Inspector General of Police (IGP, Jammu Zone) Dilbagh Singh as saying that four militants from Hindu community have been killed during the two-decade-long militancy in Jammu and Kashmir. "So far four Hindu militant commanders of Hizb-ul-Mujahideen [HM] - Uttam Singh alias Saifullah, Kuldeep Kumar alias Kamran and Subash Chander Shaan and Bipin Kumar - were killed in 22 years long militancy in Jammu and Kashmir," Dilbagh Singh said. But, he rebutted claims of HM that a large number of Hindus picked up guns due to ideological conviction. "I did not see any ideological conviction in all these cases (Hindus boys joining militancy). I have gone through cases of 3 to 4 militants (Hindus) who have been killed. It is all absurd. Most of them forcibly picked up or were fascinated by power of gun," he asserted. The official argued, "If gun can fascinate Muslim boys, it can fascinate Hindu boys as well... When they lift guns, they feel empowered, and womanising, extortion and dictating people become part of their life."

Security Forces (SFs) on August 1 neutralized a hideout of the militants at Chaprian in the Mandi area of Poonch District and recovered a large quantity of arms, ammunition and explosives, reports Daily Excelsior. Recoveries included one AK-56 rifles with one magazine and 56 rounds, one pistol with three magazines, two RPG rounds, two boosters, four improvised explosive device (IED) shells, four Chinese grenades, three UBGL grenades, two kilograms of RDX, one pouch, two bags, one water bottle, two pairs of gloves, 20 detonators with wire and a packet of toffees with stamp of ‘Made in Faisalabad’. Sources said the area falls close to Shri Buddha Amarnath yatra route. The possibility of the militants having dumped the consignment of arms, ammunition and explosives to target the yatra, which started on August 1, was not ruled out.

National Investigation Agency (NIA) has put All Party Hurriyat Conference-Geelani (APHC-G) chairman Syed Ali Shah Geelani under the scanner, following investigations of Inter Services Intelligence (ISI) funding for separatists in Jammu and Kashmir (J&K). The NIA has filed a charge sheet saying that a key aide of Geelani had supplied INR 45.7 million of slush funds from the ISI in Pakistan to the separatists in J&K for secessionist and terror activities. Sources in the Home Ministry say that though NIA has not named Geelani as an accused in their charge sheet, a "further probe" is on into his role. The main accused in the charge sheet is Ghulam Mohammad Bhat, whom the NIA has identified as the "legal advisor" of the APHC-G and Geelani's close aide. Three other J& K residents - Mohd Siddiqui Ganai, Ghulam Jilani Lilo and Farooq Ahmed Dagga - were charge sheeted last week too. NIA has also identified a Hizb-ul-Mujahedeen (HM) ‘commander’ in Pakistan, Maqbool Pandit, who the NIA claims sent INR 45.7 million since 2008 from Pakistan to a contact of Bhat in Delhi by Hawala. This is the same case in which Delhi Police special cell sleuths had waylaid Geelani near the Delhi Airport on March 1, and had questioned him on his links with Bhat. Geelani was then trying to leave for Srinagar without heeding to a request from the Delhi Police to meet them in connection with this case.

A close aide of All Parry Hurriyat Conference-Geelani (APHC-G) leader Syed Ali Shah Geelani is among four persons charge sheeted by National Investigation Agency (NIA) in connection with alleged hawala racket used to channelise money to terrorists of Hizb-ul-Mujahideen (HM) in the Kashmir Valley, reports PTI on August 3. The chargesheet names Ghulam Mohammed Bhat, Geelani’s aide, along with three other accomplices, including Mohd Sidiq Ganai, who had allegedly collected over INR 4.57 crore during a period of three years from January, 2008 through hawala channels from Pakistan for promoting "terrorist" activities in the valley. "The investigation has disclosed that four arrested accused acted as a gang and indulged in unlawful activities pursuant to criminal conspiracy and mobilised/raised funds for terrorist activities and thereby they committed offences under the Unlawful Activities (Prevention) Act," said the NIA in its 17-page charge sheet. The chargesheet said that "funds through hawala channels were being sent to Jammu and Kashmir for funding terror and secessionist acts in the state and Pakistan-based Maqbool Pandit, a member of banned Hizb-ul-Mujahideen, and Aizaz Maqbool Bhat, at present living in Saudi Arabia, were the key accused behind it." Special judge H S Sharma took the charge sheet on record for taking cognizance and issuing summons to the accused who are at present lodged in Tihar jail in New Delhi. IBN Live adds the special cell of Delhi police, on January 22, had arrested Srinagar-based lawyer Ghulam Mohammed Bhat, Mohd Sidiq Ganai, Ghulam Jeelani Liloo and Farooq Ahmed Dagga from a place in Jammu and Kashmir on a tip off that they were allegedly carrying hawala money for fomenting terror activities in the valley. It had also recovered INR 21.20 lakh hawala money from them. The charge sheet said investigation revealed that "huge consignments" of funds have been collected at various places in Delhi and one of accused Mohd Sidiq Ganai was in touch with Inter Services Intelligence (ISI) operatives Major Iqbal, an accused wanted in the 26/11 Mumbai attacks, and Colonel Abdullah. Ganai, who has been identified as an active member of People's League, a constituent of APHC-G, had gone to Pakistan in 1998 through Wagah border on Indian travel document and returned via Nepal on a Pakistani passport.

He said, "The downward slide in terrorism should not lull us into complacency as the intentions of terrorists and their infrastructure across the LoC is still intact." DNA reports that militants have resorted to old tricks of soft target killings to instill fear among the people of Jammu and Kashmir. According to officials, over two dozen civilians have been killed by militants in 2011 in the State. Data given by Police says at least 19 civilians have been killed by militants so far in valley alone. Sopore tops the list with five followed by Srinagar and Kupwara with four killings each. Ganderbal has witnessed two civilian killings so far. So far, Baramulla, Shopian, Awantipora and Budgam have witnessed one killing each. “We are comfortably placed in terms of militancy on all parameters except for civilian deaths. Last year the number was 22 and this year it is 23. There is marked decline in all the parameters. Like I said there is no room for complacency,” said Chief Minister Omar Abdullah. “There seems to be no logic to these killings by militants which have happened in a series. Actually they are under tremendous pressure after their leadership has been eliminated,” said an unnamed top Police officer.

But, efforts (to infiltrate) are being made from across the border and instructions are being given to the militants to engineer infiltrations. Following approval by the State's Home Department, the Jammu and Kashmir Police have started making the newly approved Police Stations functional. The new Police Stations and posts have also been allotted the areas of their jurisdiction. The areas were demarcated before setting up new Police Stations, sources added. PTI reports that about 10 people have been arrested for their alleged involvement in the renewed phase of protests, including stone pelting on SF personnel, in the Maisuma locality of Srinagar. "We have arrested some persons involved in disturbing peace ... I do not remember the exact number but it can be 10 to 15," Senior Superintendent of Police for Srinagar Ashiq Bukhari said, adding, "Any one involved in the stone-pelting will be arrested." Ghulam Mohiuddin and Gul Mohammad left the District Police Lines in Kulgam town in the night of August 8 without informing any official. “The two SPOs carried their AK-47 rifles and some magazines with them. They were posted in the area for five years and gave us no reason to believe that they could take a step like this,” said Kulgam Superintendent of Police Mubashir Latifi. “We have information that they have gone on their own and it is not a case of abduction. We have launched a manhunt and they will be arrested soon,” Latifi said. Also, two counter insurgents, Bashir Ahmad and Shakeel Ahmad, working with the Police have also reportedly gone missing along with the two SPOs. The counter insurgents are believed to have taken 450 rounds and two hand grenades after breaking open the weaponry chest of two constables. It is suspected that the four renegades have deserted the Police to join the ranks of the militants. However, the Police refused to confirm reports of the counter insurgents.

There have been as many as 1,041 incidents of terrorist violence in the Maoist-affected States as compared to 202 terrorist acts in Jammu and Kashmir, Minister of State for Home Jitendra Singh said in a written statement in the Lok Sabha (Lower House of Parliament). As for northeastern states, the number violent incidents stood at 338, till July 31. According to ministry records, 254 civilians have died in Maoist-related incidents, 39 persons died in northeastern states and 25 civilians in terrorist acts in Jammu and Kashmir.

Padgaonkar said the interlocutors had in the past 10 months visited 18 of the 22 Districts in the three regions of the State and met over 600 delegations. “We have also held three round-table conferences, which saw the participation of women, academicians, students, lawyers and social activists,'' he said adding the interlocutors must have met nearly 6,000 people. Singh said a number of training camps and launching pads were ‘reportedly active’ in Pakistan and parts of Jammu and Kashmir under its control. “As per assessment, there are around 2,500 terrorists,” he said. He said among measures that have helped to check militant infiltration are construction of border fencing, improved technology, weapons and equipment for Security Forces, improved intelligence and operational coordination, synergizing intelligence flow and pro-active action against terrorists. In reply to another question he said, “Infiltration attempts from across the border in Jammu and Kashmir have shown a marginal increase during the year 2009 and 2010 in comparison with the year 2008.” He said 52 infiltration attempts along the border with Pakistan in Jammu and Kashmir have taken place till June 2011, while in 2010 the number was 489. The ceasefire agreement along the Line of Control (LoC) with Pakistan was on but there have been many violations over the past three yeas. “The number of violations which was 77 in 2008 came down to 28 in 2009 and it further increased to 44 in 2010. Up to July (this year), 19 ceasefire violations have been reported along LoC,” he added. Replying to a question on infiltration in Jammu and Kashmir, Defense Minister A. K. Antony said, "As per the assessment of Multi Agency Centre (MAC), till June 2011, 52 terrorists attempted to infiltrate as compared to 489 in 2010." Observing that no military outpost on the Indo-Pak border was lying attended, Antony said that no attempt was made by terrorists to capture these outposts. Informing the House on number of terrorists killed, the Minister said, "The Army has killed two terrorists trying to infiltrate along the Line of Control in J&K till date in 2011 and in 2010 it had killed 38 terrorists." Security Forces (SFs) on August 14 confirmed the killing of Hizb-ul-Mujahideen (HM) ‘divisional commander’ Shabir Shah alias Shah Din Khandey and one of his close associate, Mushtaq Ahmed alias Abu Tallah, at Bhadi Dhok in Kither area of Kishtwar District, reports Daily Excelsior. Khandey was the longest surviving militant in entire Jammu region as he had joined militancy when it erupted in 1989. His record in Police Stations for his involvement in militancy related incidents dated back to 1993. It has now been confirmed that the two militants had been killed by the troops of 26 Rashtriya Rifles and Police on February 15, 2010. "MPs hosted events in Parliament for an organistation which has been accused of being a front for Pakistani spies, it can be disclosed," it reported. The executive director of the foundation in London is Nazir Ahmad Shawl. The foundation hosted Maulana Fazlur Rehman, whose party the Jamiat Ulema-e-Islam (JUI) is said to have links to the Taliban, during a controversial visit to Britain in 2010. "As per information received from the Jammu and Kashmir government, 219 Kashmiri Pandits were killed in the state since 1989 and 58,697 families are reported to have left their homes due to the onset of militancy in Kashmir Valley," he said. In another context, he said that seven persons, including those associated with Inter Services intelligence (ISI), were charged in the United States with the 26/11 Mumbai terrorist attacks. "As per the available inputs, the indictment filed by the US authorities in the district court, Northern District Illinois, seven individuals were charged with the Mumbai terrorist attacks, including those the government believes, are associated with the ISI," he said in a written reply. The Minister said the testimonials during the trial drew attention to the links between the ISI and the terrorists responsible for the Mumbai terrorist attacks. He also informed that ISI is continuously sponsoring terrorist infrastructure in that country to help infiltration into India. “This infrastructure continues to be sponsored by Pak ISI to recruit, train, finance arm and infiltrate terrorists into India," he added. Known anti-India elements and those declared as fugitives from the law in India continue to be provided sanctuary in Pakistan, he stated.

Prominent among these terrorist groups are Lashkar-e-Toiba (LeT), Jaish-e-Mohammed (JeM) and Harkat ul-Mujahideen (HuM), which are having hundreds of armed supporters in Kashmir. LeT, designated as a Foreign Terrorist Organisation in 2001, is one of the largest and most proficient of the traditionally Kashmir-focused militant groups. "It has the ability to severely disrupt already delicate regional relation," said the State Department in its annual report on terrorism. The actual size of LeT is unknown, but it has several thousand members in Pakistan occupied Kashmir (PoK), Pakistan's Punjab and in southern Jammu, Kashmir, and Doda regions. "Most LeT members are Pakistanis or Afghans and/or veterans of the Afghan wars. The group uses assault rifles, light and heavy machine guns, mortars, explosives, and rocket-propelled grenades," the State Department said. LeT maintains a number of facilities, including training camps, schools, and medical clinics in Pakistan. It has global connections and a strong operational network throughout South Asia, the State Department said. Based in Muzaffarabad, Rawalpindi, and several other cities in Pakistan, HuM conducts insurgent and terrorist operations primarily in Kashmir and Afghanistan. They were trying to cross the Kishanganga in a pneumatic boat. At many places, the river is the de facto Line of Control.” “This is certainly a new development. "We have so far killed 12 to 13 commanders of Lashkar-e-Toiba and Jaish-e- Mohammad this year. The level of desperation in the militant groups is high as their leadership has been wiped out," Gen Hasnain he said on August 21. General Hasnain said, "There is no intelligence communication with the Army from across the border but we have different resources for intelligence." He said the Pakistani sponsors frequently change the route of the armed terrorists to keep the Indian troops guessing. "Whenever we get success on certain routes on LoC against infiltration attempts, those routes get blocked and the terrorists are pushed in from other routes," Hasnain said.

The Security Forces (SFs) had launched searches in the evening of August 21, during which militants opened fire at search parties, Police said. "The fire was returned, triggering an encounter in which one woman, identified as Saleema and her husband Abdul Rashid Paswal, were injured. Saleema succumbed to injuries", Police said. Defence spokesman Lieutenant Colonel J S Brar further said that a heavily-armed group of militants had visited Bhak Padlu area in the upper reaches of Handwara during the intervening night of August 20 and 21, where 4 to 5 families are putting up in a mud shed and had demanded food. "The group of militants was intercepted by Army. Militants ran away and started indiscriminate firing, which created chaos triggering an encounter," he added. He said Saleema was killed in the cross fire while her husband sustained injuries. Other civilians have been rescued from the area, he added. "During 2011 up to July, 19 ceasefire violations have been reported along the LoC," a home ministry official said. In 2010, 44 cases of ceasefire violations along the LoC were reported while the number of such cases in 2009 was 28 and 77 in 2008. Apart from the ceasefire violation, there have been 52 attempts of infiltration by militants till June along the border in Jammu and Kashmir. Infiltration attempts from across the border in the state have shown a marginal increase during 2009 and 2010 in comparison to 2008. In 2010, 489 militants have attempted to infiltrate into Jammu and Kashmir while 485 militants tried to enter the state in 2009 and 342 militants in 2008. 112 militants were killed by security forces while trying to enter India in 2010 while the number was 101 in 2009. India and Pakistan had jointly declared ceasefire along their borders in 2003.

The bodies were found inside a tree at Ranji forests in the Gulabgarh area of the District where they had been killed on June 4, 2007. The bodies of duo, both of whom were Rehbar-e-Taleem (ReT) teachers, were found on the disclosures of surrendered Hizb-ul-Mujahideen (HM) militant Mohammad Rafiq alias Basharat. The report said that the duo was abducted and subsequently killed by Basharat and his associates for not following their dictates of joining militancy. Basharat also admitted killing of one more civilian of village Badar about four years back. As reported earlier, Basharat along with three other HM militants surrendered before the Security Forces (SFs) on August 17.

Three to four forward posts of Pakistan Army were engaged in heavy firing targeting Indian posts at Thamlot using Rocket Projectile Guns (RPGs) and other automatic weapons including Machine Guns. "Initially, it was a clear case of ceasefire violation from Pakistani troops. Later, however, it was discovered that the militants had also made an attempt to infiltrate into Indian Territory under cover of the Pakistani firing’’, official sources said. Indian troops retaliated leading to exchange of firing that continued for more than 40 minutes. There were no casualties on Indian side in firing from Pakistan side. Casualties, if any, on the other side in retaliatory firing by the Army were not known. While FICN worth INR 300000 worth was in the denomination of 1000, FICN worth INR 200000 were in denomination of 500. The FICN appeared to have been printed in Pakistan and smuggled to Bangladesh from where it was taken to West Bengal and transported onward to the Valley. Genuine Indian currency notes worth INR 35,000 were also seized from them. The arrestees were identified as Bengali Habibullah, a resident of Malda in West Bengal, and two walnut traders of Kashmir, Ghulam Mohammad Sofi and Abdul Rashid War, both residents of Haihama in the Soipora area of Kupwara District. Habibullah later confessed having made two trips earlier to the Kashmir valley during past two months and supplied more than INR 500000 to two traders of walnuts. Habibullah disclosed that one Ghulam Rasool used to hand over the currency to him at Bangladesh-West Bengal border. According to sources, the fake currency very nearly resembled to the Indian currency.

The outfit revealed that it learnt this from one of its militants who had spent time in jail with Javed Munshi, the alleged killer of Shah, before being recently released. Lashkar identifies the militant as Muhammad Imran alias Abu Qatal. “In jail Munshi told Imran that they had killed Maulana Showkat Sahib as he was hand in glove with India. He also told him that some other separatist leaders had also joined India — Yasin Malik being one among them — and that they would kill them also,” the Lashkar report says, adding, “Munshi also told Imran that if the latter went back to Pakistan he should tell Hafiz Saeed [Jamaat-ud-Dawa (JuD) chief] not to offer funeral prayers for the separatist leaders killed by militants in Kashmir as they were traitors and LeT shouldn’t support them”. JuD chief Hafiz Saeed had condemned the killing of Shah and led Nimaz-i-jinaza for him in Islamabad. Lashkar blamed the militant outfit Tehreek-ul-Mujahideen for planning and executing Shah’s assassination and also for unsuccessfully trying to involve LeT in the act. It has identified four people Javed Munshi, Nisar Ahmad, both of them now arrested by the Jammu and Kashmir Police and Abu Umair and Shiekh Jameel-ur-Rehman, the latter two based in Muzaffarabad (Pakistan). Omar said that the amnesty is for all those booked on charges of stone pelting, except for those involved in cases of arson during the agitation. "This would be first and last chance for them as we are not going to tolerate their actions in future", he added. "The cases of youth involved in arson would be reviewed if the situation remained normal and no unfortunate incidents are reported," he asserted. Times of India quoted him as saying, "(However,) the cutoff date for amnesty is today. We cannot do it again. Anyone arrested till today on stone-pelting charges can avail this amnesty." Responding to a question about rehabilitation policy of militants who are willing to return from Pakistan occupied Kashmir (PoK), Omar said the Governments of Pakistan and PoK are acting as stumbling blocks for this policy. "As of now we have received 900 applications from persons who wish to come back... Modalities for the return of these people are being worked out in close consultation with Government of India. The picture would become clear once this whole process is completed," he said. On Truth and Reconciliation Commission (TRC), the Chief Minister said that it applied to various off-shoots of militancy and not alone on alleged human rights violations by SFs. "The Commission can become a reality only when the Governments of India and Pakistan agree on it. The TRC has to be applied on both sides of LoC [Line of Control] and it cannot be one sided. Issues like disappearances, half-widows, people leaving the Valley and why did militancy start have to be covered under TRC. This would give a better understanding of the situation and it would lend meaning to TRC," he asserted. He also informed that Government has framed a policy under which it would be ensured that relatives of militants are not put to any trouble.

The stone pelters also lobbed two petrol bombs on Police. Police during the clashes, which lasted for five hours, arrested over 70 attackers and seized 10 bikes. This was for the fourth consecutive Friday this month when stone-pelting incidents were witnessed in the Nowhatta area. Police said the stone pelters have of late been using motorcycles to throw stones at Security Forces (SFs) and fled away quickly. "The typical practice is that such bikes carry three people, one rides the bike, the man in the middle has stones in his lap and the one at the back hurls them at the security forces. The Chief Minister said that these youth were misguided by certain vested interests who are not concerned about them now. He also disclosed that 76 Government buildings were gutted completely while as damages were caused to 38 others in 2010 summer agitation. "Sixteen private buildings were gutted completely while as 18 others suffered damages. Thirty seven Government vehicles were burnt while as 75 others suffered damages. Some weapons had also been smuggled under the cover of trade items from the same route. Interrogation of the arrested persons and investigations by the intelligence agencies have revealed that Firdous Ahmed Dar, arrested on August 20, was not the only conduit but nearly half a dozen persons had received hawala money and weapons through the cross-LoC route which had been supplied by Pakistani agencies. Sources said the cash received by the conduits had been distributed among the militant ‘commanders’ and the separatists according to directions received by them from across the LoC. The ‘commanders’ of Hizb-ul-Mujahideen (HM) and separatists affiliated to All Party Hurriyat Conference-Geelani (APHC-G) were major beneficiaries of the cash sent by Pakistan through the cross-LoC route. Firdous Ahmed Dar along had admitted having received INR 15 million through cross-LoC route of Uri-Muzaffarabad. Of this amount, he had distributed INR 300000 to Aiyaz Akbar, the spokesman of APHC-G and a trusted lieutenant of its chairman Syed Ali Shah Geelani, in three equal installments of INR 100000 each.

A special attention was being paid for terror funding of separatists and terror groups in Kashmir and the constitution of combating of funding of terrorist (CFT) is a step in this direction, officials said. Besides this, a terror funding and fake currency (TFFC) cell in National Investigation Agency (NIA) has also been constituted to focus on investigating the flow of money into anti-national activities, the officials said. In this context, Minister of State for home Jitendra Singh informed the Lok Sabha (lower house of the Indian parliament) that 43 cases of terror funding were registered since 2009 by various state and central probe agencies and that a multi-disciplinary group at the state and central level had been entrusted with the responsibility of enquiring into the sources of funding of Kashmiri terrorists.

Srivastava said, "Attempts by militants for sneaking into India from across the Indo-Pak border along Jammu frontier are being made constantly, but, those were foiled and not even a single militant was allowed to cross-over."

One woman and a Policeman were injured as clashes erupted between protesters and Security Forces (SFs) in some parts of the State on August 31, according to Daily Excelsior. Reports said that immediately after the culmination of Eid prayers at Eidgah in Srinagar, a group of youth pelted stones on Central Reserve Police Force (CRPF) bunker at Seki Dafar chowk. The clashes spread to the adjoining areas of Kawdara, Nawa Kadal, Safa Kadal and Rajouri Kadal. One woman and a Policeman were injured. Clashes were also reported from Aarmpora, Cement Bridge and Main Chowk Sopore in the Sopore area of Baramulla District. Police lobbed smoke shells to disperse the protesters. Clashes also erupted in some of the localities of Anantnag District. After the Eid prayers, people who came out of Masjids in Reshi Bazar, Cheeni Chowk, Lal Chowk, Kadipora and Mattan Chowk areas wanted to march towards Anantnag town.

PTI reports that a body representing Kashmiri Pandits said that they are ready to return to the Valley provided at least three townships are set up there to accommodate them. "Kashmiri Pandit migrants are ready to return to the Valley provided at least three townships are set up in Anantnag, Srinagar and Baramulla Districts to accommodate 25,000 families in each on them," S L Pandita, president of Jagti Tenement Committee, said. Pandita, who is one of the residents of newly constructed Jagti Township for Kashmiri migrants in Jammu, said that rehabilitation of migrants in their native villages and towns is not possible because of the security reasons.
