases in the State. “Killings in 2016 were double than 2012. Around 247 people lost their lives in 2016 including 15 civilians, 82 security men and 150 terrorists. Till March 31 this year, 52 lives have been lost including five civilians, 12-armed force personnel and 35 terrorists”, he said. Sharma said UMHA has asked him to approach the State Government for queries related to loss and damage of property in J&K during the last 27 yearsHowever, according to South Asia Terrorism Portal (SATP) data, a total of 44,059 persons, including 14,635 civilians, 6,265 SF personnel and 2,3159 militants were killed in various terrorism related incidents in J&K from 1990 to March 31, 2017.
