Four militants and an Army trooper were killed in an encounter in the Bangas valley of Kupwara District on August 2, Daily Excelsior reported. The encounter between militants and the Security Forces (SFs) began on August 1 when the troops noticed movement of heavily armed militants in Bangas valley in the Handwara area of Kupwara District. Sources said the SFs ordered the militants to surrender but they responded by opening fire on them. The two sides exchanged gun fire intermittently for several hours. Four unidentified militants and a soldier have reportedly been killed so far. The operation in the area was going on till last reports came in as the troops suspect that some remnants of the militant group might be still at large. The infiltration bid is third in the last week and fourth since beginning of July 2009.

A plot by the Lashkar-e-Toiba (LeT) to target forward Army posts and other sensitive installations in border Districts has been averted by the troops who foiled an infiltration attempt by three fidayeen (suicide squad) militants from Sabjian in the Mandi sector of Poonch District in the night in which one infiltrator was killed while two others were forced to retrieve. The infiltrators, all top militants and members of LeT’s suicide squad, had been launched from Cobra 1 post of army in PoK. The intruders took positions at an isolated forest area and opened indiscriminate firing on the troops, who retaliated. The militants also lobbed grenades on the Army personnel. In approximately an hour long encounter close to the LoC, the Army personnel killed one of the infiltrators while two others retrieved to PoK taking cover of darkness. There were no casualties on Army side in the exchange of firing. According to sources, maps of Army posts in forward locations and other sensitive installations of Poonch have been recovered from the possession of the slain militant. More documents seized from the spot confirmed that all three militants were Pakistanis and part of a suicide squad of the LeT outfit. In addition to sensitive maps, other recoveries made from the encounter site include one AK-47 rifle, five magazines, four Chinese grenades, one Pathan suit, 130 AK bullets, a large quantity of dry fruit, mobile phones, batteries, chargers, two wireless sets and one compass.

Dr. Singh said the situation in Jammu and Kashmir had, during the past few years, seen substantial improvement but warned of an increased level of infiltration from across the border. Though violence was at an all-time low in Jammu and Kashmir, there were some disturbing trends on the horizon, he said. He also said that levels of infiltration which had come down very substantially saw a surge in 2009, alongside an increase in attempts at infiltration. The infiltrators appeared “more battle-hardened, better equipped, and in possession of sophisticated communications.” Dwelling on the situation in Jammu and Kashmir, the Prime Minister said there were signs of a revival of over-ground militant activities. Referring to incidents in Shopian, Sopore and Baramulla, he said such isolated incidents were sought to be linked to create an impression of a groundswell of anti-national feeling.

This could leave a vacuum which was bound to be exploited by insurgents, he said, and urged the Centre to take immediate action to ensure that suitable replacements were sent. He also reportedly called for strong action against Kashmiri militants clandestinely returning to the State through Nepal using passports provided to them by Pakistan.

Pressing for partial withdrawal of the special anti-terrorism laws from Jammu and Kashmir, Chief Minister Omar Abdullah on August 17 appealed to the Centre and political parties to take a "pragmatic view" on lifting the Armed Forces Special Powers Act (AFSPA) from the Districts where terrorist activities are "minimal". The AFSPA played an important role in providing legal protection to Army and paramilitary forces during the years when insurgency was at its peak in the State, but now it is time for shunning the "extreme positions" on the issue keeping the changed situation in view, he said at the Chief Ministers’ conference on internal security in Delhi. "Now that there is a distinct change in the security environment in the State, there is a good case for reviewing the continuation of the AFSPA, particularly in those areas of the State which are at the moment not unduly affected by insurgent or terrorist activities," he said at the meeting, which was earlier addressed by Prime Minister Dr Manmohan Singh.

The Special Operations Group of Jammu and Kashmir Police arrested the ‘chief commander’ of Al Badr militant outfit in the Sopore area of Baramulla District on August 23, Daily Excelsior reported. Zeenat-ul-Islam, a resident of Shopian District in south Kashmir, was operating under various codenames, including Zahid and Junaid, during his four-year stint as the operations chief of the outfit, official sources said. Zeenat-ul-Islam Shah was active in militancy since 2005 and was operating in the Lolab area of Kupwara District, the Inspector General of Police (Kashmir), Farooq Ahmed, said. He is reported to have shifted to Shopian only two months back. He used to report to top Al-Badr commander Yusuf Baloch in Pakistan. He was reportedly trained in Lolab by Pakistan trainer Sikander in 2005. A laptop and some documents were recovered from his possession. Official sources described the arrest of Zeenat as a major success of anti-militancy operations in Kashmir as he was trying to recruit new militants for fanning militancy while finding over-ground workers to guide the recently infiltrated militants from across the Line of Control to interior areas of the Kashmir Valley. Security agencies have reportedly been on his trail for the past couple of years after it emerged that he was coordinating operations with the Lashkar-e-Toiba (LeT) and other outfits in south Kashmir.
