According to the Daily Excelsior, the Hizb-ul-Mujahideen (HM) announced on August 1 that it would not honour any cease-fire call given by the secessionist All Parties Hurriyat Conference (APHC) in Jammu and Kashmir (J&K). The group indicated that it was for the terrorist leadership to decide on the timing of laying down arms. In an interview to a Kashmiri daily The Rehmat, HM spokesperson Junaid-ul-Islam reportedly said that the outfit would not honour any ceasefire call given by the Hurriyat leadership. He also said that the Hizb was not carrying out any Fidayeen (suicide cadre) attack but added that it was capable of carrying out such attacks.

Further, official sources have identified the terrorist killed during an encounter at Tral in the Pulwama district on July 31 as Niyaz Ahmed Sheikh alias Kinga, a resident of Konibal in Pampore. As reported earlier, one terrorist and a 13-year-old boy had died in an encounter at Nag Beran in Tral. Reports of August 1 have added that another civilian who had sustained injuries in the same encounter succumbed to his injuries. Kinga, a former Hizb-ul-Mujahideen (HM) cadre, is reportedly involved in the assassination of People’s Democratic Party (PDP) legislator from Pampore, Abdul Aziz Mir, on December 20, 2002.

In his address at the 55th session of the United Nations sub-commission on the promotion and protection of human rights, Choudhury reportedly said, "the life of two million people in northern areas has been made hell by Pakistan which is treating the region as an occupied land." While terming the areas as "the last colony" after the British rule, he alleged that, "Basic human rights are being denied and unfair treatment is meted out to the people...No opportunity is given to the people even to express their grievances." Deputy Inspector General (DIG) of the Border Security Force (BSF) Kashmir Frontier, K Srinivasan, told the media that Manzoor had been one of the terrorists who had launched an attack on the Akshardham temple in Gujarat on September 24, 2002. He said that Manzoor had sent two terrorists, namely Haafiz and Abdul Hawal, for the attack from Srinagar. Both the terrorists, who had entered Hotel Greenway and engaged in an exchange of fire with the security forces (SFs) for approximately 12 hours, are believed to be among the dead. Unconfirmed reports have indicated that three other bodies recovered from the incident site are believed to be those of counter-insurgent and National Conference leader Javed Shah, a former legislator, his bodyguard and an unidentified civilian. Javed Shah was among the 12 persons trapped in the hotel building which was occupied by the two terrorists. Among those injured reportedly include Border Security Force (BSF) Deputy Inspector General Desh Raj. Al-Mansooran, a front outfit of the Lashkar-e-Toiba (LeT), while claiming responsibility for the incident told Srinagar-based media personnel that two of its Fidayeen (suicide squad) had launched the operation.

Police reportedly detained approximately 200 activists of secessionist groups from different area in the Capital city. Among those who called for a shutdown were the estranged leader of secessionist All Parties Hurriyat Conference (APHC) and senior Jamaat-e-Islami functionary Syed Ali Shah Geelani, the Hizb-ul-Mujahideen (HM), the terrorist conglomerate United Jehad Council (UJC) and the Hurriyat. However, reports have indicated that the call evoked a partial response. While there was a near-total shutdown in the Civil Lines area of Srinagar, a number of shops were open in other parts of the capital city as also at five rural district headquarters and major townships in the Valley. Speaking at the eighth Inter-State Council meeting in Srinagar on August 27, Prime Minister Atal Behari Vajpayee said that the Union Government would further intensify efforts to advance the dialogue process by "opening the doors" to all those who reject terrorism and extreme positions. "I assure the people and the Government of Jammu and Kashmir that we will give them maximum help in consolidating the recent gains," said Vajpayee while inaugurating the meeting, being held for the first time outside the national capital of Delhi. The meeting of India’s apex forum of co-operative federalism in Srinagar "gives yet another clear message that the situation in the State is changing," added Vajpayee. The two day meeting is scheduled to discuss administrative relations between the State and the Union, emergency provisions like deployment of the Union’s armed forces and imposition of President’s rule in the States and issues of good governance and those relating to contract labour and appointment.

One BSF personnel was killed and eight other security force personnel were injured in the encounter. Speaking to media persons, Inspector General (IG), BSF Kashmir Frontier, Vijay Raman said, "We have, I repeat, we have Gazi Baba dead". He said that BSF had overnight apprehended a person in north Kashmir who identified the Jaish hideout in the locality. BSF laid siege to the house, owned by one Mohammad Shafi Dar, and killed two terrorists, including Gazi Baba in a prolong encounter. Two AK-56 rifles, besides 15 hand grenades, 2 wireless sets and 4 rocket launchers were recovered from the encounter site. However, the JeM denied Ghazi Baba was among those killed in the counter. "Ghazi Baba was not even in the vicinity of Noorbagh area," the outfit's spokesman Abu Muslim said in a statement to a local news agency. Two JeM cadres were killed while five others escaped with one of them in injured condition, he added.
