Official sources said all the four Pakistan-based terrorists involved in the July 31-terrorist attack in Rajouri were killed in a subsequent encounter. Sources said the slain terrorists were later identified as Abu Hamzala, ‘commander’ of the four member group, Abu Abdul Rehman, Abdul Salam and Salam Mohammed, all Pakistanis affiliated to the Lashkar-e-Toiba (LeT) outfit. Some arms and ammunition were also recovered from the encounter site. These sources added that the recovery of four new Army dresses indicated that the slain terrorists were fidayeens (suicide squad).

SF personnel killed four front-ranking terrorists of the Hizb-ul-Mujahideen (HM)––Pir Panjal Regiment, in Bharansal village, about 30 kms from Mahore. The terrorists were killed at a hideout, which was destroyed by the SFs during a raid. Among the slain terrorists were Shaheen Gaznabi, an ‘area commander’ and Irfan, a ‘district commander’. All the four were reportedly foreign mercenaries. A large cache of arms and ammunition were recovered from the hideout.

Speaking in the Rajya Sabha (Upper House of India’s Parliament) on August 1, Deputy Prime Minister L K Advani rejected the US suggestion on allowing international observers for the Jammu and Kashmir Legislative Assembly elections. He said, "We do not need any certificate from outsiders. J&K is an inseparable part of India", and added that the Election Commission has been requested to hold not only a free and fair polls in the State but they should also be seen as free and fair. Advani said the Union government was prepared for devolution of more powers not only to Jammu and Kashmir but also to other States to strengthen federalism, but ruled out pre-1953-status for J&K.

Two security force (SF) personnel were killed in a terrorist attack on August 1 in the Raika area, approximately half a kilometer from Rajiv Nagar, under Trikuta Nagar police station’s jurisdiction in Jammu. The lone terrorist involved in the attack reportedly escaped after an encounter with SFs. The terrorist was reportedly part of the same group that struck in Rajiv Nagar on July 13, killing 28 civilians and injuring 30 others. The terrorists had managed to escape after that massacre. According to official sources, SFs were carrying out search operations in the forest areas surrounding Rajiv Nagar after the July 13-massacre to nab the terrorists. On August 1, a terrorist, in the Raika forest area, reportedly fired indiscriminately at a police party. Two SF personnel were killed during the firing.

The Election Commission on August 2 announced a four-phase schedule for elections to the Jammu and Kashmir State Legislative Assembly. The polls, to be held on September 16 and 24 and October 1 and 8, would be officially notified on August 22 and 31 and September 6 and 13. The Chief Election Commissioner, J. M. Lyngdoh, and the two Election Commissioners, T. S. Krishnamurthy and B. B. Tandon, said that the term of the State Assembly was due to expire on October 17, and that all efforts would be made to complete the process by October 12. Asked whether the Commission would allow foreign observers, Lyngdoh said foreigners, including members of the Election Commissions of the United Kingdom, Canada and Australia, besides diplomats and media persons, were welcome in their individual capacity, but not as "observers'' or "monitors.''

‘Operation Trident’ launched by Jammu Police after the July 13-Rajiv Nagar massacre concluded on August 3 when a youth apprehended a terrorist, who was evading arrest for 20 days in the Raika forest area. His associate was killed in an encounter in the same area on August 2. The arrested terrorist has been identified as Mohammed Abdullah alias Abu Tallah, hailing from Multan district in Pakistan, and is affiliated with the Lashkar-e-Toiba (LeT) terrorist outfit. As reported earlier, 28 civilians, including 13 women and a child, were killed on July 13 in Rajiv Nagar in Jammu. Of the two terrorists involved in the massacre, one has been arrested and another killed.

Inspector General of Police (IGP) Jammu, Pitambar Lal Gupta said that the terrorist was killed after SF personnel who had entered the forest area in search of the terrorist were attacked. Gupta also said the SFs had apprehended the terrorist in an injured condition and he is reported to have disclosed his identity as Mohammed Idnan alias Abu Idnan, a resident of Lahore in Pakistan and was a cadre of the Lashkar-e-Toiba (LeT). "Four Fidayeen squads of ten militants each belonging to LeT and JeM have sneaked into Srinagar city to carry out sensational Fidayeen attacks on vital Government and security installations on the eve of Independence Day and the forthcoming assembly polls", Inspector General of Police (IGP) K Rajindra said in Srinagar. Among those who the police were specially looking for included Ghazi Baba, an ‘area commander’ of JeM, and suspected mastermind of the December 13, 2001 terrorist attack on Indian Parliament. The IGP also said that on top of the hit list of Fidayeen squads were J&K Chief Minister Farooq Abdullah followed by important civil and defence installations, including Radio Kashmir and Civil Secretariat in Srinagar. "The process of restoring peace and security in Jammu and Kashmir has reached a decisive phase... dates for elections have been declared... polls will be free and fair and nobody should have any doubt," the Prime Minister said. He appealed to the people of the State to come out in large numbers without any fear to participate in elections and said the atmosphere of fear must be removed. He also expressed hope that polls in J&K would create an atmosphere where the Kashmiri Pandits would be able to return home. He said, "We will have talks with elected representatives and organisations... the question of granting more autonomy to the state will be discussed." Warning that nobody would be allowed to disrupt the elections, he said the disinformation campaign launched from across the border regarding J&K elections must be exposed. Attacking Pakistan for continuing cross-border terrorism, the Premier said while Pakistan claimed to fight terrorism as part of the international coalition, it was promoting terrorism from across the border. While two of them were arrested from a house in Kursoo Rajbagh, the third that had managed to escape during the cordon and search operation, but was later arrested from a hospital in the city. They have been identified as Dr Tariq Mehmood Shaheen alias Zainul Abideen alias Dr Abdullah alias Fayaz Ahmed Khan, Moazam Sadiq and Hamid Noaman Bhat. Two fake identity cards, two pistols, two wireless sets and some incriminating documents, including those containing e-mail addresses and details of fund distribution, were recovered from their possession. A local conduit was also arrested with an amount of Rs 10 Lakh. SF personnel also arrested house-owners who had given shelter to the terrorists, the local who had acted as guide to these terrorists, and also the person who ran the hospital from where the third terrorist was picked up. Reports also said SFs were considering booking the three local residents under the Prevention of Terrorism Act (POTA). Some more Al Badr terrorists are also present in Jammu and Kashmir (J&K), according to sources, and their aim is to sabotage the forthcoming Legislative Assembly elections in the State by mixing up with the local residents with fake Electronic Photo Identity Cards (EPIC). According to a media report, the Inter Services Intelligence (ISI), Pakistan’s external intelligence agency, has formed a new terrorist alliance to ensure smooth coordination between various terrorist groups under a unified command and disrupt the forthcoming Legislative Assembly elections in Jammu and Kashmir (J&K). The alliance, includes the Jaish-e-Mohammad (JeM) and Lashkar-e-Toiba (LeT), and has reportedly been named "Kashmir Liberation Army". It will be headed by Al-Umar chief Mushtaq Ahmed Zargar alias Latram, the Herald of Pakistan has reported. Zargar was one of the three terrorists released by India in exchange for passengers on board Indian Airlines aircraft IC 814, who were taken hostage in December 1999, following the plane being hijacked to Kandahar, Afghanistan.

India said, this meant that Pakistan would continue to use terrorism as an instrument of state policy.
