A Lashkar-e-Toiba (LeT) ‘district commander’, identified as Hanzala, is believed to be dead in an encounter in the forest area of Handwara in Kupwara District in the evening of August 2, reports Daily Excelsior. On a specific information, Army cordoned off Dudipora village in Handwara. When the cordon was laid, the militant fired from inside the house of one Ajaz Ahmad Hajam. The sources further said that during the encounter the house caught fire. Police sources said that LeT ‘district commander’ Hanzala is believed to be dead as the Police and the Army received information about his presence in the village. The sources said that Hazala was most wanted militant in the area and was active for past 2 years.

Clashes broke out after Friday prayers on August 3, between stone pelters, agitating against recent arrests of youths allegedly involved in recent stone-pelting incidents, earlier on July 27, and security personnel in Nowhatta area outside Jamia Masjid in Srinagar city, reports Daily Excelsior. Few Central Reserve Police Force (CRPF) vehicles were the main target of the protesters. The protesters pelted stones on these vehicles and the bedding inside the vehicles was thrown out on the road and set afire. The CRPF men fired several shots in air to disperse the protesters. Two youth were injured in the clashes.

The boys aged 12 and 13 were picked up by the Police after CCTV footage captured their acts on Wednesday. Search is on for the third boy seen in the footage. The blasts have injured three people. Superintendent Police Sopore, Imtiyaz Hussain, commented, “We are investigating. It is a big network as the LeT is banking upon little children now to carry out attacks on security forces,” He also said that LeT ‘commander’ Fahadullah was using children through Muzamil Amin Dar alias Husham alias Urfi for carrying out grenade attacks in the area.

However, it still couldn’t detect exit point of the tunnel, which was being located since the tunnel was found on the evening of July 27, 2012 by a farmer.

The 'Country Report on Terrorism 2011', released by the United States (US) State Department this week states that the Pakistani Government is providing complete back up to the terrorist organisation functioning in areas of Pakistan and Pakistan occupied Kashmir (PoK), as reported on August 3, by Daily Excelsior. Besides, they have also been continuously trying to push terrorists along the Line of Control (LoC) and this remained an area of serious concern for the Government of India. Several terrorist organisations like Lashkar-e-Toiba (LeT) have also been collecting funds in the form of donations from wealthy persons including Kashmiri business persons and several Pakistan expatriate communities in the Middle East and Europe, particularly the United Kingdom, Islamic non-governmental organizations and Pakistani business families. Secretary of State of the Department had also designated certain organisations as Foreign Terrorist Organizations (FTOs) in accordance with Section 219 of the Immigration and Nationality Act (INA). Those designated as FTO included Harkat-ul-Jihad Islami (HuJI), Harkat-ul-Mujahideen (HuM), Jaish-e-Mohammed (JeM) and LeT, which are also conducting terrorist activities in Jammu and Kashmir State. Elaborating further on the FTOs, the Report stated that HuM had several hundred of armed supporters located in PoK and some militancy infested areas of Jammu and Kashmir. "The organisation is based in Muzaffarabad (PoK), Rawalpindi (Pakistan), and several other cities in Pakistan and the terrorist outfit conduct insurgent and terrorist operations primarily in Kashmir and Afghanistan. Further, the outfit trained its militants in Pakistan, Afghanistan and collected donations from wealthy and grassroot donors in Pakistan, Saudi Arabia, and other Gulf States. HuM's financial collection methods include soliciting donations in magazine ads and pamphlets", the Report stated. Another FTO is LeT, which is one of the largest and most 'proficient' of the traditionally Kashmir focused militant groups that has the ability to severely disrupt already delicate regional relations. "The outfit has LeT has conducted a number of operations against Indian troops and civilian targets in Jammu and Kashmir. The actual size of LeT is unknown, but it has several thousand members in PoK and Punjab Province of Pakistan, besides southern Kashmir, and Doda regions. LeT has global connections and a strong operational network throughout South Asia. The outfit maintained a number of facilities, including training camps in Pakistan and collected donations from Pakistani expatriate communities in the Middle East and Europe, particularly the United Kingdom; Islamic non-governmental organizations; and Pakistani and Kashmiri business people. Another terrorist outfit that has been active in Kashmir is JeM, which had several hundred armed supporters including a large cadre of former HuM members - located in Pakistan, Kashmir and Doda regions. "In 2011, JeM restarted its fundraising and recruitment activities in Pakistan. In anticipation of asset seizures by the Pakistani Government, JeM withdrew funds from bank accounts and invested in legal businesses, such as commodity trading, real estate, and production of consumer goods. In addition, JeM collected funds through donation requests in magazines and pamphlets, sometimes using charitable causes to solicit donations", the Report states. The Report stated that another FTO - HuJI has an estimated strength of several hundred members and its operations extend throughout South Asia, with its terrorist operations focused primarily in India and Afghanistan. The outfit had experienced a number of internal splits and a portion of the group has aligned with al-Qaeda in recent years, including training its members in al Qaeda training camps.

Twenty five successful infiltration attempts from Pakistan on the India-Pakistan border in Jammu and Kashmir (J&K) have been reported in June 2012, according to latest Government figures, reports Deccan Chronicle. Fifty four infiltration bids have occurred in June alone — a five time rise since 2011 where only 11 infiltration attempts were reported in the corresponding period. So far this year [2012], 38 successful infiltration bids have taken place of 103 attempts while in entire last year [2011] there were 247 infiltration attempts. While some militants have been shot dead by Security Forces, hunt is on to catch the others who may have entered the valley, an unnamed top Government official said. The rise in infiltration bids this summer clearly shows that Pakistan based terror outfits are pushing terrorists to disturb the prevailing peace in the Valley, the official added. Estimates with the Union Ministry of Home Affairs (UMHA), which have been shared with the J&K Government, show that 800 to 1000 militants are waiting to infiltrate at any given point in time. According to the UMHA, 42 training camps with about 2,500 militants are operating across the border in Pakistan and Pakistan occupied Kashmir (PoK). While 17 militant camps are functioning in Pakistan, there are 25 such camps in PoK.

Pakistani troops in the night of August opened heavy firing simultaneously on the Line of Control (LoC) in Poonch sector and International Border (IB) in Hiranagar sector of Kathua District causing injuries to two Border Security Force (BSF) troopers, according to Daily Excelsior. Official sources didn’t rule out Pakistan Army and Rangers facilitating infiltration attempts by the militants under the cover of firing. The Rangers targeted the BSF troopers and their posts at Pansar Post in Hiranagar sector in Kathua District at about 7.30pm. Two BSF troopers, who were patrolling the forward areas of Pansar Post, were injured in the firing. The BSF troopers retaliated and heavy exchange of firing between the two sides continued till late night when the reports last came in. Pakistan Army also resorted to heavy firing in Shahpur Kirni sector, about 15 kilometers from Poonch, in violation of the Cease Fire Agreement (CFA), at 7.45pm. Security Forces on August 6 shot dead two Hizb-ul-Mujahideen (HM) militants and arrested another alive in a three hours long encounter at Leddri forests in Dachchan area of Kishtwar District, reports Daily Excelsior. The slain militants were identified as Aamir Ali Kamaal alias Aamir alias Akram and Mohammad Shaffi Hajam code Saqib. The arrested has been identified as Sajjad Ahmed alias Rezwan. Two AK-47 rifles, three magazines, 15 rounds, one Chinese pistol and one magazine were recovered from the site of encounter. The Inspector General of Police (IGP, Jammu) Dilbagh Singh said with the killing of two militants and arrest of another, 27 militants were left in Jammu region. Of the three, only Aamir was an accused in September 7, 2011, blast at Delhi High Court. Aamir, a prime accused, carried a reward of INR 2 million on his head — 1 million each from the National Investigating Agency (NIA), which has been investigating Delhi High Court blast, and from the State Government. Aamir was the first accused of the blast who has been killed, while three others, Amir Abbas Dev, Wasim Akram Malik (Junaid's brother) and a minor, had been arrested earlier in Kishtwar and handed over to the NIA. Four accused were still at large, including Junaid Akram Malik and Shakir Hussain alias Chota Hafiz of Kishtwar, Abu Saifullah and Abu Billal, both Pakistanis. Aamir had helped the two Pakistanis execute the blast. Sources said three HM militants, operating in Kishtwar, who were wanted to NIA in Delhi High Court blast included Aamir Ali Kamaal (killed on August 6), Junaid and Chotta Haafiz. All three carried a reward of INR 2 million each on their head. The NIA had announced a reward of INR 1 million on each of the three militants. Earlier, KNS reported that members of eight little-known terrorist groups met under the ‘chairmanship’ of Lashkar-e-Toiba’s (LeT’s) Abdullah Ghaznavi and warned journalists "to remain away from security agencies and police officers". "People should ensure that girls observe purdah in public places. If we spot any woman without purdah we will sprinkle acid on her face," handwritten posters of the outfits warned. The posters, appearing at many mosques in Shopian District a few days ago, threatened, "If we spot any girl using mobile phone, she will be shot dead." Warning sarpanches (head of panchayat, village level local self Government institution) and panches (members of panchayat) in South Kashmir to relinquish their posts or face dire consequences, the posters asked them to announce their resignation during Friday prayers. Official sources said many grassroot-level representatives have announced their resignation during the Friday prayers but have not put in their papers before the authorities concerned. The Times of India adds that the poster of al Qaida Mujahedeen has criticized the panchayati raj institution as "un-Islamic" and has set an ultimatum for all sarpanches and panchayat members to resign within a week. The hand written pamphlets, bearing the outfit's stamp, appeared in Shopian's villages of Tehlipora, Krenz, Turkiwangam, Mool Chitragam. The Union Ministry of Home Affairs (UMHA) on August 12 sounded a high alert in Jammu and Kashmir (J&K) Airports along with few other sensitive Airports of the country on the inputs given by the Intelligence agencies that 14 militants of Lashkar-e-Toiba (LeT) were plotting to hijack an aircraft to get some of their top colleagues released from the jail, reports Daily Excelsior. The alert, which was received by Anti-Hijacking Police of Jammu Airport Security wing, called for maintaining a very strict surveillance on both Jammu and Srinagar Airports in view of presence of the LeT cadre in J&K, especially the Valley. The alert stated that 14 persons from the LeT outfit were plotting a major conspiracy to hijack a plane and, in the bargain, seek release of some jailed militants of the outfit especially Pakistanis. The alert specifically pointed out towards the involvement of 14 militants of the LeT cadre in hatching the conspiracy for hijacking of a plane. It said the militants could enter the plane taking valid and genuine tickets on their names to dodge security agencies. Sources said the alert has also been sounded for some other Airports of the country but the threat was more significant for J&K.

Official sources said the GSI experts from Lucknow (Uttar Pradesh), who had detected exit point of the tunnel about 540 meters deep inside the Indian territory at forward village of Chechwal in Samba sector last week, have requisitioned more sophisticated weapons from Hyderabad to survey almost the entire IB for the tunnels. Though the BSF have already searched the IB after the detection of an underground tunnel at Chechwal in Samba sector on July 27, the GSI would do so with sophisticated equipments to ensure that there was no other tunnel undetected.

He, however, said that no advisory has been issued to the Police or protected persons barring them from going to Masjids or market places. The IMK in its statement issued to a local news agency announced "Operation Revenge" against the Police personnel and what it said "anti-movement elements." The spokesman of the outfit, Omar Mukhtar, told the news agency that the operation will be launched against the Policemen and officers on a large scale in a couple of days. He, however, asked the Policemen who have not been "anti-movement" to go to Masjids and other places without any fear. The IMK in its statement also claimed responsibility for the killing of Deputy Superintendent of Police (DSP, retired) Abdul Hamid Bhat, recent killing of Policemen in Kulgam District and at Daresh Kadal and Batmallo in Srinagar District and that of Inspector Bashir Gull at Tengpora in Srinagar in 2001. SFs conducted a search operation in a forest area of Sabjian after developing an input about a consignment of arms and explosives having been dumped in the forests. The consignment was recovered during the searches. It included one Improvised Explosive Device (IED) filled with RDX, four hand grenades, one 9mm pistol with one magazine and seven rounds, four RPG shells, five fuse detonators, 12 Pika rounds, seven rounds of 9mm and one water bottle. Also, four Chinese grenades and 56 AK rounds were recovered during the searches by the SFs at Lower Dharaman in Mendhar area, reports said.

As many as 154 cease-fire violations have been reported along the Line of Control (LoC) at the India-Pakistan border, the government said on August 14, reports The Times of India. Of these, 28 were reported in 2009, 44 during 2010, 51 in 2011 and 31 between January and August till date, Minister of State for Home Affairs Mullappally Ramachandran told the Lok Sabha (lower House of Parliament) in a written reply. A total of nine security personnel were killed in the ceasefire violations during these years, he said. "Border Security Force (BSF) is the border guarding force along the Indo-Pakistan border. However, on the Line of Control (LoC), the BSF is deployed under the Army operations control in Jammu and Kashmir," the minister said. Altogether 49 incidents of firing were reported and six BSF personnel were killed between 2009 and July 2012. Of these, seven were reported in 2009, 26 in 2010, 11 during 2011 and five between January and July this year. While one BSF man was killed in 2009, two each died during 2010 and 2011, respectively, and one this year.

Abdullah said: "Talks on AFSPA are going on. I regret so far we have not reached a stage when AFSPA can be removed permanently. Talks are still going on and I am satisfied with these talks. I have no hesitation in saying that we wanted to reach a position where we could revoke the AFSPA from some areas of the State. But, unfortunately, we have not reached that point yet. There are several reasons for it. I can say with surety that the revocation of AFSPA would take place during our tenure in office." Omar said that it is his endeavour to reduce the footprints of the Security Forces (SFs) in the State. “I am taking pride in revealing it that all schools have been vacated by the security forces. 250 other buildings under the occupation of the Security Forces have also been vacated. More than 40 bunkers have been removed from Srinagar city. Perhaps nobody hoped we could remove the bunker from Lal Chowk. Ten battalions of the CRPF have already been de-inducted and sent back", the CM said. On rehabilitation he said, "We are slowly implementing the rehabilitation for those who want to return back without guns and the policy is producing encouraging results. This policy is only for those who return not to join militancy, but live peacefully." The Chief Minister said that during last year, 60 people have returned under the policy and this year 70 such cases have been cleared. He made it clear that this policy is available only for those youth who have gone for training but not took to gun and indulged in militancy. He said the press reports regarding a person who was arrested after his return do not reflect the factual position. He said the said individual was involved in militant activities and had crossed Line of Control (LoC) on various occasions. Omar said that the graph of violence has come down during past few years. He said 370 violence incidents took place in 2010, 190 militancy related incidents took place in 2011 and only 90 in 2012. He said that 50 civilians were killed in the militancy related incidents in 2010, 31 in 2011 and 8 in 2012. He said that 70 SF personnel were killed in 2010, while 33 were killed in 2011 and 7 in 2012. Abdullah also urged separatists to shun path of violence and join the dialogue process for lasting peace in the State. "Let you come forward and talk for achieving a breakthrough on table which gun could not deliver in 20 years", said Omar, adding, "Dialogue process is only way forward to address it effectively and meaningfully. When they are ready to talk with one country there should be no reason for them not to talk with other country."

The Rangers made an attempt under the covering fire to push a group of five to seven infiltrators into Indian side. In reply to a question in Lok Sabha, the Government on August 21 informed that it is humanly impossible to find where the tunnel leads to in Pakistan. The home ministry's reply to the question said, "The tunnel has been detected at a depth of approximately 25 feet with a dead end at Indian side. However, the other end towards Pakistan side could not be ascertained due to lack of expertise and requisite equipment for assessing the dimension of this tunnel in BSF." It added: "Since the digging of the tunnel has been carried out deep inside the earth, the detection of such tunneling is not feasible within human capabilities."

Police on August 21 claimed to have arrested a Policeman who carried out assassination bid on Law and Parliamentary Affairs Minister, Ali Mohammad Sagar on December 11, 2011, and 12 other attacks in Srinagar city since 2011 on behalf of Hizb-ul-Mujahideen (HM) outfit, reports Daily Excelsior. Inspector General of Police (IGP) Kashmir, S M Sahai, said that they have arrested two persons making claims for militant attacks in Srinagar city over the past 18 months. "One of them is a Policeman while another is a released militant", he added. Sahai said that arrested policeman, Abdul Rashid Shigan, a constable of the armed Police and posted with the security wing, was operating under the shadow name of Omar Mukhtar and General Usman. "He was acting as spokesman for Kashmir Islamic Movement, a shadow outfit of Hizb-ul-Mujahideen", the IGP added. He said that Shigan was working in coordination with a released militant, Imtiyaz Ahmad alias Raashid, in carrying out the attacks. He said that Shigan had a militancy background before he joined Police force in 1998. "He was an Over Ground Worker of Harkat-ul-Mujahideen. He was discharged from Police department while undergoing training for his involvement in militant activities and detained under Public Safety Act for one year. He was reinstated on court orders in Police department in 2002", added Sahai. He was recently transferred to security wing of the Police and was performing duty with Superintendent of Police Bandipora. The IGP said that Shigan confessed carrying out 13 attacks in Srinagar since January 2011. The IGP said that during the raid and searches conducted on the house of Shigan one coil electric -wire, one mine, two radio sets kenwood , 11 Batteries, one radio set Frequency setter, four Chinese pistols, six pistol magazines, 100 rounds of pistol ammunition, five grenades, two knifes, 13 UBGL shells, one Kiran Kove rifle, two AK 47 rifles, 16 AK 47 magazines, large quantity of AK ammunition, two UBGL thrower, two kits for cleaning, two pouches, one fire extinguisher, three bags, one water bottle, one first aid kit, one ladies hair wig, two scooter helmets, four grenade pins, one IED and 11 detonators were recovered. Sahai said that besides this, his hand writing matched with the statements he was issuing to the press and a cell phone that he used to call a local news agency was also recovered. S M Sahai also said that Police have to rethink and conduct scrutiny of Police Force that has been on the forefront of fighting militancy in the State after involvement of Policemen in militant activities came to light. Sahai said that militants are adopting new tactics of forming small modules, which were very difficult to uncover. He said that normally any militant attack that took place in Srinagar was solved in a couple of months but for the past 18 months [January 2011 to July 2012] police had failed to uncover these 13 attacks which took place in Srinagar. He said that subversive activities of such kind where Policemen are involved are possible in militancy infested areas but Police have been able to uncover it. He said that such modules are working independently and they are difficult to uncover. He further said that the attacks they carried out had given an impression that militancy is on the rise in Srinagar. "However, this is not correct. Statistically also the number of incidents has come down compared to last year," he added. It may be mentioned here that four Policemen were arrested in June 2012 for militant links and carrying out subversive activities in Srinagar city. "With the arrest of Shigan all these cases have been solved," Sahai said, adds India Today.

Infiltration attempts and the number of terrorists successfully entering Jammu and Kashmir from across the Pakistani border has come down in the last five years based on figure collated by intelligence agencies, Parliament was informed on August 22, reports Newstrack India quoting IANS. Defence Minister A.K. Antony told the Rajya Sabha (Upper House of Parliament) during question hour that only 103 terrorists had attempted to infiltrate from January to June 2012. Just 38 were successful. The numbers were 342 in 2008, 485 in 2009, 489 in 2010 and 247 in 2011. Of them, 57 terrorists were successful in 2008, 114 in 2009, 95 in 2010 and 52 in 2011. These figures are based on the assessment of the Multi-Agency Centre on Infiltration into Jammu and Kashmir. The Security Forces have not apprehended any terrorists and none have surrendered in 2012. But in 2008, the number of apprehended/surrendered terrorists was six. The figure was nine in 2009 and one each in 2010 and 2011, Antony added.

A local youth in Srinagar city chased militants and snatched the weapon from them, adds Daily Excelsior. The youth of Nowhatta snatched the rifle and a pistol from three militants. Police said that three armed militants snatched an INSAS rifle from Constable Nazir Ahmad of India Reserve Police, posted at Jamia Masjid Srinagar in Nowhatta area of the city soon after Friday prayers were over and people were coming out the Masjid. Police said that the militants taking advantage of huge crowd hit the constable on head with a pistol. He fell unconscious in the sudden assault and militants fled away after taking the service rifle of the injured constable with them. Police said that the local youth chased the three militants and overpowered them at Bohri Kadal, around one kilometer from the spot where from they had snatched the rifle. He ruled out re-settlement of the border villagers from the firing range to other places. In another context he did not rule out the presence of other tunnels similar to 540-metre underground passage along India-Pakistan border in Samba District, which was detected on July 28. Eight incidents of firing and ceasefire violations have been reported from IB within a span of over 20 days after detection of the tunnel. Regarding the firing from the Pakistani side, he said, "One reason which we could make out is to that probably it was to mask the construction of tunnel, which is in our sector. Normally what we used to see was sporadic firing that they wanted to cover infiltration. In other sectors (Chilyari) —we understand that firing would have been done to show that we do not detect the tunnel". Singh said while in some sectors, "some reasons for firings are apparent, but in other areas it makes us suspicious and we need to take it up with Pakistan." Asked if the firing was aimed at halting the Geological Survey of India from uncovering any "tunnel network", he said, "they cannot stop them (GSI. Survey will happen. Every two to three months, we will carry out the survey)".

The intelligence agencies have cautioned the Jammu and Kashmir Police to keep a close watch on the activities of Hizb-ul-Mujahideen (HM) and Lashkar-e-Toiba (LeT) who are trying to rope in surrendered militants back into their fold, according to Deccan Chronicle. In a recent advisory sent to the State Police and other security agencies active in the Valley it has been disclosed that both HM and the LeT are feeling extremely frustrated in wake of the acute manpower crunch they are facing. Also, following intensified patrolling along the International Border and the Line of Control (LoC) as many as 800 militants are stuck at the launching pads in Pakistan-occupied Kashmir (PoK) waiting to cross over. Therefore, these terror groups have now turned their attention to the former cadres who had surrendered before the security agencies. Sources said the terrorist organisations are trying both threat and the lure of money to bring back the surrendered terrorists into active militancy once again. “They are threatening these surrendered militants and their family members to pressurise these militants. We have asked the state government to look into this matter and take immediate measures. If need be these surrendered militants and their families should be provided adequate security cover as well,” an unnamed senior official of the Union Ministry of Home Affairs said. The terror outfits are also giving financial incentive to the surrendered militants offering them huge sum of money. There are concrete reports, sources added, that for this purpose these militant organisations are getting money through the hawala channels. Intelligence agencies are keeping track on suspicious money transactions, particularly from abroad, in the Valley. Intelligence agencies have also cautioned in their advisory that by September the militant organisations will start exerting more pressure on their ex-cadres as the season will start changing and some of the upper reaches will start getting snowfall by end of the month.

The project area has been completely sealed. No one was allowed to go near the project site and local civilian movement in the area has also been restricted. Meanwhile, the operation to trace out the militants responsible for the attack continued for third consecutive day. Thirty-three ceasefire violations have taken place along the Line of Control (LoC) in the last six months, the Government said, reported PTI on August 30. "In the last six months, there have been 33 instances of ceasefire violations along the LoC in Jammu and Kashmir," Defence Minister A K Antony said in written reply to a question in Rajya Sabha (Upper House of Parliament). Director General of Police (DGP) Ashok Prasad revealed that Jammu and Kashmir has witnessed a fall of 60 per cent in militancy related incidents over the preceding year (2011), as reported on August 31, by Greater Kashmir. “Around 150 militants are active all over the state with maximum concentration in Sopore and Tral areas of Valley”, he commented. On the subject of stone pelting, he said, “If somebody throws a stone, he has to be dealt without showering bullets. The force has to be trained and that is a challenge”. He said militants in the countryside come to the city and strike the security installations. “We arrested people in different militancy related incidents and saw that they belonged to other districts, like Pulwama and Ganderbal.” The DGP said that militants use non combatants and police personnel to carry out attacks. The state Police chief said that infiltration of militants from across the Line of Control (LoC) has been very low during the current year (2012). “Infiltration can’t be completely brought to zero. Some groups have succeeded in sneaking via Gurez, Machil and Keran this year,” he said adding that those who slipped in are hiding in dense forests of North Kashmir.

In search of more clues from four persons including the Police constable, Territorial Army (TA) soldier, a suspected militant and a civilian arrested by Police on August 25, Police authorities in Rajouri District has sent all of them to Joint Interrogation Centre (JIC) for sustained questioning, as reported on August 31, by Daily Excelsior. Sources said all four accused have been sent to the JIC to ascertain source of the grenade, which the TA soldier had sold for INR 5000 from his house to three other persons. They added that it could be either a grenade seized from militants and hidden by him or stolen from his unit. They would also be questioned on whether they had terror links, sources said.

Police have arrested two youths who were allegedly involved in issuing threats to Panchayat (village level local self Government institution) members by posting pamphlets in several villages of Shopian District in August. Police sources said the arrested youths — Aqib Rashid Paul, 20, and Adil Rashid Koka, 21, both residents Shopian District — were over ground workers of a little known militant outfit Lashkar-e-al Qaida on whose behest they were pasting the posters during wee hours. “Police had been following their movements for some time and finally managed to nab them on Friday [August 31],” they said. The pamphlets, warning the sarpanchs (head of Panchayats) and the panchs (members of Panchayats) of dire consequences in case they did not tender their resignations within a week had appeared in several villages of Shopian District in August. The handwritten posters, bearing a stamp of the little known al-Qaeda Mujahedeen, militant outfit had ordered the panchayat members to resign within a week and apologize publicly in mosques, during the Friday congregational prayers or else face dire consequences. The posters had also issued a diktat to women asking them to strictly adhere to the purdah (veil) and not to use mobile phones in public.
